PRESENTATIONS None 4. PUBLIC STATEMENTS None 5.DEFERRED BUSINESS A. Discussion and Committee recommendation regarding Downtown Business and Property Owners' Vision effort--Downtown Parking This item was deferred at the request of the representatives from the Downtown Business and Property Owners Association due to time constraints and the absence of one of their members. Review and Committee recommendation regarding the Borba Dairy development and a proposed resolution in opposition - Hardisty At the request of Councilmember Salvaggio, the City Council referred the issue of resident concerns regarding the Borba Dairy development and drafting of a resolution in opposition to the Dairy development to the Urban Development Committee. Staff provided the Council with the executive summary from the Environmental Impact Report and a chronology of actions related to the project. Numerous comments were received from speakers, both in favor and opposed to the proposed dairy project. Those opposed expressed concerns regarding the potential impacts on nearby residents, the number of dairies approved and the size of the proposed dairies. Those in support cited the process the Borbas had followed, the potential economic benefits of the project and a willingness to make a presentation to explain how the dairies would be operated. Committee members expressed concerns that there were a number of unanswered questions that needed to be addressed before a recommendation could be made to the full Council. Committee members, therefore, requested that staff provide additional background information on the impacts on air quality, water quality, and odor control; possible relocation to another site; the approval process; the implications to the 2010 General Plan; and the maximum number of cows allowed at the site. The Committee desired additional information from both the proponents and opponents of the project. It was suggested that a workshop format before the entire Council would be the best way to present the information to the Committee as well as the entire Council in order to promote a well informed decision. The Committee recommended that a Council workshop be scheduled for February 23, 2000, on the Borba Dairy development with 20 minutes each for the proponents and opponents to make presentations regarding the project. Subsequent to the workshop, the Urban Development Committee will meet on February 28, 2000, to further discuss the project and bring back a recommendation to the Council on the issue at the March 15th City Council meeting. B. Review and Committee recommendation regarding Shellabarger Road access This item was deferred to the next meeting due to time constraints. C. Review and Committee recommendation regarding right-turn channelization at signalized intersections This item was deferred to the next meeting due to time constraints.
