A RESOLUTION REQUESTING AN
EXTENSION OF TIME FOR THE SOUTHEAST
METROPOLITAN BAKERSFIELD
ENTERPRISE ZONE
WHEREAS, the California Legislature adopted the Employment and Economic
Incentive Act (Gov. Code sections 7080 et seq.) to encourage and facilitate business and
job retention and development in distressed areas of the State; and
WHEREAS, in June of 1984, the City of Bakersfield and the County of Kern formally
recognized that a portion of southeast metropolitan Bakersfield was an economically
distressed area that would benefit from being designated an Incentive Area pursuant to the
Employment and Economic Incentive Act and, in cooperation with CITY, area business
leaders and area residents determined to seek Incentive Area designation for that portion
of southeast metropolitan Bakersfield; and
WHEREAS, the State of Califomia Trade and Commerce Agency designated that
portion of southeast metropolitan Bakersfield as an Incentive Area on October 15, 1986;
and
WHEREAS, the California Legislature adopted the Enterprise Zone Act (Gov. Code
Sections 7070 et seq.) to have one strong, combined, and business-friendly incentive
program to help attract business and industry to the State, to help retain and expand
existing state business and industry, and to create increased job opportunities for all
Californians; and
WHEREAS, the Enterprise Zone Act, effective January 1, 1997, converted the
Employment and Economic Incentive Act area to an Enterprise Zone; and
WHEREAS, under the Enterprise Zone Act, each enterprise zone is only in effect
for fifteen years; and
WHEREAS, the Southeast Metropolitan Bakersfield Enterprise Zone will expire in
October, 2001; and
WHEREAS, the legislation permits cities and counties to apply for extensions of time
for designated enterprise zones; and
WHEREAS, the Southeast Metropolitan Bakersfield Enterprise Zone area is still
depressed; and
WHEREAS, the City of Bakersfield desires to apply to the Trade and Commerce
Agency for an extension of time for the Southeast Metropolitan Bakersfield Enterprise
Zone.

NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield
as follows:
The above recitals are true and correct and are incorporated herein by
reference.
The Southeast Bakersfield Enterprise Zone area is still depressed and an
extension of the Enterprise Zone designation is necessary in order to
continue attracting private sector investment to the area.
The City of Bakersfield agrees to complete all actions stated within the
application for time extension which are applicable to it should the Enterprise
Zone be awarded an extension.
The City of Bakersfield agrees to offer all incentives available as indicated
in the updated Economic Development Plan for the Enterprise Zone.
