Smith (absent) AGENDA SUMMARY REPORT URBAN DEVELOPMENT COMMITTEE Monday, July 12, 1993 12:00 Noon City Manager's Conference Room 1. Separation of Grade - Fred Kloepper Greater Bakersfield Separation of Grade District Members Separation of Grade District board members and their consultants presented a brief summary of the District's successes and outlined possible future projects. One project discussed was "Q" Street at Southern Pacific Railroad with closing of the 30th - "M" Street crossing. The district would like to proceed with preliminary engineering on this project but only if they had some assurance that the City would support the project. Staff was asked to contact Councilmember Pat DeMond regarding the project and to look at traffic aspects of the proposal. The matter may be brought before the Council for determination whether or not the project should be pursued. 2. URM Ordinance - Dennis Fidler/Jack Leonard This ordinance provides standards that strengthen unreinforced masonry buildings for hazard to life safety. Recommend to the City Council for adoption. 3. Median in Calloway - Ed Schulz Recommend staff to assign a high priority to complete design of median island along Calloway between Meacham Road and Hageman Road. Funds for this project have been collected by the City from adjacent development. 4. Vehicular Food Vendors Update - Bill Descary City staff is reviewing the need of liability and auto insurance for vendors selling from a vehicle. Staff is to report back with recommendations. 5. South Beltway Update - Fred Kloepper Staff reported that Kern COG would either certify the completed EIR or order additional study of other alignments at the July 15, 1993 meeting. Depending on the outcome of that meeting, the City may take the lead in holding hearings on the three alignments under study. Discussion of alignments followed. The committee did not favor studying additional alignments and alternates. Staff will send a letter to Kern COG urging approval of the EIR. 6. Proposed Ordinance - Reapply for Conditional Use Permit - Jack Hardisty This ordinance would restrict any Conditional Use Permit to one application per year. Staff was directed that this ordinance be reviewed by the BIA. No hearing would be allowed until reconsideration of reapplication has been granted. 7. Discussion John Stinson stated that the Hotel project is still proceeding and should have information for Council prior to July 19, 1993. 8. Set Next Meeting July 19, 1993 at 12:00 noon.
