ROLL CALL Called to Order at 1:10 p.m. Present: Councilmembers Jacquie Sullivan, Chair; Sue Benham; and Irma Carson 2. ADOPT JULY 17, 2006 AGENDA SUMMARY REPORT Adopted as submitted. 3. PUBLIC STATEMENTS 4. DEFERRED BUSINESS A. Discussion and Committee recommendation on the feasibility of changing the City's logo to the stylized Bakersfield with the leaf design and updating the Bakersfield entry signs City Manager Alan Tandy gave an overview on the history of the City's motto and logo up through the present. Arnold Ramming, Public Works Civil Engineer, gave a Powerpoint presentation on possible site enhancements and the cost of each option to upgrade the entrance signs to the City. The following site improvements were proposed: South Si,qn · Add two very high wattage lights for daytime illumination to bring attention to the sign ~ $1,500 Agenda Summary Report Page 2 Community Services Committee Special Meeting Thursday, December 7, 2006 North Siqn · Add two very high wattage lights for daytime illumination to bring attention to the sign - $1,500 · Upgrade shrub bed- $20,000. · Behind the existing sign, install a light, colored background netting panel similar to those used at golf courses to screen the existing storage facility - $20,000 The total cost of site improvements for both signs would be $43,000. The presentation included three different graphic improvement options for the current entrance signs: Option one: Mosaic tile mural backqround with illuminated channel letters Ioqo · This is the Vision 2020 proposal presented at the July Community Services Committee meeting · Work elements: ~> Prepare face of the existing signs - $10,000 for both signs > Background mosaic tile mural executed by a mosaic tile artist on panels - $50,000 for both signs > Raised channel letters manufactured and installed by sign shop on' top of the mosaic tile background - $50,000 for both signs > Site improvements as previously described - $43,000 for both signs Total costs for both signs and site improvements using option one: $153,000. Option two: Painted backqround with painted Ioqo (letters) on aluminum panels · Background graphics' and logo painted on aluminum panels. The painted background could be the same as the tile design proposed by Vision 2020 or something else · Work elements: > Prepare face of existing signs and mount aluminum panels - $20,000 for both signs > An artist paints background and logo on the mounted aluminum panels - $6,000 for both signs > Site improvements as preciously described - $43,000 for both signs Total costs for both signs and site improvements using option two: $69,000. Option three: Backqround graphics painted on aluminum panels with illuminated channel letters Ioqo · Painted background on aluminum panels. The background could be similar to the tile design proposed by Vision 2020 or something else Agenda Summary Report Page 3 Community Services Committee Special Meeting Thursday, December 7, 2006 · Work elements: > Prepare face of existing signs including mounting of aluminum panels - $20,000 for both signs ;> An artist paints background on the mounted aluminum panels - $6,000 for both signs > Raised channel letters manufactured and installed by sign shop on top of the painted background - $50,000 for both signs > Site improvements as previously described - $43,000 for both signs Total costs for both signs and site improvements using option three: $119,000. Committee Member Sue Benham suggested for the site improvements perhaps evergreen trees could be used instead of the netting and proposed the same background be used for both entry signs. She also noted that the tag line, "Life as it should be," is optional. Debbie Moreno, Vision 2020, expressed the site improvements should be financed by the City, but Vision 2020 would be glad to do fund-raising to upgrade the entry signs. However, before making a commitment to go out into the community to fund-raise, they would need to know the Council's decision on the design and the cost to upgrade the signs. Because changing both entry signs is a significant issue of interest to the Council and the citizens of Bakersfield, Committee Member Irma Carson suggested this be forwarded on to the Council to get more public input. Committee Member Sue Benham suggested the mosaic tile design be removed from consideration due to the cost and also recommended discussion on the letterhead and other logo uses be deferred to a future Comrnittee meeting. Committee Chair Jacquie Sullivan expressed there is a fourth entry sign option that she would like the Committee to consider, which would be to upgrade the entry signs but keep the current logo "squiggle" design. She requested staff to provide a new updated graphic design using the "squiggle." Committee Member Benham made a motion to forward Option Three, the painted sign with illuminated channel letters, . and a new squiggle design (staff to work with Committee Chair Sullivan) to the City Council. Committee Members Benham and Carson voted "Aye." Committee Chair Sullivan stated she would have preferred to have the "squiggle" designs reviewed by the Committee at one more meeting, but agreed to support the motion. ' B. Discussion and Committee recommendation regarding Christmas decorations Recreation and Parks Director Dianne Hoover gave a report on hotiday righting. This year the large coast redwood tree located in the median strip in front of City Hall was decorated with lights. Adding additional lights in the median would be challenging due to the lack of available power. The lighted tree in front of City Hall and the Centennial Plaza lights are on a timer set to turn on about 5:00 p.m. each evening. Staff also explored decorating with poinsettias at the Centennial Plaza, but it is too cold outside for the flowers to hold up. Cathy Butler from the Downtown Business Association was unable to attend today's meeting, but has been successful in getting sponsors for the decorative lights on Chester Avenue. The Committee took no further action. 5. NEW BUSINESS A. Discussion and Committee recommendation regarding bike path safety Recreation and Parks Director Dianne Hoover reported staff has met with members of Bike Bakersfield, the Kern River Parkway Committee, and the Kern Wheelman regarding appropriate signage to promote safety on the bike path. The current proposal is to paint directional arrows every ½ miles on the pavement in areas with heavy traffic. In the lesser used areas the directional arrows would be less frequent. A center line already exists in high-use areas. "Slower traffic keep right" signs would be posted. Earl Norcross, Kern Wheelmen, spoke in support of directional arrows to keep groups of people walking together from blocking both sides of the bike path. Lauren Franconi, Bike Bakersfield, spoke in support of signage and directional arrows. Scott Guerrero, Kern Wheelmen, spoke regarding the use of reflecting paint and posting the rules on a kiosk. Renee Nelson spoke regarding the directional arrows being closer together than the suggested ½ mile in the high-traffic areas. In response to suggestions, Traffic Engineer Steve Walker responded all signing and striping must comply with State guidelines in the City's Manual on Uniform Traffic Control Devices, which covers the size of the arrows, the type of paint, and other marking and signage regulations. Agenda Summary Report Page 5 Community Services Committee Special Meeting Thursday, December 7, 2006 City Manager Alan Tandy requested staff to get together with County staff as sections of the bike path are in the County. Recreation and Parks Director Dianne Hoover recommended staff paint a few arrows on the bike path in heavy traffic areas to see how well they are responded to by the public and report back. Committee Member Sue Benham made a motion for staff to proceed with the test using directional arrows in heavy traffic areas to get public response and report back. The Committee unanimously aPproved the motion. Committee Chair Jacquie Sullivan asked staff to check into posting bike safety and etiquette on the City's website and also check with the Kern Wheelmen on the suggested bike safety flyer. 6.
