CLASS CHARACTERISTICS:
Under general supervision, functions as a crew leader in the
,performance of skilled manual work of a fairly difficult nature,
including a variety of routine grounds and building maintenance
work in'the upkeep and improvement of city park areas, and is
generally responsible for the condition of an assigned park or
landscape area; trains new permanent and temporary employees and
performs other work as required.
EXAMPLES OF DUTIES:
In serving as lead person, issues daily work assignments and
directs progress of ~grounds and building maintenance work;
enforces and directs adherence to safety regulations and
practices. Rakes, cleans, and waters park areas; cleans,
sanitizes, and services restrooms and other public facilities;
seeps and washes off courts, theaters, .walks and other paved
areas; weeds and cultivates shrubs and flower beds; operates a
variety of high-power equipment and hand tools, and trims,
fertilizes, renovates and maintains turf and plant area; regulates
and adjusts automatic sprinkler and lighting controllers; assists
maintenance men in construction, installation and repair of play
equipment, sprinkler systems and other recreational facilities;
grades and levels sand or dirt in play areas, game area, ball
diamonds, and courts; helps on construction work in parks.
Assists supervisor as needed; documents and issues work orders,
and keeps records and reports regarding work done; answers
complaints from the public.
DESIRABLE MINIMUM QUALIFICATIONS:
Traininq and ExDerience: Five years of experience performing a
wide variety of ground maintenance or park facility activities at
level of a Light Equipment Operator in the Parks Division.
Knowledqe, Skills and'Abilities: Considerable knowledge of common
tools, equipment and materials used in maintenance work;
considerable knowledge of plants and landscape methods, pesticides
and herbicides; considerable knowledge of various types of
equipment and tools, including power tools and light automotive
equipment.
Ability to lead and train new employees in a variety of routine
ground and building maintenance work; ability to deal courteously
and tactfully with the general public. Ability to lead and
supervise work program involving a number of public employees,
ability to instruct personnel, ability to schedule and advise on
the use of a variety of maintenance equipment; ability to maintain
varied work and equipment records.
Licenses or Certificates: Possession of a valid Class 3
California driver's license.

CLASS CHARACTERISTICS:
Under general direction, supervises all aspects of the
department's property functions,,.including general and
specialized supervision of assigned staff; is responsible to
management for developing and'maintaining efficient procedures
and operations pertaining to the receipt, storage, accounting,
retrieval, control and disposition of all seized property,
including associated records, forms, reports, related statistical
information and budget control.
EXAMPLES OF DUTIES:
Supervises and schedules civilian staff assigned to the Property
Section; directs and carries out the day to day receipt and
storage of property booked into .the Section; supervises and
directs the proper and timely disposition of property; ensures
property is inventoried and accounted for; provides for regularly
scheduled property disposition such as periodic auctions,
narcotics "burns" and firearms auction and destruction as
required by law; analyzes current and future property storage
needs; prepares and manages budget expenditures; develops and
makes recommendations to modernize and improve operations and
procedures to keep pace with anticipated needs; ensures
compliance with court orders; keeps abreast of and ensures
compliance with departmental rules, regulations and policies, as
well as laws and codes pertaining to the storage and disposition
of various types of property; develops and maintains statistical
information and reports pertaining to the processing of
property; performs other work as required.
DESIRABLE MINIMUM QUALIFICATIONS:
Traininq and Experience: Graduation from high school or
attainment of a satisfactory sqore on a G.E.D. test and two years
of recordkeeping or related experience, preferably in the
property section of a law enforcement agency; or any combination
of training and experience equivalent to two years of college.
Knowledqe, Abilities and Skills: Some knowledge of bookkeeping,
accounting and/or recordkeeping practices; ability to operate
standard office equipment; ability to communicate effectively
both verbally and in writing; ability to effectively supervise
assigned employees in a physically close working environment;
ability to analyze, evaluate and organize records and systems.

CLASS TITLE: PUBLIC/FIRE SAFETY EDUCATION SPECIALIST 751
CLASS CHARACTERISTICS:
Under general supervision, prOvides public education within the
community in all aspects of life/fire safety. This will include
providing instruction in fire prevention; fire escape planning;
fire extinguishment methods; and other related aspects.
Coordinates City sponsored community awareness, community
relations, and community improvement programs, services and
activities related to public fire and burn safety education.
EXAMPLES OF DUTIES:
Plans, conducts and develops safety, fire and burn prevention
programs; investigates and evaluates various community needs, and
implements programs to address these needs; presents programs to
homeowners groups, public and private schools, large groups, civic
organizations, industry, businesses and other segments of the
community; provides instruction in identifying and correcting
potential fire and burn hazards in the home; reviews data to
determine areas of the community requiring an emphasis in fire
prevention instruction; coordinates engine company activities in
the implementation of fire safety programs; provides instruction
to citizens regarding escape planning in the event of fire and
other disasters; describes function and benefits of various types
of smoke and fire detectors; instructs citizens regarding the
extinguishment of minor fires pending the arrival of the fire
department; coordinates juvenile fire setters program; prepares
press releases and public service announcements in coordination
with community programs; performs a variety of administrative and
research assignments in response to requests from management
staff; conducts special studies of organizational policies,
procedures and practices relating to departmental and State
mandated policies; compiles and prepares oral and written reports;
compiles data and prepares grant proposals; organizes fund raising
activities; assists in budget preparation; may be required to
attend continuing education classes; and performs other duties as
required.
DESIRABLE MINIMUM QUALIFICATIONS:
Traininq and Experience: Graduation from an accredited college
with studies emphasizing fire science, public relations,
communications or education; and one (1) year of work experience,
or an equivalent combination of training and experience which
provides the capabilities to perform the described duties.

CLASS TITLE: REAL PROPERTY AGENT 600
CLASS CHARACTERISTICS:
At the direction of the department head or designee, will
coordinate with other'departments in the acquisition, sale, lease,
rental and management of all property in behalf of the city.
EXAMPLES OF DUTIES:
Coordinates or performs the most technical, complex and
professional work involving the appraisal, acquisition, including
eminent domain proceedings, relocation assistance, right of way,
facility leasing, property management and disposal of surplus real
property of the City of Bakersfield.
Provides training and guidance to other departments regarding real
property requirements and procedures', and confers with and advises
department heads concerning problems and activities relating to
the purchase, sale, lease and rental of property for the city as
it affects the operation of their departments. Keeps records of
leases and enforces compliance of lease provisions. Makes
periodic reports concerning the property management program and
other duties as assigned.
DESIRABLE MINIMUM QUALIFICATIONS:
Traininq and Experience: Possession of a Bachelor's Degree from
an accredited college or university in real estate, business
administration, public administration, economics or a related
field, and two years experience in the negotiation, acquisition,
relocation, sale and management of property for public agencies.
Knowledqe, Skills and Abilities: Knowledge of accepted principles
and practices of real estate management. Knowledge of accepted
principles and practices of land appraisal and negotiations for
real property and property rights. Knowledge of laws pertaining
to property and condemnation actions procedures pertaining to
acquisition and relocation work under Federal and State
regulations, is highly desirable. Knowledge of improvement values
and effects of various types of damages to property.

STAGE TECHNICIAN 443
CLASS CHARACTERISTICS:
Under the general supervision and direction of the Auditorium
Stage Manager, the Stage Technician provides technical support
combining technical operation and maintenance duties for the
Department. Work involves the setup, operation, and maintenance
of several complex systems within'the Department, as determined
by the Auditorium Stage Manager.
E]CAMPLES OF DUTIES:
Confers with the Auditorium Stage Manager to obtain instruction
for setup of events. Sets up and operates lighting system and
sound system for Arena and stage events. Sets up and operates
Auditorium stage mechanical facilities as required. Performs
maintenance and repair of complex sound reinforcement and stage
electrical and mechanical systems as directed by Auditorium Stage
Manager. Works with visiting stage staff to insure efficient and
safe use of Auditorium facilities. Performs the maintenance and
repair of Auditorium communication and paging systems and various
related systems within the department. Performs the maintenance
and repair of other electronic equipment as directed by the
Auditorium Stage Manager. Work in this classification may require
unusual hours, which may include Saturday, Sunday or holidays.
Performs related work as required.
DESIRABLE MINIMUM QUALIFICATIONS:
Training and Experience:
Graduation from high school and five years of experience in radio,
television, motion pictures, or a related field, including
experience with complex sound reinforcement and stage electrical
and mechanical systems, along with their maintenance, operation
and repair.
Knowledge, Abilities and Skills:
Considerable knowledge of the operation, maintenance and repair
of sound reinforcement eguipment,.stage lighting system, stage
mechanics and communication systems of an auditorium. Some
knowledge of general stage techniques.
Ability to perform maintenance and repair of the various portions
of these systems and related equipment. Ability to execute
detailed plans for system upgrading and to operate facilities from
general instruction. Ability to operate normal stage mechanical
facilities. Ability to establish and effective working
relationship with other employees and the public, using tact and
good judgement. Ability to learn new skills and adapt as
necessary to situations encountered. Ability to be decisive and
use good judgement in the completihg assignments.

CLASS CHARACTERISTICS:
Under direction, performs technical and supervisory work involving
organizing, assigning, and reviewing the work of a large group of
skilled, semiskilled, and unskilled workers in construction,
maintenance, repairs and operation of municipal facilities; and performs
other work as required.
EXAMPLES OF DUTIES:
Streets:
Plans routine and special maintenance and cleaning work on city streets;
assigns crews of skilled, semiskilled and unskilled personnel to tasks
and assigns appropriate equipment; makes regular' visits to work in
progress and inspects finished work; makes periodic checks of all
streets and.alleys for maintenance and cleaning priorities and needs,
includinq repairs, resurfacing, surface sealing, and drainage; checks
and inspects streets repair work by utility companies for adequacy and
compliance with city standards;
Parks:
Supervises the propagation, planting and transplanting of trees, shrubs,
and flowers in the city parks and other public grounds, and the care of
public lawns; supervises custodial maintenance and protection of park
facilities and buildings, inspects park facilities and assigns
appropriate equipment and staff to maintenance and repair tasks;
supervises construction and maintenance of athletic grounds and
playgrounds, and maintenance and repair of swimming pools; conducts
Sanitation:
Supervises the work crews engaged in collecting refuse and garbage from
residential and commercial property throughout the city;
Equipment:
Reviews the equipment needs of city departments and prepares and
recommends equipment specifications; diagnoses repair and maintenance
requirements of automotive and heavy equipment and specialized police
equipment and fire apparatus; assigns and inspects work of mechanics and
service workers; estimates cost of damaged equipment; designs and
fabricates equipment; advises and instructs mechanics on difficult
assignments;
General SerVices:
Supervises the construction, erection and painting of partitions,
