ROLL CALL Called to Order at 4:15 p.m. Present: Councilmembers Harold Hanson, Chair; Irma Carson; and Mark Salvaggio 2. ADOPT AUGUST 19, 2004 AGENDA SUMMARY REPORT Adopted as submitted. 3. PUBLIC STATEMENTS 4, NEW BUSINESS A. Review and Committee recommendation on 2005 health insurance plan design changes Human Resources Manager Carroll Hayden reported the Insurance Committee met on Friday, August 27, 2004, and decided not to recommend any health insurance plan design changes for 2005. The Insurance Committee did recommend the employees' portion of the surplus in the Blue Cross PPO plans stay in reserve to help mitigate 2005 premium increases. Committee Chair Hanson expressed while he was in agreement with the Insurance Committee recommendations, he would have liked a little more dialog with the union representatives regarding plan design changes. Particularly the suggestion of a $75 copayment for hospital emergency room visits, which might have been helpful to encourage more employees to go to urgent care centers if possible, instead of going to hospital emergency rooms. In California there is a critical issue of people using hospital emergency rooms for non-emergency visits, which puts pressure On the medical system. Agenda Summary Report Personnel Committee Meeting Monday, August 30, 2004 Page - 2- Committee Member Carson expressed she was glad this recommendation did not include cutting employee benefits and stated she was in support of allowing the surplus to remain in reserve. Committee Chair Hanson thanked Tim Beck and Michael Schionning from Mellon and expressed the Committee's appreciation for their efforts. Committee Member Salvaggio made a motion to accept the recommendations made by the Insurance Committee and requested staff to forward an administrative report to the City Council recommending adoption of the proposed renewals in the health insurance plan for calendar year 2005. The Committee unanimously approved the motion. Committee Member Carson explained she had requested an item be put on this agenda regarding staffing of Fire squads and it was not included and asked when another Committee meeting was scheduled. As the Personnel Committee had no meetings scheduled at this time, Committee Member Salvaggio suggested Human Resources Manager Hayden refer staffing of Fire squads to the City Manager. 5.
