1. Inert Recycling Facility - Gene Bogart
Gene Bogart described the proposed waste management facilities adjacent to
Wastewater Treatment Plant No. 2 including Inert Recycling. He reviewed the
major points of the draft contract (attached). The committee expressed concern that
Granite Construction Company might obtain an unfair competitive advantage in
bidding city jobs and staff was asked to incorporate a way of avoiding that in the
contract.
2. Commercial Vehicle ParKing. in Residential Districts - Jack Hardisty
The quests (tow truck operators) described the difficulty they would have operating
under the current ordinance. The city attorney was directed to prepare a draft
ordinance for Council consideration which would exempt certain emergency vehicles
up to 25,000# GVW, and increase the limit to 15,000# GVW.

3. Pavement Undulations - Ed Schulz
About 25 cities have tried the undulations and found that they discourage faster
drivers. The Committee reviewed the attached handouts and requested staff to
prepare a formal proposal for Council review with a more focused list of candidate
streets for the pilot program.
