Parcel Map No.11092 ("PM 11092") subdivides Reassessment 4076 creating 3 new residential- use parcels. The 3 new parcels (identified as Parcels 1 through 3 in PM 11092) are assigned Amended Reassessment Numbers ("Amended Reassessments") 4831 through 4833, respectively. B. Reassessment 4076 was created by Reassessment and Diagram Amendment No. 82 for Assessment District No. 86-2 ("AD 86-2"). The entire Reassessment 4076 is located within the Stage 1-A Benefit Zone and the Telephone Benefit Zone of AD 86-2. The improvement cost assessed to these Benefit Zones were funded by Series A, B, C, and D Bonds for AD 86-2. C. The total remaining Reassessment Principal Amount for Reassessment 4076 (effective January 1, 2005, at the beginning of the 2005/2006 Tax Year) is $93,891.80. The total original AD 86-2 assessment amount was $527,926.06. The total original AD 86-2 assessment amount. and the total .remaining reassessment. principal amount. for Reassessment 4076 are reapportioned as described below. 2. DESCRIPTION OF THE PROCEDURE USED TO SEGREGATE AND APPORTION TIC ORIGINALASSESSNJ[ENTAND TI~UNPAID REASSESSMENT PRINCIPALAMOUNTS FROM REASSESSMENT 4076 TO AMENDED REASSESSMENTS 4831 TROUGH 4833: A. Reassessment 4076 is located in the Buena Vista Trunk Sewer (Series A Bonds) Benefit Zone and the Stage 1-A Benefit Zone for Street, Utility and Telephone improvements (Series B, C, and D Bonds). The total original and remaining AD 86-2 Reassessment Principal Amounts for Reassessment 4076 are apportioned to the 3 new parcels created by PM 11092 as follows: a. Buena Vista. Trunk Sewer (BVTS) Assessment (Series A Bonds): i. Reassessment 4076 was originally allocated 163 Equivalent Dwelling Units (EDUs) of BVTS Capacity at the original assessment unit charge rate of $245.60/EDU for a total BVTS Capacity charge of $40,032.80, based on its residential land use designation. The total BVTS Sewer Capacity charge originally allocated to Reassessment 4076 is apportioned to the 3 parcels in PM 11092 in direct proportion 29657EXC 1 613105 to parcel net areas. The parcel net areas (excluding street right-of-way and storm drain retention basin areas) for the 3 new parcels were provided to the Reassessment Engineer by the PM 11092 subdivision engineer (DeWalt Corporation, Bakersfield, California). 11. The total original BVTS Oversizing amount for Reassessment 4076 is apportioned to the 3 parcels in PM 11092 in the same manner as BUTS Sewer Capacity: indirect proportion to parcel net areas describe above. The total BUTS Sewer Oversizing charge for Reassessment 4076 is $90,282.10. b. Stage 1-A Arterial Street and Utility Assessment (Series B, C, and D Bonds): The Stage 1-A Arterial Street and Utility improvement assessment consists of several components including a basic street area charge and a major street trip generation charge. The total combined Stage 1-A Arterial Street and Utility assessment for Reassessment 4076 is allocated to the 3 new parcels in PM 11092 in direct proportion to parcels' net areas described above, in the same manner the BUTS assessment is allocated. The total original assessment shares for the 3 new parcels in PM 11092 have been allocated as original series B, C, and D Bonds shares in proportion to the Reassessment 4076 Series B, C, and D Bonds shares allocated to each of them. B. Apportionment of the Total Remaining Reassessment Balance from Reassessment 4076 to Amended Reassessments 4831 through 4833: The three original AD 86-2 Series of Tax Exempt Bonds (Series A, B, and D) have been refunded by a Single Series of Tax Exempt Bonds. The single original AD 86-2 Series of Taxable Bonds (Series C) has also been refunded. by a Single Series of Taxable Bonds. The amount required to refund each original series of bonds was prorated to each parcel based on that parcel's remaining principal.. for that original bond series. The total original BVTS Oversizing amount for Reassessment 4076 is apportioned to the 3 parcels in PM 11092 in the same manner as BUTS Sewer Capacity; indirect proportion to parcel net areas describe above. The total BVTS Sewer Qversizing charge for Reassessment 4076 is $90,282.10. b. Stage 1-A Arterial Street and Utility Assessment (Series B, C, and D Bonds): The Stage 1-A Arterial Street and Utility improvement assessment consists of several components including a basic street area charge and a major street-trip generation charge. The total combined Stage 1-A Arterial Street and Utility assessment for Reassessment 4076 is allocated to the 3 new parcels in PM 11092 in direct proportion to parcels' net areas described above, in the same manner the BVTS assessment is allocated. The total original assessment shares for the 3 new parcels in PM 11092 have been allocated as original series B, C, and D Bonds shares in proportion to the Reassessment 4076 Series B, C, and D Bonds shares allocated to each of them. B. Apportionment of the Total Remaining Reassessment Balance from Reassessment 4076 to Amended Reassessments 4831 through 4833: The three original AD 86-2 Series of Tax Exempt Bonds (Series A, B, and D) have been refunded by a Single Series of Tax Exempt Bonds. The single original AD 86-2 Series of Taxable Bonds (Series C) has also been refunded by a Single Series of Taxable Bonds. The amount required to refund each original series of bonds was prorated to each parcel based on that parcel's remaining principal for that original bond series. Accordingly, the total reassessment remaining principal amount for Reassessment 4076, by original Bond Series, is apportioned to the 3 parcels created by PM 11092 in direct proportion to the original Reassessment 4076 shares apportioned to each parcel for each Bond Series.
