AN ORDINANCE OF THE COUNCIL OF THE CITY OF
BAKERSFIELD AMENDING SECTION 3.70.040 OF
THE BAKERSFIELD MUNICIPAL CODE BY ADDING A
COST/SERVICE CENTER FOR RECOVERY OF COSTS
RELATING TO MUNICIPAL CODE ENFORCEMENT
INSPECTIONS.
BE IT ORDAINED by the Council of the City of
Bakersfield as follows:
SECTION 1.
Section 3.70.040 of the Bakersfield Municipal Code is
hereby amended to read as follows:
3.70.040 Schedule of fees and service charges.
The city manager, finance director and each city
department head, under the direction of the city manager,~shall
review the fees and service charges set forth below in accordance
with the schedule of periodic review specified in this section,
and the city manager shall set and adjust each fee or charge so as
to recover the listed percentage of costs reasonably borne neces-
sary to provide the listed regulation, products, or services:

Ail fees and charges set pursuant to this chapter and section
shall take effect ten days after the o,ity manager signs an execu-
tive order stipulating that all provisions of this chapter have
been compiled with if no written appeal has been filed. Each such
order shall be posted at City Hall and a copy thereof shall be
mailed to each person who has requested from the city clerk notice
of the same in writing. Each such request shall be valid for the
balance of the calendar year in which it was made. Should an
appeal be filed as provided in Section 3.70.070, the effective
date of the fee(s) and/or charge(s) specified in such appeal, and
none other, shall be stayed pending resolution of the appeal. The
city council shall hear and decide any such appeal within thirty
(30) days after its filing.
SECTION 2.
This ordinance shall be posted in accordance with the
City charter provisions and shall become effective thirty (30)
days from and after the date of its passage.
