Section 3.70.040 of the Bakersfield Municipal Code is hereby amended to read as follows: 3.70.040 Schedule of fees and service charges. Each such order shall be posted at City Hall and a copy thereof shall be mailed to each person who has requested from the city clerk notice of the same in writing. Each such request shall be valid for the balance of the calendar year in which it was made. Should an appeal be filed as provided in Section 3.70.070, the effective date of the fee(s) and/or charge(s) specified in such appeal, and none other, shall be stayed pending resolution of the appeal. The city council shall hear and decide any such appeal within thirty (30) days after its filing. SECTION 2.
