NOTICE IS HEREBY GIVEN that the Urban Development Committee of the City
Council will hold a Special Meeting for the purpose of a Committee Meeting on Monday,
September 11, 1995, at 12:15 p.m., at City Manager's Conference Room, City Hall- Second
Floor, Suite 201, 1501 Truxtun Avenue, Bakersfield, California, to consider:

RE: PROPOSED MODIFICATION TO TITLE 16
Dear Council Members:
We hereby request that Section 16.28.170.C of the Municipal Code be modified to allow lot depths
less than 100 feet at transitional lots on cul-de-sacs and elbows.
Under the current guidelines for lot design outlined in Section 16.28.170 of said code, provisions
were made to allow for reduced lot frontages on cul-de-sacs and knuckles. The code does not make
provisions however, for the two "transitional" lots at each cul-de-sac and knuckle that cannot meet
the minimum lot depth requirements although they meet minimum lot width and area requirements.
These transitional lots are sufficient enough in size to permit full conformity with the yard and
setback requirements of Title 17.
The code should have a provision for reducing the minimum lot depth on transitional lots to 82 feet.
We are requesting that the current Section 17.28.170.C be deleted and replaced with the following:
Lot Depth. All residential lots shall have a minimum depth as follows:
1. Interior and comer lots = 100 deep. The lot depth is the length of a line
that bisects a lot from a point on the fi'ont property line measured half way
between the side property lines to a point on the rear of the property.
2. Cul-de-sac or elbow lot = The minimum lot depth for the two transitional
lots found on each cul-de-sac or elbow is 82 deep. Transitional lots are those
that occur at the beginning and end of each cul-de-sac or elbow. The lot
depth is the length of a line that bisects a lot from a point on the front
property line measured half way between the side property lines to a point
on the rear of the property.
I have enclosed a detail of a typical cul-de-sac and elbow that illustrates that transitional lots are
buildable and conform to the intent of the Code.

Present: Councilmembers Kevin McDermott, Chair; and Randy Rowles.
Councilmember Patricia Smith ardved at 12:36 p.m. and was not present
for discussion on items 5A and 5B.
Planning Commission Ad Hoc Committee members Stephen Boyle,
Mathew Brady and Kenneth Hersh.
2. APPROVAL OF JULY 11, 1995 MINUTES
Approved as submitted.
3. PRESENTATIONS
None
4. PUBLIC STATEMENTS
Kate Rosenlieb requested that the issues regarding open space and multi-family housing
be kept separate when discussing minimum lot sizes. She suggested that staff contact'
other communities to see what they are doing.

5. DEFERRED BUSINESS
A. MORNING DRIVE SPECIFIC PLAN UNE
The Committee voted 2-0 to send the specific plan alignment to the Council in
concurrence with staff's recommendation. Morning Drive is in Councilmember Smith's
ward; however, she wes not present for this vote.
B, SPORTS COMPLEX
Staff had no new information to add since the Council Workshop of August 9, 1995.
6. NEW BUSINESS "
A. MINIMUM LOT SIZES
Staff provided the Committee with suggested ordinance revisions regarding minimum
lot sizes after extensive review with the Planning Commission ad hoc committee. The
two main issues are additional amenities for lots in an R2 zone that are less than 6,000
square feet; and minimum standards for amenities in an R2 and R3 zone. Comments
from committee members and the public stressed the importance of setting a standard
that is consistent with all construction in R2/R3 zones so that we do not defeat the
purpose of allowing minimum lots. The Committee, therefore, recommended the
following: 1) revise the ordinance to eliminate the 80 percent rule in single-family and
multi-family zones and schedule the ordinance for Council action; 2) refer to the Planning
Commission the determination of what an appropriate amenity may be for an R2 and R3
zone; and 3) establish an objective formula for defining amenities. Item number three
is requested to come back to the Committee within 60 days.
B. SEPTEMBER MEETING DATE
The September meeting date hes been changed from September 6, 1995 to September
11, 1995. The Committee esked that the next meeting also be a joint meeting with
Planning Commission representatives.
