SUBJECT: Community Services Committee Report No. 5~02 regarding a City Contribution of CDBG
Funds in an amount not to exceed $5,000 to Bakersfield African American Cultural
Association for a Community Celebration in Southeast Bakersfield
RECOMMENDATION: The Community Services Committee recommends approval.
BACKGROUND: On December 4, 2002, the Community Services Committee approved a request by
Councilmember, Irma Carson to contribute an amount not to exceed $5,000 to the Bakersfield African
American Cultural Association (BAACA) for sponsorship of a community celebration for renaming
Lakeview Avenue to Martin Luther King, Jr. Boulevard, and the grand opening of the Lakeview Avenue
Streetscape Project.
BAACA has organized a community celebration in the southeast for seven years. Prior to that, the City of
Bakersfield was an organizer and sponsor of the event called the "Good Neighbor Festival."
BAACA proposes the funds be .used for advertising and promotions; rental of a public address system,
stage and tents; and contracting for bands and professional entertainment. The celebration will take place
on Saturday, January 18, 2003 from 10:00 a.m. to 4:00 p.m. Mayor Hall will conduct a ribbon cutting
ceremony at 10:00 a.m. A letter from BAACA is attached.
Funds for the contribution to BAACA will come from completed CDBG funded projects that have leftover
amounts. Because the funds have already been appropriated, there is no budget impact. HUD guidelines
will be followed in using the funds.

The Bakersfield Afi'ican-American Cultural Association (BAACA) is coordinating the
celebration of the vame change on Lakeview Avenue. The new name for the Southeast
Street will soon be Martin Luther King Boulevard. The celebration will take place on
Saturday, January 18, 2003. We are requesting sponsorship from various organizations t°
assist in funding the daylong celebration as well as participating in the Celebra'tiOn.

SUBJECT: Proposed Paint for Lakeview Commercial Buildings
To assist in improving the look of Lakeview Avenue prior to the renaming to Martin Luther
King Boulevard on January 18th, staff is proposing to .provide free paint to commercial
building owners along street.
Staff has reviewed the buildings along Lakeview between E. California and Virginia as to
the condition of the paint on the.buildings. Of the 19 buildings, most have paint that is in
good condition, and none had visible graffiti. There are four vacant buildings that are in
definite need of new paint, but may have absentee or irresponsible owners.
Staff proposes to offer free matching paint to all 19 building owners through the Graffiti
Paint Program using CDBG funding, that are willing to paint their own buildings. Paint
preparation and painting materials (rollers, brushes, etc.) will be the responsibility of the
business or owner. Graffiti Paint staff cannot be used to paint entire buildings, only
graffiti markings.
If staff cannot get a positive owner response from the 4 vacant buildings that are in definite
need of painting, staff proposes to bid the job of painting those four buildings to one the
Southeast In-fill builders that has the capacity and time to accomplish the job by January
18th. Owner approval will be required to allow the painting work to be done.

SUBJECT: Ordinance repealing Chapter 2.60 of the Bakersfield Municipal Code resulting in the
disbanding of the Citizens' Community Services Advisory Committee.
RECOMMENDATION:
The Community Services Committee recommends adoption.
BACKGROUND:
This ordinance was given first reading at the November 6, 2002 Council meeting. In August of 1994
the City Council created the seven member Citizens Community Services Advisory Committee. The
Committee was formed by a merger of the existing Citizens Park and Recreation Committee and the
Convention Center Committee. The need for a new committee grew out of an increased interest by the
Council in Recreation and Park activities and the consolidation of the Convention Center and the
Recreation and Parks functions under one department of Community Services.
The duties of the Committee according to section 2.60.050 of the Municipal Code are to "accept input
from community groups and interests and advise the City Council as to policies for the convention
center, city parks, and city recreation services."
Due to the change to private management of the convention center and the Centennial Garden arena in
1998 the Citizens Advisory Committee has had a limited role regarding policies for the convention
center pursuant to the management agreement for those facilities.
There has also been a lack of clarity as to how the role of the Citizens Community Services Advisory
Committee relates to the City Council's Community Services subcommittee. There has been no clear
definition as to which issues or policies should be conSidered by which group. Largely, it has been a
matter of Council discretion when referring items for discussion and review as to the level of
involvement requested of the Citizens Advisory Committee.
The Council's Community Services Committee has on occasion performed similar duties to those of the
Citizens Community Services Advisory Committee in acting as the contact point for citizen concerns

and input regarding issues involving the convention center, city parks, and city recreation services.
There have also been cases where the Council Committee has requested that the Advisory Committee
also review an issue in more depth as well.
The role of the Citizens' Advisory Committee was referred by the Council to the Community Services
Committee for review. A joint meeting was conducted with members of the Citizens' Advisory
Committee and the Community Services Committee. There was a lengthy discussion among the two
groups regarding what role the Citizens' Advisory Board could serve. There was a desire for the
Citizens' Advisory Committee members to be of assistance to the Council Committee. However, it was'
discussed that due to the high level of involvement of Councilmembers in park and recreation issues
before the Community Services Committee it would duplicative to refer items to the Citizens' Advisory
Group for additional public input when Councilmembers typically are receiving input directly from
citizens. It was also pointed out that since there is increased public information and awareness about
these issues due to televised Council meetings and other public information efforts that citizens
communicate directly with Councilmembers by phone or e-mail to express their views.
After much discussion, a majority of the members of the Citizens' Advisory Committee present at the
meeting voted to request that the Citizens Community Services Advisory Committee be disbanded.
Based on that request, the Community Services Committee (with Councilmember Carson absent) then
voted to recommend that the Council disband the Citizens Community Services Advisory Committee by
repealing Chapter 2.60 of the Municipal Code.
The City is very appreciative of the time and effort the members of the Citizens Community Services
Advisory Committee have contributed to their work on the Committee. and they are to receive
recognition from the Mayor and Council at the November 20th meeting for their contributions and
service to the City.

SUBJECT: Authorization to schedule a joint meeting between the Citizen Community Services
Advisory Committee ("CCSAC") and the City Council Community Services Committee
RECOMMENDATION:
Staff recommends approval of this request.
BACKGROUND:
The CCSAC is a Council-appointed committee that meets monthly to listen and evaluate citizen
input on various issues as assigned by the City Council.
Due to the regular meetings and active nature of the City Council Community Services Committee,
the CCSAC has had very few issues sent their way over the past few years. As a result, it is difficult to get
quorums for meetings, and relevant matters to place on the CCSAC agendas.
At the last CCSAC meeting, the Committee requested that staff set up a joint meeting between the
Committee and the City Council Community Services Committee to discuss whether the CCSAC should
continue in existence and, if so, a way to make them more active in community/Council issues.

SUBJECT: Resolution supporting the creation of a veterans Memorial at Central Park.
RECOMMENDATION:
Staff recommends adoption of the resolution.
BACKGROUND:
For approximately 1Y2 years, department staff have been assisting the veterans group for a memorial in
Bakersfield. Staff and the veterans group have identified Central Park as the most suitable for a veteran's
memorial park.
An informal group representing 60 veteran organizations has begun an effort to raise'funds for
construction of a proposed memorial. In an effort to assist the group, the City Council has been asked to
support a resolution which identifies Central Park as the site for the proposed memorial. The resolution is
also necessary to assist the Veterans in obtaining future grant applications.
On September 25, 2002, the Community Services Committee directed staff to prepare the resolution in
support of the Veterans memorial at Central Park for consideration by the full Council.

RESOLUTION NO.
A RESOLUTION COMMITTING THE CITY OF
BAKERSFIELD TO THE CONCEPT OF
DEVELOPING A KERN VETERANS'
MEMORIAL PARK.
WHEREAS,. Kern County's young men and women have been strong
contributors to our Military Forces since the days of the Civil War; and
WHEREAS, in recognition of this siz~eable element of our population, many of
whom are approaching their last days, the City of Baker~ield believes, that the sacrifices
made by our military people over the years deserves due recognition; and
WHEREAS, the City of Bakersfield is committed to working with the Kern
Veterans' Memorial Park Committee tb establish a Kern Veterans' Memorial Park in
Central Park, located in downtown Bakersfield; and
WHEREAS, in conjunction with the development of the Kern Veterans' Memorial
Park, it is undbrstood the Kern Veterans' Memorial Park Committee is dedicated to
developing a Military History Museum/Learning Center which would "bring to life" for all
concerned the military history of the United States in a state-of-the-art fashion so thatall
future gener~ions may know and understand the consequences and impact of warfare.
In support of this facility, the Kern County Superintendent of Schools Office, the Kern
High School District, Bakersfield College, and CSU Bakersfield will be fully included in
the development, funding, and .operation of such a facility. It is anticipated that this
facility will be located on land in the direct vicinity of Central Park.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
BAKERSFIELD AS FOLLOWS:
1. The above recitals are true and correct;
2. The .City of Bakersfield is committed to the concept of developing the Kern
Veterans' Memorial Park in cooperation with the Kern Veterans' Memorial Park
Committee with the following understanding:
a) The Kern. Veterans' Memorial Park would be located on a current
city park, known as Central Park, and the.pai'k and all facilities developed thereon shall
remain as a City-owned park for public use. It is anticipated the development would
include a Memorial Plaza, individual War Monuments, an amphitheater seating
approximately 1,000 people, barbeque facilities accommodating approximately 600
people, and other recreational facilities as deemed appropriate by the City;

.b) The Kern Veterans' Memorial Park Committee will pursue funding ~.~..:
and in-kind support to develop facilities, including local donations, local and state
government funding, federal and military-related funding, corporate and private
foundations, etc.;
c) The City of Bakersfield will assist the Kern Veterans' Memorial Park
Committee to pursue appropriate park and Other related grants, tax opportunities, etc.,
to assist in the development of.the Kern Veterans' Memorial Park;
d) The Kern Veterans' Memorial Park Committee shall, within three (3)
years of the date of this Resolution, submit for approval by the City Council, a
comp[ehensive plan depicting the development of the Kern Veterans' Memorial Park,
including locations of facilities, types of facilities, estimated costs of the facilities, the
means, sources and amounts of financing the development, and a schedule for
development of all the facilities.
3. In Cooperation with the Kern Veterans' Memorial Park Committee, the City
of Bakersfield intends to appropriately recognize all veterans throughout the history of
the United States, and specifically Kern County, so their families and descendants may
always be able to understand and appreciate the sacrifices they made.

RECOMMENDATION: The Community Services Committee recommends acceptance of the report
and implementation of the recommendation.
BACKGROUND: The Council accepted a report from the Community Services Committee on
May 22, 2002 regarding this item. Now the following recommendations are presented for final approval
of the City Council
Historical Documents
The Community Services Committee appointed a citizens committee to consider placing historical
documents inside City Hall. The citizens committee, headed by local businessman Mike Miller,
unanimously recommended the following:
· A picture of the Statue of Liberty framed by the Declaration of Independence and the Bill of
Rights on the EaSt wall of the Council chambers, and a picture of the Liberty Bell framed by the
Gettysburg Address and the Emancipation Proclamation (condensed) on the West Wall.
· A quote by Colonel Baker above the bulletin board in the foyer: 'q'his is God's country.
Someday it will be filled with happy homes .... The place is rich in future possibilities."
· Other historical documents will be placed on the west wall across from the Mayor's office (list
attached).
· A dedication and ribbon cutting ceremony would be held on July 4, 2002, followed by an open
house for the public to view the project.
· All costs associated with the project will be funded by corporate donations of $500 each. The
donors would be recognized at the dedication ceremony, but the citizens committee felt that
donor names should not be included on or near the projects. The citizens committee will be
responsible for all fundraising to make the project a reality.

The Community Services Committee voted unanimously to accept the citizens committee's
recommendations. Our thanks go out to committee members Mike Miller, Don Clark, Shirlyn
Davenport, Denise Pandol, Miriam Beam, Terri Richmond, Zak Thomas, Marque Stansberry and
Jeannette Richardson.
"In God We Trust"
The citizens committee also offered a recommendation on the location of "In God We Trust" and ,,e
pluribus unum" mottos. Again, their recommendations were unanimous. They felt both mottos should
be together and should be inside of City Hall. They recommended both mottos surround the city seal
loCated behind the mayor's chair on the dais, with "In God We Trust" on top. The citizens committee
will be raising funds to pay for installation of-the mottos. A concept drawing is' attached. The
Community Services Committee unanimously approved their recommendations.
Liberty Garden
A committee of community members, including public safety agencies throughout Kern County, has
been discussing a "Liberty Garden" in a park setting with monuments in honor of American liberty and
victims of the September 11th attack on the United States. The community committee had wished to
use property at City Hall for the Liberty Garden. However, because the community committee prefers
building a larger, more significant project that is too large for City Hall, they will be asking the City for a
dedication of land next to the new Fire Station 15/Police Substation in the southwest to build their
project. There is available space to accommodate their request. They plan to begin fundraising for the
Liberty Garden in December 2002, and have the project completed by September 11, 2003. They
would also ask for the City to maintain the Liberty Garden after it is completed.
The City of .Bakersfield plans to make small modifications to an area near City Hall in memory of the 9-
11 victims, perhaps including some minor landscape modification and a plaque or mOnument. City
staff will be working with the Bakersfield Beautiful Committee to plan such improvements.

SUBJECT: Agenda Item 10a.- "In God We Trust" and Historical Documents
The following is a summary description of what changes are planned for in City Hall as a result of
a citizen committee's recommendations regarding Historical Documents and "In God We Trust."
· "In God We Trust" and "e pluribus unum" mottos will surround the city seal behind the
mayor's seat in the council chambers.
· Approximately 17 historical documents will be framed and hanged on the wall across from
the City Clerk's Office between the two pillars.
· Above the historical documents on the wall will be painted "Hall of Historical Documents."
· A quote by Colonel Baker will be painted above the existing glass display case in the foyer
that encloses pictures of the Mayor and City Council.
· The bust of former Councilmember Lowell Saunders (1951-54) on the east wall of the
foyer will be removed. In its place a glass display case matching the others will be
installed. Inside the case school classes will display historical projects on a rotational
schedule.
· A quote by John F. Kennedy will be painted above the new glass bulletin board.
· Previous plans for murals to be placed inside the Council Chambers have been eliminated
by the citizen's committee.
· All costs for these improvements will be paid for through donations made by business
organizations, but no individual donors will be permanently recognized.
· A dedication ceremony and open house is planned for July 4, 2002.

I appreciate the opporumity to work with the Historical Document Committee on this project.
The other committee members are: Don Clark, Shirlyn Davmport, Denice Gary Pandol, Miriam
Beam, Terri Richmond, Marque Stansberry, Tom Zachery and leannette Richardson. Each of
them has generously given their personal devotion and unique mights to this project.. Working
with each of them has been genuinely delightful.
Nothing has been adopted for presentation here, without vigorous debate and unanimous
approval. Hopefully, our proposal will meet your expectations. We have decided not to pursue

that portion of thc project. We do not want our work to be the cause of contention after all.
The projec~ now consists of the following:
1. In the Foyer, a quote from Colonel Baker will be painted over thc existing four foot by five
foot glass-bulletin boards reading - "l'his is God's Cotmtxy! Some day it will be filled with
happy homes... The place is rich in future possibilities".
2, Another glass bulletin board, matching the existing ones and at the same height, will be
placed on the East wall of the foyer. School classes will display historical projects in the case
on a rotational schedule, to be worked out by tho School Board. Ann Reynold's Class at
Ridgeview High is working on the first project, in anticipation of your approval.
3. Above the case will 'be.painted a qume from John F. Kennedy reading - ".,. In each of us
there is a private hope and dream which, fuLfilled, can be translated into benefit for evc'*yon¢
and greater strength for the union".
4.The bust.that now hangs on the .East wall of the foyer, will be-moved to a suitable location.
5. In the ha___llway just East of this ehomber, on the West Wall, there are two existing pillars,
Between those pillars wi. Il hang seventeen historical documents, representing a wide range of
issues, events and personalities that have helped to shape American Values. Each document
will be framed, readable and accompanied by informative background notes. The table will
be moved just North of the columns.
6.Above the documents will be painted- '~4.all of Historical Documents".
7. This entire project, including the dedication ceremony, and even the national Mottoes, will be
paid for through donations. We will be asking businesses and or.?ni:mtions tO contribute
$500.00 each ~o cover cosr~. Surplus funds will go tothe Arts Council of Kern.
Il. There will be no permanent recognition of donors, such as a plaque, due to the nature oft}ds
project. Appreciation will bo expressed,by listing donors on tho program for the dezlicalion
c~rcmony, sending them a colorful 'thank you' l~er representing the scope of the project,
and naming them in a tasteful newspaper ad.
9. The dedication ceremony will take place in the afternoon of Inly Fourth offl~is year at
Centennial Plaza, We will ask Mayor Hall, a student from the "We the People" competition, a
StUdent from Ridgeview and a wide representation of local clergy to speak. Cake will be
served to all who wish to attend the ceremony and an open house at City Hall will follow,
The committee has carefully followed the democratic process throughout deliberations, keeping
in mind the values that we hope will be represented here. If the council adopts this proposal, our
committee is prepared to complete this task, down to the smallest detail, on schedule, and at no
cost what so over to the city of Bakersfield.

RECOMMENDATION: Staff recommends acceptance of the report.
BACKGROUND: The Community Services Committee has been considering several items of
interest to the City Council that deserve an update as to their status. This item is for information only.
.The Council is not being asked to approve these items. More work has yet to be done before more
formal action will be taken by the Council.
Historical Documents
The Community Services Committee appointed a citizens committee to consider placing historical
documents inside City Hall. The citizens committee, headed by local businessman Mike Miller,
unanimously recommended the following:
· A picture of the Statue of Liberty framed by the Declaration of Independence and the Bill of
Rights on the East wall of the Council chambers, and a picture of the Liberty Bell framed by the
Gettysburg Address and the Emancipation Proclamation (condensed) on the West Wall.
· A quote by Colonel Baker above the bulletin board in the foyer: 'q'his is God's country.
Someday it will be filled with happy homes .... The place is rich in future possibilities."
· Other historical documents will be placed on the west wall across from the Mayor's office (list
attached).
· A dedication and ribbon cutting ceremony would be held on July 4, 2002, followed by an open
house for the public to view the project.
· All costs associated with the project will be funded by corporate donations of $500 each. The
donors would be recognized at the dedication ceremony, but the citizens committee felt that
donor names should not be included on or near the projects. The citizens committee will be
responsible for all fundraising to make the project a reality.
The Community Services Committee voted unanimously to accept the citizens committee's

recommendations. Our thanks go out to committee members Mike Miller, Don Clark, Shirlyn
Davenport, Denise Pandol, Miriam Beam, Terri Richmond, Zak Thomas, Marque Stansberry and
Jeannette Richardson.
"In God We Trust"
The citizens committee also offered a recommendation on the location of "In God We Trust" and "e
pluribus unum" mottos. Again, their recommendations were unanimous. They felt bOth mottos should
be together and should be inside of City Hall. They recommended both mottos surround the city seal
located behind the maYOr's chair on the dais, with "In God We Trust" on top. A concept drawing is
attached. The Community Services Committee unanimously approved their recommendations.
Liberty Garden
A committee of community members, including public safety agencies throughout Kern County, has
been discussing a "Liberty Garden" in a park setting with monuments in honor of American' liberty and
victims of the September 11th attack on the United States. The community committee had Wished to
use property at City Hall for the Liberty Garden. However, because the community committee prefers
building a larger, more significant project that is too large for City Hall, they will be asking the City for a
dedication of land next to the new Fire Station 15/Police Substation in the southwest to build their
project. There is available space to accommodate their request. They plan to begin fundraising for the
Liberty Garden in December 2002, and have the project completed by September 11, 2003. They
would also ask for the City to maintain the Liberty Garden after it is completed.
The City of Bakersfield plans to make small modifications to an area near City Hall in memory of the 9-
11 victims, perhaps including some minor landscape.modification and a plaque or monument. City
staff will be working with the Bakersfield Beautiful Committee to plan such improvements. Final
approval of design and costs would come to the Council through the Community Services Committee.

that Kern County Schools has in operation would be an ideal adjunct to the development of the
Learning Center. Our goal of being able to reach young people in all the schools throughout
Kern County as well as in the college classrooms is of paramount importance. As Mr. Varley
suggested, a fiber optics cable to the Learning Center would be a very important part of our
telecommunications goal.

World War II veterans every day. Bob indicated a need to video record the Military. experiences
of some of these veterans before they completely disappear from our national scene.
Mr. Barley's offer to provide the studio and the technicians at the Kern County Schools
offices on 17th. Street through the months of June and July was an answer to a prayer! Our
agreement to schedule eight (8) veterans with an important story to tell of their combat
experiences is on the way. Bob will shortly be in touch with Mr. Varley to schedule the first
eight veterans.
Thank you for this generous offer to document some important personal aspects of World
War II, Korea, Vietnam, Etc. that would otherwise pass on with the loss of these veterans.
Learning from our veterans and documenting their military experiences during combat was one
of the goals expressed when we first envisioned the Memorial Park and the Museum/Leaming
Center.
Once again, we wish to thank you for the opportunity to tell you of our plans. Although
they may seem somewhat ambitious, the committee is dedicated to moving forward with the
Veterans Memorial Park and the Military, History Museum and Learning Center. We look

· Approximately one year ago, the veterans of Kern County embarked upon a task to
dev~lop..and build a.Veterans Memorial Park and a Military History Museum and Learning
Center. 'Since we had' nothing like this in the Bakersfield' area, it was felt that we needed such a

Since September 11 th, this endeavor has taken on even a more mean]ngftil purpose and one Which
the community has demonstrated a great deal of support.
After meeting with the City of Bakersfield, it seems that we've met a "common cord"
with our cqmmunity brethren; in that our idea of a Veterans Memorial Park and
Museum/Learning Center has generated a great deal of interest and common purpose.
It is our belief, that this is the first time within the fifty (50) states, that nearly 100% of all
~,6teran-organi~ations withii~-a co-o-nty j urisfiction, hax~e joined together as one organization to -
plan and develop such a project. Our gi'oup has grown to between sixty (60) to sixty five (65)
veteran organizations within Kern County. This group will approximate between ten thousand
(10,000) and twelve thousand (12,000) individual members supporting this endeavor.
We are organized into a committee with each member veteran organizat.ion having one
vote. With officers and Committee Members, this group now approximates sixty eight (68)
people when all attend the monthly'meetings. Also, we have a Steering Committee of volunteers

In February, this committeeauthorized the officers to approach the City of Bakersfield
and explore what the possibilities might be to find a location for our proposed park and
museum/Learning Center. We were invited to meet with the Community Services Committee
and discuss what plans we had in mind. We were very graciously received by the city'staff, and
those discussions resulted in a suggestion that maybe the existing "Central Park" in downtown
Bakersfield might be an appropriate location.
With that, the committee made formal proposal to the City Council requesting that the

the various facilities we envisioned having in the Memorial Park and Museum/Learning Center.
Instructions were given by the council to proceed and that planning process is nearing completion
at this time. It will shortly be re-introduced to the City Services Committee and then
subsequently to the City Council for their review and adoption if they find it appropriate.
That bring us to the point of this letter. The former S.P. property north of Central Park
and across 21st Street is of interest to our committee. We are looking for a suitable location for
the Military History Museum/Leaming Center and that property would be ideal, being located
across the street and next to the planned Veterans Plaza in Central Park. Our plans call for a
"State of the Art" pro-active type Museum and Learning Center incorporating the latest technical
advancements in computer, video and tele-a-monitoring systems. We hope to develop a "State of
the Art" educational resource to be used by the public as well as students in class rooms through-
out Kern County. Although our conceptual ideas and plans are still in the visionary stage, we do
believe we are on the right track, even though we may seem somewhat optimistic with the size of
the task we are planning for ourselves. However, the team we have gathered for this project is
very professional and experienced and accordingly, we believe, well within the scope of
developing a "do-able" plan.

to lead the committee who will plan and organize this effort. Dr. Rosales is currently recruiting a
committee consisting of other History and Political Science professors at Bakersfield College as
well as at CSUB. Robert Otto, a retired U.S. History teacher from East High is arranging to
enroll other history teachers from the several high schools within Kern County.
Dr. Charles Carlson, the retired Dean Of Instruction at Bakersfield College and a former
Professor of Political Science is assisting in the organization of this committee. Currently, Dr.
Carlson is the lead for Kern Senior Collaborative as well as President, Center for Living and
Learning at CSUB. Also he is consulting in the fields of Aging, Gerontology, and Education.
For years Dr. Carlson held the position as Dean of Planning and Fund Raising at Bakersfield
College. Dr. Carlson has agreed to provide the lead in our fund raising activities for the
Memorial Park and Museum/Learning Center. He has had many_years of working with non-

profit organizations and assures the Park Committee that we are on the right track to apply for
and receive significant sums of money for our project.
As an aside, each of the above participants are veterans with impressive military histories
and are very much dedicated to our mission of helping to build an appropriate memorial for the
veterans of Kern County.

In the past the Boy Scout and Girl Scout groups had expressed an interest in getting
involved with the KBB program. In January, 2002 Council member Couch presented his
idea "CUB" to the Keep Bakersfield .Beautiful committee. T:he purpose of the program is
to allow each scout the opportunity.to appreciate and :understand their role in preserving
and protecting .the natrual environment. 'Fhis patch program encourages scouts to take
re~-ponsibility in their community and work closely with this.department, as well as the Keep
Bakersfield Beautiful committee on various projects that will .clean up Bakersfield. The
scouts involvement would 'be in the areas of volunteering for olean-up projects in their
neighborhoods as well as participating in the nation wide program "T-he Great American
Clean-up." This would give the .scout groups an opportunity to perform community service
in the city and expand the .resource of volunteers for KBB.
At.this same meetir~g Council member Couch .presented the idea of a centralized phone
number 32C-LEAN enabling citizens to-call and get .information about on-going clean-up
projects,bulky item days and report code enforcement issues. The city would answer any
citizen questions, forward issues to appropriate agencies and be a resourc6 ,:or our city
residents.

The Community Services Committee of the Bakersfield City Council met on
S,..~,~L ~,~m January 25t" on the issue of City swimming pools and aquatic needs. We are
Ward2 seriously exploring the rehabilitation and enhancement of many of the aging
MikeMaggard City pools using .Proposition 12, block grant, and other available sources.
Ward3 We have identified at least $4.5 million in very real needs in this area - our
Proposition 12 allocation is less than half of that.

Wa~d4 The Jefferson Park pool is the most heavily attended among all City facilities
with over 10,000 users per summer. An attendance report is attached for

Ward5 reference. It is also used by East, .Foothill and Highland High Schools, as
well as the Riptides Swim Club. That pool is also unique in that it is
JacquieSullivan surrounded on three sides by unincorporated areas of Kern County. It is our
Ward6 belief that the attendance at the pool, in all likelihood, has a citizen usage
from unincorporated areas at well over ~ and probably % of its patronage.
Jefferson Pool also has the highest repair costs for Code-related items of any
pool in our system. A report is attached on the Code-related items only. In
addition to the Code-related repairs, we would like to enhance it and make it
better by adding a slide, spray areas, and perhaps even more water surface.
The combined cost is currently estimated at $600,000.
The City and County have made great stddes in recent years in the area of
intergovernmental cooperation. The City has financially assisted the County
on the new airport terminal, and is planning to provide some new play
equipment at Stramler Park. The County offered (when it was active) some
assistance to the City regarding the City Center project, and there are
numerous other examples.

We know money is tight and times are difficult for all. We, however, are facing $4.5
million in need. Since Jefferson serves a very large portion of County residents, we
respectfully request that you consider providing 50% of the $600,000 repair and
enhancement costs. Proposition 12 monies are eligible and the area is certainly within
eligible census tracts for use of block grant funds. A pool that serves over 10,000 per
summer, and three high schools! How perfect a statement it would be to jointly fund.-
What a wonderful dedication ceremony and statement to the community it would be
about our ability to work together!

A presentation was made to the Community Services Committee on these two subjects
at their meeting of January 25, 2002. The Committee instructed staff to proceed with
liaison work with others, Iocational and design issues, etc. on: 1) a 'new aquatic
complex; 2) repair and enhancement of the Martin Luther King, Jr. and Jefferson Parks
pools; and 3) a community-owned ice rink.
Although it will come in the Committee packet, the lion's share of time and attention
went to the patriotic slogan issue from that meeting. Since these two topics are very
important,.. I wanted to be sure you were all well aware of.them. ~ ·
Attached you will find:
1) Handouts given by Stan Ford regarding interest in new aquatic facilities,
repair costs of existing pools, and related information;
2) A memo from my office to the Committee dated January 18, 2002 outlining
a plan to deal with these two issues; ~..

· May 10, 2000 The City Council approved a recommendation from
the Community 'Services Committee to appropriate
a-total of $300,000 towards an ice skating facility.
· November 17, 2000 A Community Fundraiser Kick Off was held at
Centennial Garden coordinated by the Kern Ice
Sports Supporters, a volunteer group working to
raise funds for the ice facility effort.
Councilmembers Salvaggio and Sullivan, members
of the Community Services Committee in
attendance at the event, pledged their personal
financial support to the effort.-

Adult league has increased. ,
Public skating is roughly the same turnout.
The other items in participation have gone dow/a, basically due to availability and cost of the ice.
Skaters have gone to rinks with more flexible hours and for a cheaper amount.
A factor in the drop in JCHL participation is from neglect from the Condom players/coaches in
previous years.
