Under direction, provides difficult, sensitive, and confidential office administrative support
to.the City Attorney's Office; provides daily supervision for a staff of Legal Secretaries,

REPRESENTATIVE DUTIES:

Essential Duties
Organizes, schedules, supervises, and reviews the wdrk of assigned permanent and
temporary staff; trains staff in law office work procedures, sets priorities, and follows up
to ensure accurate and timely completion of assigned work; counsels and disciplines
employees who are not performing up to standards; assists in the selection of office
staff; assists in establishing goals and objectives for the City Attorney's Office; compiles
budget figures and assists in administering and monitoring the annual budget; maintains
personnel records and coordinates the administration of annual performance appraisal
process for the offiCe; supervises and monitors purchasing functions; researches and
assembles information from a variety of sources for the completion of forms or the

DISTINGUISHING CHARACTERISTICS:

QUALIFICATIONS GUIDE:
Knowledge of:
Supervisory principles and practices; the City organization, policies, ordinances,
and operating procedures; law office administrative and management practices
and procedures; basic functions of public agencies, including the role of a City
Attorney, City Manager, an elected City Council and appointed boards and

CLASS SUMMARY:
Under general supervision, plans and directs the work of a survey party performing
preliminary location, land, topographic, and construction surveys; instructs crew in work
procedures.
REPRESENTATIVE DUTIES:
The following typical tasks and responsibilities are representative of all positions in the
class. They are descriptive, not limiting.
Essential Duties
Plans the details for specific survey projects; organizes, assigns, directs, and reviews
and participates in the work of a survey party in conducting preliminary, location,
construction, property, topographic and other precise surveys; checks measurements,
readings and recorded data for completeness and accuracy; does the more complex
field computations such as computing curves, missing distances, deflections,, closures,
bearings, and slopes; records and submits field notes on the type of survey, information
required, and procedures and equipment used; prepares field books, profiles and other
drawings from field notes and makes necessary computations; assists in training crew
members in the performance of survey operations; demonstrates and directs the crew
in the proper operation of the transit level, electronic distance measuring instruments,
and other survey equipment; responsible for the care and cleaning of surveying
.equipment including hand levels, plumb bobs, graduated rods, line rods, spring
balances, and steel and cloth tapes; personally performs the more difficult survey
operations; lays out and stakes field projects; works as instrument man in survey of
sewer lines, storm drains, curb and gutter and road construction; establishes and
maintains effective work procedures and safety practices for a field crew; assists in the
instruction and training of assigned staff in work practices and improved methods and
procedures; develops and implements computer applications related to survey work.
DISTINGUISHING CHARACTERISTICS:
This class performs and acts as chief of one. of the City's survey parties, without
immediate supervision; works independently while Conducting field survey assignments.
CLASS TITLE: SURVEY PARTY CHIEF
QUALIFICATIONS GUIDE:
Knowledge of:
Surveying principles, practices and equipment which apply to construction,
property and topographic surveying; safety practices pertaining to field survey
work; mathematics, including trigonometry as applied to land surveying; use,
adjustment and preventive maintenance of common surveying instruments;
computer applications relating to surveying work; techniques of drafting and
mapping.
Ability to:
Provide direction in the use of surveying instruments; operate, maintain and adjust
such instruments; plan, direct and check the work of survey party members;
prepare accurate, legally acceptable property descriptions from basic data and
field survey notes; understand legal property descriptions, construction drawings,
engineering records, and complex maps; interpret engineering field notes; make
accurate survey calculations, both manually and using HP-41 calculator; maintain
effective working relationships; analyze difficult field surveying problems, evaluate
alternatives, and reach sound conclusions.
Training and Experience:

Graduation from high school, or G.E.D. equivalent, with coursework in algebra,
geometry, and trigonometry, and two years of progressively responsible technical

CLASS CHARACTERIsTICs:
Under general supervision is responsible for directing and participating
in the work of an engineering survey party; leads and directs a one or
two-man crew over preliminary location, construction and topographic
surveys; and/or under general supervision, performs work of above aver-
age difficulty involving technical field work, make accurate engineering
computations and carrying out related project research in ~he Engineer-
ing Services Division; work involves the preparation of descriptions,
both written and graphic; work as instrument man on a survey crew, com-
puting and checking mathematical calculations; work is carried out under
the general direction of an engineer in the department and is re-
viewed by inspection of results; performs other work as required..
EXAMPLES OF DUTIES:
Directs and participates in survey of sewer lines, storm drains, curbs
and gutters, road construction and park facilities; maintains and re-
'pairs electronic measuring instruments; keeps field notes, and makes
sketches and computations necessary to record field observations and
data; expedites field survey work by gathering and recording field
data and by .translating engineering plans and specifications into lines
and grades for construction purpOses; maintains proper safety and~accur-

DESIRABLE MINIMUM QUALIFICATIONS:
Training and Experience: Graduation from high school or attainment of
a satisfactory score on a G.E.Di test with course work in algebra,
geometry, and trigonometry and two years of progressively responsible
technical engineering experience as an Engineering Technician I; or an
equivalent combination of training and experience which provides the
capabilities to perform the described duties. A Licensed Surveyors
Certificate is desirable.
Knowled~e~ Abilities and Skills: Comprehensive knowledge of survey
methods and techniques; comprehensive knowledge of the proper use of
survey and related instruments including levels, transits, theodolites,
verniers, and indicators; considerable knowledge of higher mathematics
up to plane trigonometry; and/or good knowledge of the methods and
techniques of drafting, mapping, and planning as they apply to land
description and general public works purposes; good knowledge of the
laws, ~statutes, and ordinances governing legal property descriptions;
good knowledge of common engineering construction methods and ability
to make inspections of such work.

monitors new equipment, methods and preparations in the field of surveying and

Party Chief on a relief basis; reviews requested survey work to determine nature and
extent of required survey; establishes survey and mapping priorities; directs the

structures; keeps records of all areas sprayed and type and quantity of chemicals used;
operates trucks, skiploaders, tractors with attachments and other equipment to remove
weeds and brush from the right-of-way and City owned properties; checks, repairs and
calibrates pumps and gauges; adheres to safety regulations and practices; trains other

CLASS CHARACTERISTICS:
Under general supervision, is responsible for performing skilled work
of average difficulty in removal of weeds andthe mixing of chemicals
and spraying of trees and weeds along the right-of-way and parks, and
performs other work as required.
EXAMPLES OF DUTIES:
Operates high and low pressure chemical spray equipment; calculates
areas and quantities; mixes chemicals for the spraying of trees and
weeds; keeps records of all areas sprayed and type of chemicals used;
operates trucks, skiploaders, tractors with attachments and other
equipment to remove weeds and brushfrom the right-of-way and City
owned properties; maintains small equipment; adheres to safety regu-
lations and practices. Acts as a crew chief or lead worker in a gang
performing manual work
DESIRABLE MINIMUM QUALIFICATIONS:
Training and Experience: Three years' experience in the operation of
light and medium equipment, including two years' experience with
chemicals and weed eradication equipment.
Knowled~e~ Abilities, and Skills: Considerable knowledge of the
materials, methods, and quipment used for weed eradication, con-
siderable knowledge of the hazards involved in weed eradication and
of applicable safety regulations and practices. Considerable know-
ledge of pesticides and the proper mixing and application procedures.
Ability to keep records.; ability to follow oral and written instruc-
tions; ability to work with a variety of tree and weed abatement
equipment.
Licenses or Certification: Possession of a valid Class II California

MUNICIPAL CODE RELATING TO NEPOTISm.
BE IT ORDAINED by the Council of the City of Bakersfield
as follows:
SECTION 1.
Subsection D. of Section 2.72.130 of the Bakersfield
Municipal Code is hereby amended to read as follows:
.2.72.130 Nepotism - Appointment of a relative.
D. For purposes of this chapter, a "relative" is a
parent, step-parent, child, step-child, brother, sister, step-
brother, step-sister, grandparent, grandchild, mother-in-law,
father-in-law, brother-in-law, sister-in-law, daughter-in-law, son-
in-law, aunt, uncle, cousin, niece, nephew, great-grandparent,
great-grandchild, or any person who lives in the same household as
any pe~maHe~ regular or probationary city employee.
' SECTION 2.
This ordinance shal.1 be posted in accordance with the
Bakersfield MuniciPal Code and shall become effective, thirty (30)
days from and after the date of its passage.

As per the request of the Personnel Committee, I contacted agencies
from the public and private sector to solicit information about
their Affirmative Action Plan for 1991.
COUNTY OF KERN PERSONNEL DEPARTMENT
The County of Kern's Affirmative Action Office has not updated
their plan since 1985. The Affirmative Action Office will not
update their plan until they receive the 1990 Census Data. They do
not want to use the 1980 data since it is outdated.
CALCOT
I contacted the personnel Director and was informed that they do an
extensive update once every 10 years. They will not update their
Affirmative Action Plan until the 1990 census data is available.
CITY OF VISALIA
The Personnel Department has not updated their plan since 1985.
They will not update affirmative action plan until 1990 Census Data
is available.
CITY OF FRESNO
The City of Fresno does not have an Affirmative Action Plan. The
City has an Equal Opportunity Employment policy that insures that
no applicant is discriminated against because of age, color, race,
sex, religion, national origin or handicap.
BAKERSFIELD CITY SCHOOL DISTRICT '~
Contacted the Personnel Office and was advised that they do not
update their Affirmative Action Plan every year.
I also contacted the State of California Employment Development
Department (EDD) and was informed that the 1990 Census Data is
scheduled to be available in September. ~
