MEMORANDUM ~ .~ "WE CARE" TO: Dale Hawley, City Manager , , FROM: Dennis Needh~, Fire Chief '~ DATE: January 8, 1991 SUBJECT: FILLING THE TRAINING OFFICER AND FIRE MARSHAL POSITIONS It is difficult to recruit Battalion Chiefs to fill the positions of Fire Marshal and Training Officer. The reason for the difficulty is Battalion Chiefs lose $2,789.00 annually when changing from shift to day work, which is the annual holidaypay for shift Battalion Chiefs. I had a survey conducted of 15 cities and Kern County on several issues which included: 1) What rank is your Training Officer and Fire Marshal?. 2) Do they receive differential pay? Of'the 16 departments, regarding the Fire Marshal's position, nine (9) were Battalion Chiefs and seven (7) were higher ranking chiefs. Five (5) of the Fire Marshals of Battalion Chief rank received 5.5% to 15% incentive or differ- ential pay. The higher ranking chiefs pay scale i$ considerably higher than Battalion Chief. The Training Officers consisted of three (2) Captains, nine (9) Battalion Chiefs, and'five (5) higher ranking chief positions. Six (6) of the Training Officers of Battalion Chief rank received incentive or differential pay ranging from 5% to 13.7%. A solution to the problem would be to provide incentive pay for the Fire.Marshal and Training Officer positions at least equal to the annual holiday Pay of the five {5) suppression Battalion Chiefs, which iS'exactly 4.9% of their annual salary. A fire suppression Battalion Chief working 24 hour shifts at top step receives $63,921.40 annually {1990 salary schedule), and $2,656.22 in holiday pay equal to 4.9% of the annual salary. The total annual 'cost would be $5,312.44 to give the Fire Marshal and Training Officer 4.9% incentive pay. This cost could be paid out of savings from vacant positions from the existing budget.
