DESCRIPTION OF ASSESSMENT SPREAD METHOD
INTRODUCTION
The 1913 Act requires that a specific procedure or formula be developed for the purpose of
apportioning the total cost of the assessment district improvements. The 1913 Act further
requires that the cost of the assessment be apportioned to the individual parcels in
proportion to the estimated benefit that each parcel can be expected to receive from the
work and improvements covered by the assessment. The City of Bakersfield has adopted
the ordinance adding Sections 13.08.060 and 13.08.070 to Chapter 13.08 of the Bakersfield
Municipal code authorizing the reallocation of special assessments from benefited parcels to
other parcels with the express written consent of the owners of the parcels assessed.
ASSESSMENT SPREAD METHOD
The 2003 Assessment District will be formed for the purpose of financing the acquisition of
public improvements within the District Boundary. Improvements included within the
District were chosen such that a community benefit is derived by parcels within the District
both developed and undeveloped. Therefore, the apportioning of the cost of the community
improvements is to be shared equally on a per gross acre basis. It is further anticipated that
the resulting assessments would be reapportioned to subsequent land divisions on an equal
per lot basis when final subdivision occurs.
The description of improvements to be acquired by the district and their apportionment to
the benefited communities is included in the following study.
DESCRIPTION OF IMPROVEMENTS TO BE ACQUIRED AND BENEFITED
AREAS
Grand Island -Section 12 West
WHITE LANE WEST HALF-MILE
This work includes the construction of White Lane from Windermere Street to Allen
Road. Items of construction include grading, curb, gutter, sidewalk, block wall with
monuments, median deposit, storm drain, water, street lighting, traffic signal, utility
trenching for street lights and paving for the north half of White Lane. Landscaping and
wall will be included provided interest and unspent funds are available.

ALLEN ROAD SOUTH OF CHAMBER
This work includes the construction of Allen Road from Chamber Boulevard to White
Lane. Items of construction include grading, curb, gutter, sidewalk, block wall, median
deposit, storm drain, water, street lighting, utility trenching for street lights and paving
for the east half of Allen Road. Landscaping will be included provided interest and
unspent funds are available.
CHAMBER BOULEVARD WEST OF TRACT 6045
This work includes the construction of Chamber Boulevard from the west boundary of
Tract 6045 to Allen Road. Items of construction include grading, curb, gutter, sidewalk,
block wall with monuments, median curb, storm drain, water, street lighting, utility
trenching for street lights and paving for both sides of Chamber Boulevard. Landscaping
will be included provided interest and unspent funds are available.
CHAMBER BOULEVARD WEST OF WINDERMERE STREET
These improvements include wall with monuments for the south side of Chamber Blvd.
for the frontage of Chamber Blvd included in A.D. 01-2. Landscaping will be included
provided interest and unspent funds are available.
Jewetta Tract 6185
JEWETTA AVENUE TRAFFIC SIGNALS, TRACT 6185 FEES
This work. includes the construction of a traffic signal at the main project intersection
with Jewetta Ave., water fees and traffic impact fees for Tract 6185.

(hereinafter referred to as "Agency")
PETITION FOR THE CONSTRUCTION OF IMPROVEMENTS AND
WAIVER OF REQUIREMENTS OF DIVISION 4 OF THE STREETS
AND HIGHWAYS CODE OF THE STATE OF CALIFORNIA
THE UNDERSIGNED, constituting property owners within the territory as shown on Exhibit "A" attached to this
Petition, whose property will be subject to the assessment for the improvements hereinafter requested, hereby request the
formation of an assessment district under the provisions of the "Municipal Improvement Act of 1913," being Division 12
of the Streets and Highway Code of the State of California and the provisions of Sections 13.08.060 and 13.08.070 of the
Bakersfield Municipal Code, to finance the construction of certain public works of improvement, together with
appurtenances and appurtenant work in connection therewith, generally described as follows:
The construction of a street improvements including curb, gutter, sidewalk, paving, street lights, traffic
signal, storm drain, sump, sewer, water, walls and landscaping improvements within the boundaries of
the proposed assessment district as shown on the attached Exhibit "A" .
THE UNDERSIGNED CONSENT to other appurtenant work and acquisition that is, in the opinion of Agency,
necessary to properly effectuate said improvements, and we hereby expressly waive certain rights to protest against and
stop the formation of the proposed assessment district as permitted under the "Special Assessment Investigation,
Limitation and Majority Protest Act of 1931," being Division 4 of the Streets and Highway Code of the State of
California. An estimate of the total cost of the improvements project to be financed by the proposed assessment district
is $4,919,216.
WE HEREBY FURTHER REQUEST:
1} That you assess the cost of said acquisitions and improvement together with the expenses incidental thereto upon
the district benefited thereby, which district is shown on the attached Exhibit "A" .
2) That we authorize you to exercise your proper discretion as vested in you pursuant to said Acts to make changes
and modifications in said improvements, said assessments, the boundaries of said assessment district or the
proceedings, prior to or during the course of said proceedings.
3) That all efforts and attempts be made so that said proceedings and the Resolution of Intention can be adopted at
the earliest time.
This Petition may be signed in counterpart and constitutes one Petition and Waiver, and may be consolidated with similar
petitions and waivers for similar improvements herein mentioned. We understand that property owners of more than 60
percent in area of the territory subject to the proposed assessment must execute similar petitions before the Agency can
take the action requested herein.
