PURSUANT to the requirements of Section 3114 of the Streets and
Highways Code, the undersigned, PAMELA A. McCARTHY, CMC, City Clerk of
the City of Bakersfield, hereby gives notice that an Amended
Reassessment Diagram and Amended Reassessment Roll {.Reassessment and
Diagram Amendment No. 100) for City of Bakersfield Assessment District
No. 86-2 were filed and recorded in the office of the Superintendent
of ,Streets of the City of Bakersfield, relating to the following
described real property:
Reference is made to the map entitled "Amended Reassessment
Diagram of City of Bakersfield Assessment District No. 8b-2
County of Kern, ..California, (Reassessment, and Diagram
Amendment No. 100), Amending Reassessment 27, filed with the
County Recorder of the County of Kern, on

and Community Facilities Districts, at pages//j} -//a, , for a
description of the real property in said Assessment District
and the exterior boundaries. thereof.. Said Amended
Reassessment Diagram amends the map entitled "Reassessment
Diagram of City of Bakersfield Assessment District No.
86-2," recorded January 18, 1994., in Book 10 of Maps of
Assessment and Community Facilities Districts, at Pages 114
through 139, in the Office of 'the County Recorder of the
County of Kern, California.
NOTICE IS FURTHER GIVEN that upon recording of this Notice in the
office of the County Recorder, the several amended reassessments on
the lots, pieces and parcels shown fln the .Amended Reassessment Diagram
{Reassessment and Diagram Amendment No. 100) of Assessment District
No. 86-2 shall become a lien upon the lots or portions of lots
assessed, respectively.
This amendment evidences the completion of statutory proceedings to
divide the lien of special reassessments previously levied on the
parcels of .land shown on the amended. reassessment diagram, to conform
with the divisions in the parcels themselves. Reference is made to

said. Amended Reassessment Diagram and Amended Reassessment Roll
recorded in the office of the Superintendent of Streets of the City of
Bakersfield.
Attached hereto pursuant to the requirements of Section 27288.1 of the
Government Code, marked Exhibit A, is a copy of the Amended
Reassessment Roll identifying each new parcel by the amended
reassessment number shown on the amended reassessment diagram,
together with the amount of amended reassessment lien levied thereon
and the name or names of the owners of each parcel subject to such
amended reassessments as they appear on the latest secured County
Assessor's Roll, or as known to the undersigned.

Dear Mr. Rojas:
I herewith acknowledge that the City of Bakersfield Public Finance Authority has received the
Notice to Bondholder form for the referenced Reassessment and Diagram Amendment No.100
for Assessment District No. 86-2. Please be advised that the City of Bakersfield Public Finance
Authority accepts the amended reassessments shown on Engineer's Report Exhibit A attached to
the Notice to Bondholder and a public hearing on those reassessment amendments will not be
requested within the fourteen day notice period as provided by law.

The undersigned is the owner and subdivider of Existing Reassessment 27 ("Reassessment
27") which has been subdivided by Tract No. 6018 ("TR 6018"), and is also the owner of all
lots created by said TR 6018. A description of said existing reassessment, the total amount
of the unpaid reassessment principal balance effective January 1, 2003, and a descri tion of

As the owner and subdivider of the referenced Reassessment 27, the undersigned hereby
requests the Superintendent of Streets for the City of Bakersfield to apportion the amount
remaining unpaid on said Reassessment 27 in accordance with the provisions of the
Improvement Bond Act of 1915. The unpaid principal amount for said reassessment, as
shown on Exhibit B, has been apportioned to each separate part of the original arcel of land

AMENDING EXISTING REASSESSMENT 27 TO CREATE
NEW REASSESSMENTS 4710 THROUGH 4735 PURSUANT TO
RECORDATION OF TRACT N0. 6018
1. An application has been filed with the Superintendent of Streets of
the City of Bakersfield requesting a segregation and apportionment
of an existing reassessment within Assessment District No. 86-2,
pursuant to the division of the parcel.
2. In accordance with said application, the' undersigned hereby
apportions to each separate part of the original parcel of land,
the proportionate part of its respective unpaid reassessment that
would have been levied thereon if the parcel had been so divided at
the time the original reassessment was made. The undersigned has
assigned a new reassessment number to each new parcel, as shown on
the Amended Reassessment Diagram attached hereto.
3. The existing reassessment number, new reassessment numbers and
apportioned reassessment amounts (based in each case on the unpaid
principal amount of reassessment effective January 1, 2003, at the
beginning of the 2003/2004 Tax Year}, are as shown on Exhibit A
"Amended Reassessment Roll" attached hereto and incorporated herein
by reference. A description of the referenced existing
reassessment and of how it has been subdivided is included in
Exhibit B, attached hereto. A description of the procedure used to
apportion the unpaid principal for the referenced existing
reassessment to the new reassessments is included in Exhibit C,
attached hereto, and a listing of the apportioned share of the
original reassessment amount for each new reassessment is shown on
Exhibit D, attached hereto. Existing Reassessment 27 is deleted
from the roll for Assessment District No. 86-2.

1. APPORTIOl~iNlENT PROCEDURE FOR EXISTING REASSESSMENT 27:
A. Existing Reassessment 27 (herea~er "Reassessment 27"} is located in the City of
Bakersfield and it covers the following Kern County Assessor's Tax Numbers (ATNs}:
494-040-OS-00-8 and 494-040-06-00-1. Tract No. 6018 ("TR 6018") subdivides
Reassessment 27 creating ZS multi-family residential lots and 1 common area lot. The
25 residential lots (Lots 1 through 4 and 6 through 26 in TR 6018} are assigned Amended
Reassessment Numbers ("Amended Reassessments") 4710 through 4713 and 471 ~
through 4735, respectively, and the common area lot (Lot 5 in TR 6018) is identified as
Amended Reassessment 4714.
B. Reassessment 27 is identified as old Assessment 1643 which was refinanced as a part of
the refunding of the Assessment District No. 86-2 ("AD~ 86-2"} bonds in 1994. This
reassessment is within an area which was included in Assessment and Diagram
Amendment No . 19 (Amendment No . 19}. Amendment No . 19 was a Change and
Modification that respread the original and unpaid assessment amounts for all of the AD
86-2 parcels owned by Riverlakes Ranch, to bring those parcel assessments into
conformance with their amended land uses approved by General Plan Amendment 1-90
Segment III ("GP.A 1-90-III"). See Amendment No. 19 for details on the amended land
uses and the impact on the AD 86-2 Assessments in this area. Reassessment 27 is located
in the Buena Vista Trunk Sewer Benefit ("BVTS"}Zone, the Stage 1-A Benefit Zone, and
the Telephone .Benefit Zone of AD 86-2. The improvement costs assessed to then
Benefit Zones were funded by the AD 86-2 Series A, B, C and D Bonds.
C. The total remaining reassessment principal amount for Reassessment 27 (effective
January 1, 2003, at the beginning of the 2003/2004 Tax Year} is $59,199.97 ($23,077.94
on ATN 494-040-OS-00-8 and $36,122.03 on ATN 494-040-06-00-1}. The total original
AD 56-2 assessment amount is $206,488.46, which is assessed as described below.

THROUGH 473 5:
A. Reassessment 27 is located in the Buena Vista Trunk Sewer (Series A Bonds) Benefit
Zone. Old Assessment 1643 was created by Assessment and Diagram Amendment. Na.
31("Amendment No. 31"} for AD 86-2 pursuant to the recordation of Tract ~o. 5363-
Phase 1. As shown in Amendment No. 31, Assessment 1643 was assessed the total
original assessment amount for Module 9 (established in Amendment No. 19}which was
planned for development as ahigh-medium residential use parcel. TR 6018 follows the
above-referenced development plan, subdividing Reassessment 27 (old Assessment 1643}
into 25 multi-family residential lots and 1 common area lot (planned for development as
an apartment complex). Details of the allocation of Reassessment 27 original assessment
to TR 6018 lots are as follows:
1. BVTS Sewer Capacity:
By Assessment and Diagram Amendment No. 31 old Assessment 1643 (from which
Reassessment 27 was created) was allocated its share of 117 Equivalent Dwelling
Units (EDUs} of BVTS Sewer Capacity in Module 9, based on the estimated number
of dwelling units when developed in accordance with the Change and Modification
allocation described in Amendment No.19. The total BVTS Sewer Capacity charge
allocated to Reassessment 27 Module 9 was $28,735.20 for the total of 117 EDUs,
at the original rate of $245.601EDU. The. total BVTS Sewer Capacity charge
originally allocated to Reassessment 27 is apportioned to the 25 residential lots i~
TR 6018 (Lots 1 through 4 and 6 through 26) in direct proportion to the number of
future apartmentunits proposed for development on each lot (as information on suG
number ofunits is provided by the Reassessment 27 property owner/developer): Lot
17 in TR 6018 is planned for development as a duplex, Lots 1 and 4 in TR 6018 are
planned for development as triplexes, and all other residential. lots (Lots 2, 3, 6
through 16, and 18 through 26 in TR 6018) are planned for development as
fourplexes. The common area lot (Lot 5 in TR 6018} is not assessed.
Z. BVTS Sewer Oversizing:
The total original BVTS Oversizing amount for Reassessment 27 is apportioned to
the TR 6018 lots in the same manner as BVTS Sewer Capacity. The total BVTS
Sewer Oversizing charge for Reassessment 27 is $29,859.99.
3. Stage 1-A Arterial Street and Utility Assessment (Series B, C and D Bonds):
The Stage 1-A and Utility Improvement assessments consists of several components.
The components of these assessments have been combined and are allocated by the

same method as discussed above. The total Original Stage 1-A and Utility
Assessment amount for Reassessment 27 is $147,893.26.
B. Apportionment of the Unpaid Reassessment Principal Amount for Reassessment 27 to
Amended Reassessments 4710 through 473 5
The three original AD 86-2 Series of Tax Exempt Bonds Series A, B, &. ~D) were
refunded in January of 1994 by a Single Series of Tax Exempt Bonds. The single on final

AD 86-2 Series of Taxable Bonds tSeries C} were also refunded at the same time by a
Single Series of Taxable Bonds. The amount required to refund each original series ~f
bonds was prorated to each parcel based on that parcel's remaining principal for that
original bond series. The total combined remaining principal amount for each AD 86-Z
Bond Series for Reassessment 27 is apportioned to the TR 6018 lots in direct proportion
to the original assessment share that is apportioned to each new lot by each AD 86-2 Boni.

Reassessment 27 is on file in the office of the Public works Director and the office of the Planning
Director for the City of Bakersfield.

1. An application has been filed with the Superintendent of Streets of the
City of Bakersfield by the owners or interested parties in the referenced,
existing reassessment within City of Bakersfield Assessment District No.
86-2, requesting apportionment of the amount remaining unpaid on said
reassessment in accordance with the provisions of the Improvement Bond
Act of 1915 .
In accordance with said application, the undersigned hereby apportions to
each separate part of the original parcel of land as shown on the Amended
Reassessment Roll, City of Bakersfield Assessment District No. 86-2,
Reassessment and Diagram Amendment No. 100, attached hereto as Exhibit A
and incorporated herein by reference, the proportionate part of the
remaining reassessment in the same manner as if the land had been so
divided at the time the original assessment was made.

1. An application has been filed with the Superintendent of Streets of
the City of Bakersfield requesting a segregation and apportionment
of an existing reassessment within Assessment District No. 86-2,
pursuant to the division of the parcel.
2. In accordance with said application, the undersigned hereby
apportions to each separate part of the original parcel of land,
the proportionate part of its respective unpaid reassessment that
would have been levied thereon if the parcel had been so divided at
the time the original reassessment was made. The undersigned has
assigned a new reassessment number to each new parcel, as shown on
the Amended Reassessment Diagram attached hereto.
3. The existing reassessment number, new reassessment numbers and
apportioned reassessment amounts (based in each case on the unpaid
principal amount of reassessment effective January 1, 2003, at the
beginning of the 2003/2004 Tax Year), are as shown on Exhibit A
"Amended Reassessment Roll" attached hereto and incorporated herein
by reference. A description of the referenced existing
reassessment and of how it has been subdivided is included in
Exhibit B, attached hereto. A description of the procedure used to
apportion the unpaid principal for the referenced existing
reassessment to the new reassessments is included in Exhibit C,
attached hereto, and a listing of the apportioned share of the
original reassessment amount for each new reassessment is shown on
Exhibit D, attached hereto. Existing Reassessment 27 is deleted
from the roll for Assessment District No. 86-2.

A. Existing Reassessment 27 (herea~er "Reassessment 277} is located in the City of
Bakersfield and it ~ overs the following Kern County Assessor's Tax Numbers (ATNs}:
494-040-OS-00-8 and 494-040-06-00-1. Tract No. 6018 ("TR 6018") subdivides
Reassessment 27 creating 25 multi-family residential lots and 1 common area lot. The
25 residential lots (Lots 1 through 4 and 6 through 26 in T~ 6018} are assigned Amended
Reassessment Nt~~nbers ("Amended Reassessments"} 4710 through 4713 and 471.5
through 473 5, respectively, and the common area lot (Lod: 5 in TR 6018} is identified as
Amended Reassessment 4714.
B. Reassessment 27 is identified as old Assessment 1643 which was refinanced as a part ~f
the refunding of t1~e Assessment District No. 86-2 ("AD 86-2"} bonds in 1994. This
reassessment is within an area which was included in Assessment and Diagram
Amendment No. 19 (Amendment No. 19}. Amendment No. 19 was a Change and
Modification that respread the original and unpaid assessment amounts for all of the AD
86-2 parcels owned by Riverlakes Ranch, to bring those parcel assessments into
conformance with their amended land uses approved by General Plan Amendment 1-90
Segment III ("GPA 1-90-III"}. See Amendment No. 19 for details on the amended land
uses and the impact on the AD 86-2 Assessments in this area. Reassessment 27 is locate.
in the Buena Vista `Trunk Sewer Benefit ("BUTS"}Zone, the Stage 1-A Benefit Zone, and
the Telephone .Benefit Zone of AD 86-2. The improvement costs assessed to these
Benefit Zones were funded by the AD 86-2 Series A, B, C and D Bonds.
C. The total remaining reassessment principal amount for Reassessment 27 (effective
January 1, 2003, at the beginning of the 2003/2004 Tax Year} is $59,199.97 ($23,077.94
on ATN 494-040-05 -00-8 and $3 6,122.03 on ATN 494-040-06-00-1 }. The total original
AD 86-2 assessment amount is $206,488.46, which is assessed as described below.

THROUGH 4735:
A. Reassessment 27 is located in the Buena Vista Trunk Sewer (Series A Bonds) Benefit
Zone. Old Assessment 1643 was created by Assessment and Diagram Amendment. Na.
31("Amendment No. 31"} for AD 86-Z pursuant to the recordation of Tract ~o. 5363-
Phase 1. A.s shown in Amendment Na. 31, Assessment 1643 was assessed the tot~.l
original assessment amount for Module 9 (established in Amendment No. 19}which was
planned for development as ahigh-medium residential use parcel. TR 6018 follows the
above-referenced development plan, subdividing Reassessment 27 (old Assessment 1643;)
into 25 multi-family residential lots and 1 common area lot (planned for development as
an apartment complex}. Details of the allocation of Reassessment 27 original assessment
to TR 6018 lots are as follows:
1. BVTS Sewer Capacity:
By Assessment and Diagram Amendment No. 31 old Assessment 1643 (from which
Reassessment 27 was created} was allocated its share of 117 Equivalent Dwelling
Units (EDUs} of BVTS Sewer Capacity in Module 9, based on the estimated number
of dwelling units when developed in accordance with the Change and Modification
allocation described in Amendment No.19. The total BVTS Sewer Capacity charge
allocated to Reassessment 27 Module 9 was $28,73 5.20 for the total of 117 EDUs,
at the original rate of $245.60IEDU. The total BUTS Sewer Capacity charge
originally allocated to Reassessment 27 is apportioned to the 25 residential lots i~
TR 6018 (Lots 1 through 4 and 6 through 26) in direct proportion to the number of
future apartment units proposed for development an each lot (as information on such
number of units is provided by the Reassessment 21 property owner/developer): Lot
17 in TR 6018 is planned for development as a duplex, Lots 1 and 4 in TR 6018 are
planned for development as triplexes, and all other residential lots (Lots 2, 3, 6
through 16,, and 18 through 26 in TR 6018) are planned for development a~
fourplexes. The common area lot (Lot 5 in TR 6018} is not assessed.
2, BVTS Sewer Oversizing:
The total original BVTS Oversizing amount for Reassessment 27 is apportioned t
the TR 6018 lots in the same manner as BVTS Sewer Capacity. The total BVTS
Sewer Oversizing charge for Reassessment 27 is $29,859.99.
3 . Stage 1-A Arterial Street and Utility Assessment (Series B, C and D Bonds}:
The Stage 1-A and Utility Improvement assessments consists of several components.
The components of these assessments have been combined and are allocated by the

same method as discussed above. The total Original Stage 1-A and Utility
Assessment amount for Reassessment 27 is $147, 893.26.
B. Apportionment of the Unpaid Reassessment Principal Amount for Reassessment 27 to
Amended Reassessments 4710 through 473 5
The three original AD 86-2 Series of Tax Exempt Bonds (Series A, B, & ~D) were
refunded in January of 1994 by a Single Series of Tax Exempt Bonds. The single origin.
AD 86-2 Series of Taxable Bonds (Series C) were also refunded at the same time by a
Single Series of Taxable Bonds. The amount required to refund each original series of
bonds Was prorated to each parcel based on that parcel's remaining principal for that
original bond series. The total combined remaining principal amount for each AD 86-2
Bond Series for Reassessment 27 is apportioned to the TR 6018 Lots in direct proportion
to the original assessment share that is apportioned to each new lot by each AD 86-2 B and
Series.
More detailed information on the land uses, zoning and dwelling unit densities used to apportion
Reassessment 27 is on file in the office of the Public Works Director and the office of the Planning
Director for the City of Bakersfield.

Enclosed for your review and signing by an appropriate corporate officer are two copies of an
apportionment application form covering the apportionment of the referenced Existing
Reassessment 27 to the lots to be created by TR 6018, The form requests that the remaining
principal balance for Existing Reassessment 27 be apportioned to the new lots to be created by the
recordation of said TR 6018. Once TR 6018 is recorded we will fill in the blanks for the
recordation data before sending the originals of the Amended Reassessment Diagram and Notice of
Amended Reassessment to the City of Bakersfield for recording with the Kern County Recorder.
The remaining reassessment principal amount for the referenced Existing Reassessment and a
description of how that reassessment principal amount has been apportioned to the new lots and
parcels created by the referenced subdivision are included in the Engineer's Report attached to the
enclosed application. A reduced, not to scale copy of the Amended Reassessment Diagram is also
attached to the application.

The undersigned is the owner and subdivider of Existing Reassessment 27 ~"Reassessment
27"} which has been subdivided by Tract No. 6018 ("TR 6018"), and is also the owner of all
lots created by said TR 6018. A description of said existing reassessment, the total amount
of the unpaid reassessment principal balance effective January 1, 2003, and a description of
how said parcel has been subdivided are included in Engineer's Report Exhibit B,
Description of Existing Reassessments in City of Bakersfield Assessment .District No. 86-2
(hereinafter "A.D 86-2"}, attached hereto and incorporated herein by reference.
As the owner and ~ subdivider of the referenced Reassessment 27, the undersigned hereby
requests the Superintendent of Streets for the City of Bakersfield to apportion the amount
remaining unpaid on said Reassessment 27 in accordance with the provisions of the
Improvement Bond Act of 191 S . The unpaid principal amount for said reassessment, a~
shown on Exhibit B, has been apportioned to each separate part of the original parcel of land

I have reviewed Exhibit C (Description of Reassessment Apportionment Procedure} include.
in the attached Engineer's Report, describing the procedure used to apportion shares of the
unpaid reassessment principal amount for Reassessment 27 in AD 86-2 to the lots create
by the recordation of said TR 6018 , Pursuant to a review of Exhibit C, the undersigned has
determined that the amended reassessment amounts shown on said Exhibit A have beeh
apportioned in accordance with the benefits the parcels will receive from the improvements
financed by AD 86-2, based on current parcel zoning and with proposed uses. Therefore, the
undersigned waives notice and hearing before the City Council on this reassessment
apportionment, accepts the procedure used for the requested apportionment of the principal

NOTICE IS HEREBY GIVEN that an apportionment has been requested by the
property owner(s) and prepared by the Superintendent of Streets of the
unpaid reassessments relating to the reassessments and parcels as shown on
EXHIBIT A, "AMENDED REASSESSMENT ROLL" for said district attached hereto
and incorporated herein by reference.
NOTICE IBS HEREBY GIVEN that unless a request for a public hearing is
received from you within fourteen (14) days from the date of mailing of
this Notice, the above-referenced amended reassessments shall be recorded
in the manner and form as required by law. If a request for hearing is
received, a report shall be filed and a hearing shall be scheduled, noticed
and held in accordance with Part 10 commencing with Section 87307 of said
