5. NEW BUSINESS
A. Staff report, discussion and Committee recommendation regarding the future
role of the Citizens Community Services Advisory Committee (CCSAC)
Recreation and Parks Director Stan Ford gave an overview on the formation and role of
the Citizens Advisory Committee. Due to the active nature of the current Community
Services Committee, the Citizens Advisory Committee has had very few issues sent
their way by the City Council over the past few years. As a result, it is difficult to get
quorums for meetings or relevant matters to place on agendas. At their last meeting,
the Citizens Advisory Committee requested a joint meeting with the Community
Services Committee to discuss their future role.
The Community Services Committee is the only Council Committee that has a formal
parallel citizens committee. As the Council Community Services Committee meets on a
monthly schedule and the public attends and gives their input directly, the two
committee roles are being duplicated. The Councilmembers serving on the Community
Services Committee are very involved with the issues and meet with other citizens
groups, such as the Veterans Memorial Committee.
It was noted, due to privatizing the management of Centennial Garden and Convention
Center, which has been very successful in booking events, policy issues are no longer
referred to the Citizens Advisory Committee as in the past.
All members of the Citizens Advisory Committee spoke regarding their role. After
discussion, a majority of the Citizens Advisory Committee members requested their
Committee be disbanded. Citizens Advisory Committee Member Raul Rangel made a
motion that the Citizens Advisory Committee vote to disband. Citizens Advisory
Committee Members James Fitch, Chair; Mike O'Neill, Vice Chair; Raul Rangel and
Harry Starkey voted "aye." Members Richard Russell and July Valenzuela voted "no."
Member Marque Stansberry absent. The motion passed.
Based on the majority vote, Community Services Committee Member Benham made a
motion to approve the request. The Community Services Committee (with Committee
Member Carson absent) unanimously voted to recommend that the Council disband the
Citizens Community Services Advisory Committee by repealing Chapter 2.60 of the
Municipal Code.
