Set Next Meeting CITY OF BAKERSFIELD CLASS SPECIFICATION CLASS TITLE: ADMINISTRATIVE SERVICES DIRECTOR CLASS SUMMARY: Under administrative direction of the City Manager, plans, organizes, integrates, and directs the programs, activities, and services of the Human Resources division, and Risk Management division, as well as the following functional areas: budget, public education, intergovernmental relations, and total quality management; provides policy guidance and coordinates the activities of assigned divisions and services; fosters cooperative working relationships with civic groups, inter-governmental agencies and City staff; performs related work as required. REPRESENTATIVE DUTIES: The following .typical tasks and responsibilities are representative of the position's essential duties. They are descriptive, not limiting. Essential Duties Plans, organizes, c. ontrols, coordinates, and directs through subordinate division managers and other staff the work and results of specified functional areas and units; develops and directs the implementation of goals, objectives, policies, procedures and work standards for assigned functions; works closely with the City Manager, City Council, other City departments, a variety of public and private organizations, and citizen groups in developing programs and implementing projects to solve problems related to areas of assignment; advises the City Manager and City Council on related issues and programs; prepares and recommends long-range plans for City services and programs; develops specific proposals for action on current and future City needs; makes interpretations of City regulations and various ordinances~ codes and applicable laws to ensure compliance; represents the City and works closely with citizen boards and commission and public and private officials to provide technical assistance, directly or through subordinate staff; coordinates the preparation of a wide variety of reports or presentations for the City Council, City management, or outside agencies; directs the selection, supervision and performance evaluation of subordinate unit personnel; directs and oversees the establishment and maintenance of comprehensive, effective human resources management programs and systems on a City-wide basis; directs and coordinates the overall budgeting process for the City, including preparation, submission, implementatiOn, and monitoring; ensures effective risk management programs and procedures are implemented City-wide. CLASS TITLE:ADMINISTRATIVE SERVICES DIRECTOR DISTINGUISHING CHARACTERISTICS: · This single, position class is a department head with reSponsibility for policy development, system planning, fiscal management, administration, and operation of the Human Resources division, and Risk Management division, assists the City Manager invaried administration and programmatic areas. The emphasis is upon the overall administration skill of the incumbent. QUALIFICATIONS GUIDE: Knowledge of: Administrative principles and methods, including goal setting, program and budget development and implementation, organization design and development, and employee supervision; principles, practices and program areas related to the organizational and service areas, managed; applicable legal guidelines and' standards affecting the administration of delegated program areas; funding sources impacting program and service development; social, political and environmental issues influencing program administration; principles and practices of contract administration and evaluation. Ability to: Plan, organize, administer, and direct a variety of complex City services and programs; select, motivate, and evaluate staff and provide for their training and professional development; develop and implement goals, objectives, policies, procedures, work standards and internal controls; analyze complex technical and administrative problems, evaluate alternative solutions and adopt effective courses of action; prepare clear and concise reports, correspondence and other written materials; establish and maintain cooperative working relationships with a variety of citizens, public and private organizations, boards and commissions, and City staff; exercise sound, independent judgment within general guidelines from the City Manager. CLASS TITLE: ADMINISTRATIVE SERVICES DIRECTOR Training and Experience: A typical way of obtaining the knowledge, skills, and abilities outlined above is: Graduation from a accredited four year college or university with major coursework in public or.business adminiStration or a field specifically related to the responsibilities of the claSs; four years of increaSingly responsible supervisory and administrative experience in areaS and functions which will have provided the requisite program and organizational process knowledge baSe. Licenses; Certificates; Special Requirements: Possession of a valid California driver's license, ClaSs C. Physical Conditions or special Workin,q Conditi°hs: ' Standard office environment and working conditions. RESOLUTION NO. A RESOLUTION AMENDING RESOLUTION NO. 23-91 SETTING SALARIES AND RELATED BENEFITS (ADMINISTRATIVE SERVICES DIRECTOR). WHEREAS, Resolution No. 23-91 sets salaries and related benefits for officers and employees of the City; and WHEREAS, the City desires to make amendment thereof. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield that effective April 6, 1992, a portion of the Salary Schedule, a part of Resolution No. 23-91, is hereby amended as follows: Resolution No. 23-91 is hereby amended adding the following class title to the Management Unit: 931 B Administrative Services Director 29.887 31.381 32.950 34.598 , 36.328 2390.94 2510.49 2636.02 2767.82 2906.21 5200.30 5460,32 5733.33 6020.00 6321.00
