I have reviewed Exhibit C (Description of Reassessment Apportionment Procedure) included in the attached Engineer's Report, describing the procedure used to apportion shares of the unpaid reassessment principal amount for Reassessment 4077 in AD 86-2 to the parcels created by the recordation of said PM 10854. Pursuant to a review of Exhibit C, the undersigned has determined that the amended reassessment amounts shown on said Exhibit A have been apportioned in accordance with the benefits the parcels will receive from the improvements financed by AD ~6-2, based on current parcel zoning and with proposed uses. In accordance with said application; the undersigned hereby apportions to each separate part of the original parcel of land, the proportionate part of its respective unpaid reassessment that would have been levied thereon if the parcel had been so divided at the time the original reassessment was made. Buena Vista Trunk Sewer (BV'TS) Assessment (Series A Bonds): i. As described in Apportionment No. 82, the BVTS Capacity for Reassessment 4077 is based on 21.84 gross acres at a rate of 2.5 0 Equivalent Dwelling Units ("EDUs")/acre for Industrial land use designation of this parcel. Reassessment 4077 was originally allocated 55 EDUs of BVTS Capacity at the original assessment unit 29587EXC 1 2111/03 charge rate of $245,60/EDU for a total BUTS Capacity charge of $13,508.00. Reassessment 4077 is located in the Buena Vista Tnuik Sewer (Series A Bonds) Benefit Zone and the Stage 1-A Benefit Zone for Street, Utility and Telephone improvements (Series B, C, and D Bonds). The total remainuig AD 86-2 Reassessment Principal Amount for Reassessment 4077 is apportioned to the 18 new parcels created by PM 10854 as follows: a. Buena Vista. Tnuik Sewer (BVTS) Assessment (Series A Bonds): i, As described in Apportionment No. 82, the BVTS Capacity for Reassessment 4077 is based on 21.84 gross acres at a rate of 2.5 0 Equivalent Dwelling Units ("EDUs")/acre for Industrial land use designation of this parcel. Reassessment 4077 was originally allocated 55 EDUs of BUTS Capacity at the orig111a1 assessment unit 29587EXC 1 2/11103 charge rate of $245,dOlEDU for a total BVTS Capacity charge of $13,508.00. Th~~ total BUTS Capacity charge for Reassessment 4077 is allocated to the 17 nevi industrial-rise parcels created by PM 10854 at the original rate of $245 , 60/EDU based on their Industrial land use designation (2 , 5 0 EDUs/acre} , The parcel areas for then 17 new parcels are as shown on the recorded PM 10854, The total number of EDUs allocated to the 17 new industrial-use parcels (49 EDUs) is by b lower than the total number of EDUs originally allocated to Reassessment 4077 (a total of 55 EDUs). The reduced BVTS Capacity is compensated for by increasing the total BVTS Overslzing by the same amount ($1,473 . d0), The stone drain sump parcel (Amended Reassessment 4589) is not assessed. ii. The total BVTS Oversizing amount for Reassessment 4077 (increased for the reduced BVTS Capacity, as described above) is allocated to the 17 new uidustrial-use parcels in PM 10854 based on gross areas shown on said PM 10854. The stone drain sump lot is not allocated a share of the BUTS Oversizing amotuit for Reassessment 4077. b. Stage 1-A Arterial Street and Utility Assessment (Series B, C, and D Bonds): The Stage 1-A and Utility improvement assessments consists of several components lnchiding a basic street area charge, a major street trip generation charge and a sewer frontage charge. The allocation of estimated total Average Daily Vehicle Trips to PM 10854 parcels Is based on the same parcel areas and land use designations, as described above for the BVTS sewer allocations, There were no sewer frontage components originally allocated to Reassessment 4077. The total original assessment shares for the 18 new parcels in PM 10854 have been allocated as original series B, C, and D Bonds shares in proportion to the Reassessment 4077 Series B, C, and D Bonds shares allocated to each of them. B. Apportionment of the Total Remaining Reassessment Balance from Reassessment 4077 to Amended Reassessments 4572 through 4589; The three original AD 86-2 Series of Tax Exempt Bonds (Series A, B, and D) have been refitnded by a Single- Series of Tai Exempt Bonds. The single original AD 86-2 Series of Taxable Bands (Series C) has also been refiirlded by a Single Series of Taxable Bonds.
