A Bakersfield minor league professional baseball team has
been a playing member of the California Baseball League since its
founding in 1941.
During that period, Bakersfield enjoyed the economic bene-
fits, media attention and civic prestige of a major league affil-
iation for thirty-nine years.
For sixteen years, the BakerSfield team has been affiliated
with the Los Angeles Dodgers.
For the entire fifty-year period, Sam Lynn Baseball Park has
been the playing home of the Bakersfield team.
°: The stadium at Sam Lynn Park has become inadequate to accom-
odate professional baseball. The Los Angeles Dodgers have made
this point for' several years.
The local franchise's "Player Development Agreement" with
the Los Angeles Dodgers expires at the end of the 1992 season.
· The Los Angeles Dodgers management has made it clear .that
being assured of playing in a new baseball stadium, for the 1993
season, will have a serious impact on their decision to renew the
affiliation, or not.
In that other ci~ties are vying for this valuable associa-
'tion, it:is the opinion of the Bakersfield Dodgers management
that if such is not assured, the Los Angeles Dodge~,s will sign
with a franchise in another city. ~
If this should happen, the chances of obtaining another
major league affiliation are slim, in that all are presently
engaged. Also, another major league team would find the same
objections to Sam Lynn that the Dodgers have.
Of further impact is the fact that major league baseball is
presently gearing up for an in-depth review of all minor league
facilities and it is certain that fifty-'year old ballparks such
as ours will be found to be inadequate, and the possibility of~
league affiliations being forced to move looms large-.
'~ ~unicipal Ownership:
It is safe to say, on a very conservative basis, ·that over
95% of all minor league ballparks are owned by a municipality.
It may be a City, a County, sometimes a combination.
.Of approximately thirty stadium situations reviewed by ·the
undersigned, all are municipally owned. In a survey conducted by
Bakersfield's Community Services Manager, twelve out of thirteen
were~municipally owned.
The primary reason.is the debt service that results from the
expense of building the stadium. While minor league club opera-
tions have become stable over the past few year, with. modest
profits, the annual payments on a $4 to $5 million stadium cannot
be met by. the franchise.
Also, the Significant increase in the numbers of cities
vying for a professional baseball team...in which the offer to
furnish a new stadium is the incentive..·has made the possibility
of a move more attractive, particularly if the existing stadium
does not accomodate enough fans to make the business viable.
The municipalities' thrust or impetus in seeking to attract
or retain professional baseball appears to fall within two major
areas; Civic Imaqe/Pride, and/or Economic Benefits.
Reams of material studied makes a clear case for one or the
other, or both. The civic imaqe benefit seems clearly positive,
and the degree of impact that this has on the individual's' deci-
sion can be left for each to determine.
Surprising, to some who may not really be dedicated baseball
fans and/or don't know what is going on out there at the ball-
park, there is a provable economic benefit. (This will be dealt
with further on.)
We are fortunate in Bakersfield, to have a new stadium
financing plan proposed, by County ~personnel, that allows the
ready creation of a "public/private partnership" that will subi
stantially lessen the financial burden of a new stadium on all
parties.
Also, it is significant to note that the Bakersfield Dodgers
Baseball Club is not seeking the free-ride that might be enjoyed
at another location. By becoming a partner in the funding plan,
and committing· to approximately $2 million toward th6~ construc-
tion of. the new stadium, the Bakersfield.Dodgers firmly demon-
strate their interest in remaining in Bakersfield.
~ ~ '~conomic Benefit:
The proposed 'stadium would accomodate 4,500 to 5,000 pa-
trons, allowing the baseball club to double it's present attend-
ance. Expansion would be planned .to approximately 6,000.
Baseball would contract for and occUpy.the stadium approxi-
mately six-months of each year. Other activities such as con-
~erts, etc, would produce additional revenue. °
According to various studies, a $5 Million Construction job
can create a one-time infusion of $7.5 Million of income and
approximately 375 jobs, directly and indirectly.
Annually, the Bakersfield Dodgers operation contributes the
following:
- More'than $500,000 in local spending.
-'Approximately $300,000 spent locally by the Los Angeles Dodgers.
- Approximately $200,000 spent locally by the visiting
teams.
- In 1991, the Club created 72 full and.parttime jobs.
.- Approximately 200 flights 'are generated in and out of
Meadows Field.
Some research authorities say that income coming into a
community has a conservative multiplying effect of three times.
This would indicate that $1 Million in local expenditures
has the effect of $3 Million.
Not taken into account is the beneficial effect of recrea-
tion dollars staying in town, rather than going elswhere.
~ '~ ~he Proposed Funding Plan:
Assumptions:
- Stadium Cost~ $5,000,000
- County provides site
- Three-wax'partnership commits to debt'service, equally
A. Construction/Long Term financing would be provided by
Kern County, from funds remaining in the 1986 issue of Cert-
if'icates of Participation (COP).
B.-:Kern would agree to paying one-third of the annual debt service.
C. Bakersfield would agree to paying one£third of the annual
debt service.
.D. Bakersfield Dodgers Baseball Club would agree to paying one
third of the annual debt service.
E. Ownership would vest in Kern County, and a.long term contract
for partial use of the stadium would be negotiated by Kern
and the Dodgers.
F. If required, City and County would develop any necessary
joint use agreements, for the approximately one-half of each
year stadium not'contracted for. baseball.

MetroPolitan Park and Recreation Improvement Plan. These
committees will review the various issues facing the community and
provide recommendations to improve the preliminary plan. It is
important to keep in mind chairpersons and members are tentative.
During our initial meeting, official chairpersons and members will
be recommended and selected.
After review of the attached information, comments and/or
suggestions are welcome. Zf you know of an individual that is
interested or could lend expertise to one of these committees,
please advise and i will centact them to enlist their assistance.

complete implementation, of the Kern Parkway Plan and its
