Set Next Meeting Revised 2-11-92 Item No. 46 MEMORANDUM OF UNDERSTANDING FORMING THE INTERAGENCY FIXED GUIDEWAY PASSENGER SYSTEM CONSORTIUM FOR THE (BAKERSFIELD)-KERN COUNTY METROPOLITAN AREA This Memorandum of understanding, is effective as of this 'day of , 1992, and is entered into by and among the County of Kern, a political subdivision of the State of California, the City of Bakersfield, the City of Taft, the City of Arvin, the California Department of Transportation, the Kern Council of Governments, and the Golden Empire Transit District; W I T N E S S E T H: WHEREAS, the County~of Kern and the cities within Kern County are rapidly increasing in population; WHEREAS, this rapid growth places increasing demands upon the existing transportation system, maintenance of acceptable air quality conditions, public finances necessary to support the needs of the County, and other critical areas; WHEREAS, a coordinated transportation system cannot be developed and financed without the full cooperation of all affected governmental Jurisdf~tions; and WHEREAS, a Long Range Public Transportation Systems Study is being undertaken by the Golden Empire Transit District in 'full cooperation with the affected governmental units party to this Memorandum of UnderStanding.- NOW, THEREFORE, IT IS MUTUALLY AGREED as follows: I The County of Kern, the Cities of Bakersfield, Taft and . Arvin, the california Department of' Transportation, the Kern Council of Governments, and the Golden Empire Transit District do hereby form an Interagency Fixed Guideway Passenger System 'Consortium (hereinafter "CONSORTIUM") to jointly evaluate and integrate fixed guideway transportation plans into the planning process and .operations of each CONSORTIUM member. 2. Each member organization shall appoint one representative to the CONSORTIUM Executive Committee which also shall be known as the Interagency Management Committee (hereinafter "Management Committee"). 3. Each member organization shall also appoint represent- tatives, upon the request of the Management Committee, to the CONSORTIUM Policy Committee, which also shall be known as the Transit Policy. Committee. 4. Each member organization shall approve by resolution, motion, or other proper action, .this Memorandum of Understanding either prior to or at the time it designates its representative to the Management Committee. 5. The Golden Empire Transit' District shall, within reasonable budgetary and time constraints, act as staff to the CONSORTIUM, and ali"committees thereof, by preparing and posting agendas, mailing .notices, and assisting in the preparation 'of reports and...correspondence. It will also schedule the initial meeting of the Management Committee and arrange for meeting facilities. 6. The Management and Policy Committees are subject to and shall comply with the provisions of California's Open Meeting Law (the Brown Act). 7. As soon as reasonably practicable after its formation, the Management Committee shall adopt by-laws establishing procedures for the operation of the Management Committee and any other committees established by the CONSORTIUM. 8..All Management and pOlicy Committee members shall ~serve without compensation. SCHULZ, PUBLIC WORKS DIRECTOR DATE: MARCH 3, 1992 SUBJECT: TRANSPORTATION CORRIDORS (FREEWAYS) STATUS Kern River Corridor Caltrans has about formalized a $4,000,000, three-year engineering agreement with Parson Brinkerhoff to perform alternative route studies, geometric layouts, preliminary project report, hold hearings, and perform multi-modal/transit analysis for the corridor. Caltrans is also finalizing an agreement with Parson- DeLeuw for a $1.5 million environmental study that will also take about three years. Caltrans' staff anticipates having a preferred alignment selected by about April of 1993. City staff has prepared a specific plan line for the Calloway Drive/Old River Road alignment between Stockdale Highway and just north of Brimhall Road. This alignment has been submitted to the Planning Department for processing of the specific plan through the Planning Commission and City Council. This process should take about 4-6 months to complete. South Beltway The environmental document for the South Beltway will be prepared by Harland Bartholomew and Associates. The contract was sent last week to Harland Bartholomew for their signature. KernCOG expects to be able to give the authorization to proceed on March 19, 1992, after the contract is signed at the KernCOG Board meeting. Harland Bartholomew has proposed a very aggressive schedule for the environmental document - four months from authorization to proceed to certification of the final EIR. This would placecertification of the EIR around the end of July. 1 of 2 To: Ed Schulz, Public Works Director From: Fred L. Kloepper, Assistant Public Works Director Date: March 3, 1992 Subject: Transportation Corridors (Freeways) status A preliminary build-out scenario model run by KernCOG shows that almost all roads in the Metropolitan area, including the South Beltway, will be operating at impaired levels of service. It appears certain that subsequent model runs will totally justify the reservation of right of way for, and eventual construction of, the beltway. Currently, KernCOG is preparing a socio-economic projection for the year 2030. This would be a good base year to compare the utilization of the different alternate alignments of the South Beltway. The year 2020 did'not show enough development in the area for a comparison of local use of the alternatives. This socio-economic base should be ready for traffic modelling sometime in the next two weeks. At that time, KernCOG will run the preferred alternative as well as one that connects the South Beltway to State Route 58 near General Beale Road. West Beltwa¥ This alignment is virtually 100% in the unincorporated area. Therefore, Kern County is the lead. The critical portion between Stockdale Highway and Seventh Standard Road is included in the County's consideration of the West Rosedale Specific Plan. This plan will be ready in late summer or early fall according to Lloyd Norton. They anticipate processing a specific plan line concurrently with the West Rosedale Plan. 2 of 2 ~¢/mxo
