General discussion b. Agreement with County for provision of sewers in Tract 4908 MEMORANDUM February 11, 1988 TO: INTERGOVERNMENTAL RELATIONS COMMITTEE FROM: J. DALE HAWLEY, INTERIM CITY MANAGER SUBJECT: NORTHWEST BAKERSFIELD SEWER SERVICE Previously the Council Committee recommended no City sewers without annexation. This was later modified to allow sewer service without annexation if the County agrees with the following provisions: 1. Stop urban sprawl. 2. Limit development to one house per 20 acres. 3. City to handle all development inside the City's sphere. 4. CSA 71 be placed Outside the City's sphere. I agree with what the Committee was trying to accomplish. I agree in theory, but as a practical matter with conditions as they presently exist, the County cannot and will not accept these provisions. Therefore, I recommend the following: 1. The developed areas within the City's sphere be allowed to connect to the City's sewer by an agreement with the County. The applicable connection and user fees be applied. In lieu of a user surcharge, the County handle all billing and collection costs plus administration fees (this arrangement is similar to agreements with East Niles Community Services District, Union Avenue Ssanitation District, and Alta Verde Sanitation District). 2. Undeveloped areas within the City's sphere be served by the City upon request for annexation. In addition, I also recommend for the island areas that we allow connection to City sewers if the applicant signs a sewer rental agreement agreeing to annex when feasible. This will require a revision to our existing agreement forms. JDH.alb
