Smith / AGE~A SUMMARY REPORT URBAN DEVELOPMENT COMMITI~E Monday, December 20, 1993 12:00 noon City Manager's Office 1. Approval of Minutes of the November 24, 1993, Urban Development Committee Meeting. Committee was concerned over the length and detail of the minutes. Staff was directed to rewrite as action minutes. (rewrite draft attached) 2. Review and Pri°ritization of Committee Referrals See attached list. 3. Annual Report on General Plan Implementation. The Committee felt this was a good first effort. The Committee would like to see more focus on specific plan lines for future freeways, an analysis on the need for a level of service ordinance, and a review of the response on #4 of page 17 relative to water policy. The next report should be more usable as a tool to set future work 'priorities. APPROVED MARCH 10, 1994 4. Set Next Meeting Date Monday, January 24, 1994 Attendance: Chair Councilmember Randy Rowles, Councilmember Kevin McDermott, Councilmember Patricia Smith, Alan Tandy, Gail Waiters, Laura Marino, Jack Hardisty, and Stan Grady. cc: Honorable Mayor and City Council JH:jp 2 URBAN DEVELOPMENT PENDING REFERRALS - Renaming of Bernard Street to Heritage Way and the use of plaques. Bernard Street runs in the city and the county. Changing the street name in the city would be inconsistent with the city's efforts to maintain the same street names on continuous alignments. This would work better on a new street. Committee decided not to pursue this. - Sewer services for area east of Morning Drive. District established. Delete from Committee oversight. - Communication from Golden Empire Transit District (GET), 1830 Golden State Avenue, dated September 19, 1990, regarding sale of space on bus stop shelters. The sale of space for commercial advertising on bus stop shelters was rejected by Committee. - City appointed representative on Boards and Commissions. Redistribute the original report for Committee consideration. - Ordinance amending Ward boundaries. Check population growth and report to Committee by staff in March or April. -Investigate an ordinance that woUld require undergrounding of utility lines and notification of the Council. Staff to review existing rules and regulations with Committee. - Americans with Disabilities Act (ADA). Staff to report to Committee before April. URBAN DEVELOPMENT PENDING REFERRALS PAGE -2- - Rollerblades on bike path. Public Works no longer has a problem with rollerblades on bike bath. - Communication received from Ed Schulz, City of Bakersfield Public Works Director, dated January 25, 1993, regarding Wastewater Treatment and Disposal Master Plan (Metropolitan Wastewater Plant). Contract to do final alternatives evaluation signed. Committee will continue to monitor. - Urban Development Committee Annexation Policy Statement. Policy to be considered within the next couple of months.
