A. Committee discussion and recommendation regarding the need for a new
skateboard park in the southwest
City Manager Alan Tandy explained due to State budget cuts by the Governor,
which had a direct affect on the City's budget, funding for a skateboard park is not
included in the fiscal year 2002-03 proposed budget.
Committee Member Benham expressed she would like to keep the skateboard park
in the southwest on the list for the next budget cycle. However, the proposal at
Garden Park was for a skate park smaller than the one in Beach Park and the
skateboarding community has let her know it needs to be at least as large as the
one in Beach Park. She suggested staff look at other locations not located in an
established park.

Committee Member Carson agreed it should not be built in an established park. She
would like to see something broader that just a skate park and suggested it include
other recreational activities.
Committee Chair Sullivan stated she is very supportive of building a skateboard
park. Trying to enforce the "no skating" areas creates a need for a place to
skateboard.
Recreation and Parks Director Stan Ford explained the costs to build skateboard
parks have doubled. He believes a skateboard park in the Silver Creek area would
have a very high usage. A facility the size of the one in Beach Park would probably
be objected to by the residents living near Garden Park.
Staff will continue to watch for other possible sites and designs for a future
skateboard park in the southwest.
B. Staff update on Liberty Garden at City Hall
Recreation and Parks Director Stan Ford explained since a large Liberty Garden
with a monument is being planned by the new Fire Station, staff is suggesting a plan
to plant red, white and blue flowers with a small plaque in the City Hall planters on
the corner of Truxtun and Chester. This location will highlight the front corner of City
Hall with a colorful Liberty Garden, which can be enjoyed by everyone. Some of the
existing plants and the ivy will need to be removed.
Committee Chair Sullivan suggested two laser beams of light similar to those used in
New York. It was decided the advanced technology required and available space on
the corner of Truxtun and Chester were not conducive for this type of lighting.
The Committee unanimously approved staff's moving forward with the flower
garden. The Committee would like to have the flowers planted by July 30th the date
of the open house and dedication for "In God We Trust" motto and the Historical
Document displays. The Committee will discuss the wording and design for the
plaque at its next meeting.
C. Report from Historical Documents Committee
Committee Chair Sullivan explained Mike Miller was not able to attend the
Committee meeting today. Work is progressing and July 30th is the date for the
dedication.
