2. APPROVAL OF JULY 7, MINUTES
Minutes'were approved as submitted.

5. DEFERRED BUSINESS
A. LEGISLATIVE PLATFORM
Committee members discussed suggestions submitted by Councilmembers and
staff. It was noted that the Platform had grown substantially in length since its

first inception and that during the next year's review an emphasis needed to be
placed on eliminating non-current issues as well as adding new ones.
Suggestions submitted were revised to reflect a broad-based approach for the
Platform. Administrative Analyst Trudy Slater was directed by the Committee to
make the necessary changes and place the revised Legislative Platform on the
next Council agenda.
B. SB 1615/AB 2595 (GRAFFITI)
The Committee discussed the latest legislative development of both SB 1615 and
AB 2595. Predicated upon the actions taken by Council regarding support for
increasing community service, parental involvement and increased fines in
connection with those who commit graffiti offenses, the Committee directed staff
to prepare a report to Council urging Council to direct the Mayor to forward a
letter to the appropriate State Legislators indicating the City Council's support of
legislation enhancing these concepts (Report #5-94).
C. AB 3720 (TELECOMMUNICATIONS)
Trudy Slater explained that AB 3643, a bill which had to be made into law prior
to AB 3720, had been signed by the Governor. She explained that several
telecommunications bills were pending both at the state and at the federal level
which would have significant effects on local government's ability to maintain
control over its infrastructure. Staff was directed to continue to follow AB 3720
through the end of the California Legislative session and to keep close track of
current telecommunications bills at the federal level.
6. NEW BUSINESS
A. NATIONAL LEAGUE OF CITIES
Committee members discussed the City's involvement in the past with the
National League of Cities and the advantages and/or disadvantages of belonging
to the organization. Nationwide interaction with colleagues and access to the
NLC's information base was mentioned as well as the cost for belonging.
Assistant City Manager Gail Waiters mentioned that the National League of Cities
was an organization geared toward elected officials and that, to optimize the
City's membership, the Council would need to make a commitment to be active

in NLC activities. Staff was directed to place the NLC on the next Committee
agenda for further review.
