responsibilities include but are not limited to drafting and
completing advanced level planning reports and studies, making
oral and/or written presentations of completed work to various
groups, boards, commissions and the City Council, processing
planning applications from the initial phases through to
completion, coordinating the approval process for assigned
pro~ects with other departments and agencies;

EXAMPLES OF DUTIES:
Plans, organizes and performs assignments pertaining to one phase
of planning activity; investigates requests for variances, zoning
changes, subdivision plans involving difficult or complex planning

DESIRABLE MINIMUM QUALIFICATIONS:
Training and Experience:
Graduation from an recognized accredited college with a degree in
Public Administration, planning or a related field, and three
years of professional planning experience, Preferably at the local
government level. A Master's Degree in Public Administration,
planning or a related field may be substituted for one year of the
required'experience.
CLASS TITLE: ASSOCIATE PLANNER (Continue~) 706
Knowledqe, Skills and Abilities: Considerable knowledge and
understanding of the overall organization and operation of city
government; considerable knowledge of the principles and practices
of City planning; considerable knowledge of the fiscal, social and
economic implications that are involved in city planning,
including the development of urban and suburban environmental
recreational needs; good knowledge of the legal requirements of
planning, zoning and subdivision; good knowledge of governmental
organizations as they relate to planning; good knowledge of
research methods, including statistics; 'and/or considerable
knowledge of California's annexation laws and the legal
requirements of planning and zoning; considerable knoWledge of
governmental organizations as they relate to the City's annexation
program, considerable knowledge of financing tools.
Ability to make independent investigations of social, economic
and engineering problems, and to draw useful conclusions from a
variety of data and information; ability to organize research
finding in written, graphic, and design form; ability to work
effectively with the general public and the community agencies
concerning matters of land use and the relation to planning~
functions; ability to interpret and apply laws and regulation to

CLASS TITLE: FIRE DISPATCHER I 626
CLASS CHARACTERISTICS:
This is the entry level class in the Fire Dispatcher series.
Positions in this class work in a learning capacity performing
duties of increased responsibilities as experience is gained.
Promotion to. Fire Dispatcher II is considered on a merit basis
subject to Department Head's recommendation and approval by the
Personnel ~Director/Manager.

acts upon emergency and non-emergency calls in accordance with
established policies and procedures; operates communications
equipment; instructs the public on proper medical techniques

CLASS CHARACTERISTICS:
Under general supervision, functions as a crew leader in the
performance of skilled manual work of a fairly difficult nature,
including a variety of routine grounds and building maintenance
work in the upkeep and improvement of city park areas, and is
generally responsible for the condition of an assigned park or
landscape area; trains new permanent and temporary employees and
performs other work as required.
EXAMPLES OF DUTIES:
Inl serving as lead person, issues daily work assignments and
directs progress of grounds and building maintenance work;
enforces and directs adherence to safety regulations and
practices. Rakes, cleans, and waters park areas; cleans,
sanitizes, and services restrooms and other public facilities;
seeps and washes off courts, theaters, walks and other paved
areas; weeds and cultivates shrubs and flower beds; operates a
variety of high-power equipment and hand tools, and trims,
fertilizes, renovates and maintains turf and plant area; regulates
and adjusts automatic sprinkler and lighting controllers; assists
maintenance men in cons~-uction, installation and repair of play'
equipment, sprinkler systems and other recreational facilities;
grades and levels sand or dirt in play areas, game area, ball
diamonds, and courts; helps on construction work in parks.
Assists supervisor as needed; documents and issues work orders,
and keeps records and reports regarding work done; answers
complain=s from the public.
DESIRABLE MINIMUM QUALIFICATIONS:
Traininc and Exmerience: Five years of experience performing a
wide variety of ground maintenance or park facility maintenance

Know!edge, Skills and Abilities: Considerable knowledge of common

CLASS TITLE: SUPERVISING FIRE DISPATCHER 988
CLASS CHARACTERISTICS:
Under.general supervision of the Fire Communications Center
Manager, to perform as a working supervisor in the training and
supervision of Fire Dispatchers on an assigned shift. In
addition to performing tasks similar to the Fire Dispatcher,
the Supervising Fire Dispatcher position is distinguished by
its supervisory responsibilities over the work of subordinates in
the Fire CommunicationS Center; and to do related work as required.
EXAMPLES OF DUTIES:
Supervises and directs the operation of the Fire Communications
Center on an assigned shift, and enforces regulations and
policies; operates computer-aided dispatch system; receives and
acts upon incoming calls; instructs the public on proper medical
techniques under emergency situations; secures and records
appropriate incident information and dispatches necessary
equipment in accordance with predetermined plans or refers call
to appropriate agency; keeps in contact with crew on assignment;
keeps fire control officers advised of situation and dispatches
additional equipment when advised by the incident commander; .may
assist in preparing and modifying employee schedules for an
assigned shift; logs all departmental activity; prepares fire
memos and files reports; keeps equipment records and personnel
duty rosters; gives out a variety of information related'to
departmental activities over the telephone to the public; assists
in training new fire dispatchers; .and performs related work a~
required. '"
DESIRABLE MINIMUM QUALIFICATIONS:
Training and Experience: Graduation from high School or success-
full completion of G.E.D. examination; two years of experience
as a dispatcher in a public safety agency. Minimum typing
proficiency of 35 net words per minute.
Knowledge, Abilities, and Skills
Ability to: supervise the activities of a group of Fire
Dispatchers; operate computer-aided dispatch system; operate
communications equipment; train employees; receive and relay
information in a clear and concise manner; work under stress and
to exercise good judgement.

operation and care of communications equipment; city and county
geography, communities, and location of streets and highways; the

CLASS TITLE: SUPERVISOR I - TREES 746
CLASS CHARACTERISTICS: ...
Under. general supervision, performs supervisory work in the care
and maintenance of trees, including topping, trimming, felling,
planting and removal of trees; and performs other work as
required.
EXAMPLES OF DUTIES:
Supervises and assigns the work of crews engaged in tree trimming,
maintenance and care of trees; inspects and checks trees to be ·
pruned, sprayed, or felled; prepares work schedules for trimming,
spraying and care of trees; transfers workers from one project to
another as work load changes; inspects the quality of work
performed by tree maintenance crew; provides assistance and advice
to tree maintenance crew; assists in preparation of budget;
coordinates the use of available personnel and equipment to obtain
maximum utility; enforces safety and other regulations established
by the department; receives, investigates, and resolves complaints
from the public; assists in training personnel; evaluates and
recommends changes in work loads and procedures- checks equipment

vocational school, or attainment of a satisfactory score on a
G.E.D. test, and six (6) years of tree maintenance experience,
including two (2) years in a position of lead responsibility.
Knowled~e~ Abilities, and Skfil~s: Considerable know]edge of the
· identification, growing characteristics, methods, practices,
~ools, and materials used in tree maintenance; considerable
knowledge of occupational hazards and safety regulations and
pract'ices.
Ability to plan, coordinate, and supervise the work of
subordinates in a manner conducive ko full performance and good
morale; ability to deal with emergencies; ability to train
employees; ability to maintain records and to prepare reports;
ability to deal courteously and tactfully with the general public;
ability to maintain effective relations with fellow tree
maintenance personnel and city departments.
Licenses or Certificates: Possession of a valid California
driver's ]icense as required by law for equipment used in
performance of duties.
