Stinson" <Jstinson@ci.bakersfield.ca.us> Date: Thu, Oct 19, 2000 5:09 PM Subject: RE: AD 99-1 Apportionment for LLA P00-0690 John -confirming our telephone conversation, Parcel A per LLA p00-0690 will have two assessment liens under current conditions (one for AD 96-2 at about a net $45,000 and one for AD 99-1 at $506,000). That would violate a Finance Department rule of not permitting two assessment liens to be recorded on the same parcel. Accordingly, the options would be to: 1. Payoff one of the two assessments. The assessment for AD 96-2 would have to be paid in full, not just the amount that would be apportioned to Parcel A of the LLA. If this option is selected, I would write the engineer's report on this LLA apportionment to provide that when the LLA Parcel A is subdivided in the future the AD 99-1 assessment would be apportioned to only those new lots that are within the boundaries of the original AD 99-1. 2. Do a new assessment district that would refinance both existing assessments under a new lien and also finance the extension of River Run Boulevard to Ming Ave. and other improvements, based on the value of the . property. 3. Get approval to record two liens on Parcel A. Let me know what the plan of action is to be for this LLA. Stinson" <Jstinson@ci.bakersfield.ca.us> Date: Thu, Oct 19, 2000 5:09 PM Subject: RE: AD 99-1 Apportionment for LLA P00-0690 John -confirming our telephone conversation, Parcel A per LLA p00-0690 will have two assessment liens under current conditions (one for AD 96-2 at about a net $45,000 and one for AD 99-1 at $506,000). That would violate a Finance Department rule of not permitting two assessment liens to be recorded on the same parcel. Accordingly, the options would be to: 1. Payoff one of the two assessments. The assessment for AD 96-2 would have to be paid in full, not just the amount that would be apportioned to Parcel A of the LLA. If this option is selected, I would write the engineer's report on this LLA apportionment to provide that when the LLA Parcel A is subdivided in the future the AD 99-1 assessment would be apportioned to only those new lots that are within the -- --- bound~ries of the original AD 99-1. ~-- ~ u~~ a l~n :~ 2. Do a new assessment district that woul refinance b h existin assessments under a new lien and also fi-Hance the extension of River Run Boulevard to Ming Ave. and other improvements, based on the value of the property. 3.
