Saalfield, City' Attorney SUBJECT: REFERRAL OF PROPOSED ORDINANCE RELATING TO COUNCIL ORGANIZATION Please refer the following proposed ordinance to whichever committee .you deem appropriate: COUNCIL ORGANIZATION. Background: This ordinance would limit the Councilmember chosen as Vice-Mayor from serving two successive two year terms as Vice-Mayor and would formally establish the presently informal procedure by which committees are created and their members appointed. CI~ OF B~ERSFIELD ~DING C~PTER 2.02 ~ TITLE 2 OF ~E B~ERSFIELD ~ICIPAL CODE RELATING ~ CO~CIL ORG~I ZATION. BE IT ORDAINED by the Council of the City of Bakersfield as follows: SECTION 1. Chapter 2.02 is hereby added to Title 2 of the Bakersfield Municipal Code to read as follows: CHAPTER 2.02 COUNCIL ORGANIZATION Sections: 2~02.010 Election of Vice-Mayor. 2.02.020 Creation of and Appointments to Committees. 2.02.010 Election of Vice-Ma¥or- a. The position of Vice-Mayor shall be filled in accordance with the provisions of Section 20 (j) of the Charter of the City of Bakersfield. Should the position become vacant after a member of the Council has been elected to such position and other than at the time for election of a successor pursuant to Section 20 (j), the Council shall elect a Vice-Mayor, for the balance of the time until another Vice-Mayor is to be selected pursuant to Section 20 (j), within 30 days of the date such position becomes vacant. b. A Councilmember elected to the position of Vice- Mayor may not succeed himself or herself in such position. 2.02.020 Creation of and Appointments to Committees. a. The Council may, from time to time, establish committees of not more than three Councilmembers to consider and report. to the Council on issues involving the City. b. Appointments to Council committees, whether upon creation of committees, following election of new Councilmembers, or otherwise, shall be made by the Vice-Mayor, subject to confirmation by the Council. SECTION 2. This Ordinance shall be posted in accordance with the City Charter provisions and shall become effective thirty (30) days from and after the date of its passage. o0o ..........
