5. NEW BUSINESS
A. LEGISLATIVE PLATFORM
Administrative Analyst Trudy Slater reported on the procedures followed in
seeking input for Legislative Platform changes from the City's elected officials and
department heads. After discussion, the Legislative and Litigation Committee
approved forwarding the existing Legislative Platform to the City Council under the
consent calendar as recent changes adequately reflected current conditions. City
Attorney Judy Skousen suggested forwarding the Platform to Council during the
second meeting in March as the Council's agenda for the upcoming meetings were
very full.
B. CHEMICAL AND BIOLOGICAL WEAPONS TESTING
City Attorney Skousen reported on research her office had conducted on
federal laws conceming the testing of chemical weaapons on the civilian population
which indicated that current laws prohibit any type of experiments on human
subjects without their informed consent. She indicated no action needed to be
taken. The Legislative and Litigation Committee concurred with Ms. Skousen's
statement.
6. SET NEXT MEETING
The Legislative and Litigation Committee selected the second Thursday of
each month at 4:30 p.m. for regularly scheduled meetings.
7. ADJOURNMENT
The meeting adjourned at 12:30 p.m.
