NOTICE IS HEREBY GIVEN that the Personnel Committee of the City Council will
hold a Special Meeting for the purpose of a Committee Meeting on Monday, October

SUBJECT: Revised Sob Specifications for Building Permit Technician, Engineering Technician I and
Human Resources Clerk.
RECOMMENDATION: Staff recommends refer to Personnel Committee
BACKGROUND: The job specifications for Building Permit Technician, Engineering Technician I and
Human Resources Clerk have been revised. Minor changes have been made to the job specifications to
incorporate the responsibilities of new positions added in the budget effective Suly 1, 1994. In addition,
updates have been made, where appropriate, to reflect current requirements of the positions.
The revised job specifications were reviewed and approved by the Miscellaneous Civil Service Board on
September 20, 1994.
There will be no budgetary impact as a result of these changes.

CLASS TITLE: BUILDING PERMIT TECHNICIAN
CLASS SUMMARY:
Under general direction, the Building Permit Technician is responsible for: processing
building permit applications; calculating fees; issuing permits and reviewing minor
construction plans for code compliance and completeness; organizing and processin~
conservation complaints; researching ownership and lien holder records; and processin~
demolitio~ and repair orders. Provides the publie with'information~...~regarding building
codes, property_ maintenance and related building and zoning ordinances. May have minor
supervisory responsibilities for counter staff. Performs other work as assigned.
REPRESENTATIVE DUTIES:
The following ~typical tasks and responsibilities are representative of all positions in the cl~s,

Essential Duties:
Assists in processing construction plans for commercial, industrial and residential projects;
calculates fees and issues permits for all construction work requiring a permit; reviews plans
for the purposes of establishing valuation and computing plan check and various other fees;
maintains current records of contractors licenses and workers compensation insurance;
explains and interprets codes and ordinances for contractors, architects, engineers, builders
and the general public; files permits and plans, makes photocopies or' microfilms permits
and plans for the public or permanent files; maintains records and prepares reports;
occasionally performs detailed plan check on new residences, additions and remodels;
organizes and processes conservation complaints; researches ownership and lien holder
records; processes demolition and repair orders; types' and tracks correction letters and
notices, special inspection letters and other miscellaneous documents; works with the
Attorney's office to update and maintain legal documentation; and notarizes legal
documents; may make field inspections to obtain informatiOn relative to conservation

DISTINGUISHING CHARACTERISTICS:
This class is responsible for the proper issuance of building permits and for organizing and
tracking Building Department conservation issues. This responsibili.ty includes proper
maintenance of legal documentation and strict adherence to departmental policy__

QUALIFICATIONS GUIDE:
Knowledge of.'
Uniform Building Code, Uniform Housing Code, Uniform Code for the Abatement of
Dangerous Buildings and related municipal building and zoning ordinances; personal
computer operation including word processing, database and spreadsheet software.
Ability to:
Use office equipment including photocopier, microfiche and personal computer; apply
technical knowledge and follow proper technique to examine building Iflans, read and
interpret building plans, specifications, codes and ordinances; follow proper procedures to
respond to conservation issues; communicate clearly, both verbally and in writing; maintain
cooperative working relationships with contractors, architects, and the general public;
enforce necessary regulations with firmness and tact.

Possession of a valid California Class C driver's license. May be required to obtain
licensure as a Notary_ Public during the probationary_ period.

CLASS TITLE: ENGINEERING TECHNICIAN I
CLASS SUMMARY:
Under general supervision, performs work of average difficulty involving technical office and field
checking development plans for conformance with City standards; preparing maps, legal descriptions,
plans and specifications utilizing computer aided drafting format and performing research of record
information in the Public Works Department.

Prepares property descriptions and drafts plats for annexations, public way openings and closings;
prepares descriptions both written and graphic for property to be deeded to the City; drafts plans

DISTINGUISHING CHARACTERISTICS:
This class is distinguished from the Engineering Aide and Computer Drafting Technician series in
that it requires less supervision and direction. This class works independently and is assigned
projects such as: preparing annexation plats, plan checking, writing legal descriptions, etc. in
addition to computer aided drafting. Work is carried out under the general direction of senior
engineers in the department and is reviewed by inspection of results. Engineering Technician I is
differentiated from Engineering Technician II in that the Engineering Technician II has supervisory
responsibility.

QUALIFICATIONS GUIDE:
Knowledge of:.

CLASS' SUMMARY:
Under general supervision, performs technical personnel support activities and
responsible confidential clerical functions in the Human Resources Division.
REPRESENTATIVE DUTIES:
The following typical tasks and responsibilities are representative of the position's
essential duties. They are descriptive, not limiting.
Essential Duties
Assists in personnel testing programs by providing clerical support such as assembling
materials, drafting and typing letters, recruitment materials, disseminating recruitment
and benefit information, processing applications, maintaining personnel database,
proctoring tests, grading examinations, and notifying applicants of application status;
maintains personnel files; maintains Si.3m:~ applicant tracking database, accesses data,
prepares reports, backs up data; develops and maintains up-to-date eligibility lists;
ensures that accurate and concise benefit information and material is available for
employees; answers employee questions reqardin.q their benefits and assists them in
filing appropriate forms to make enrollment and status changes; assists
employees/retirees in the resolution of benefit plan problems by providinq information;
assists with accountinq of retiree health care costs and processes payments to the
carriers; assists employees/retirees with benefit plan changes; maintains adequate
inventory of benefits plan literature; answers questions related to Division functions:

software; assists in division projects; performs a variety of clerical functions including
