A. NEW AND REVISED JOB SPECIFICATIONS
At its' meeting of September 11, the City Council referred new and revised job
specifications and reclassifications, and a resolution amending Resolutions 12-96
and 19-96 setting salaries and related benefits for employees of the White Collar
and General Supervisory Units to the Personnel Committee.
The Human Resources Director gave an overview of the proposed new and revised
job specifications and reclassifications: Accounting Clerk 1/11, Real Property Agent I,
Real Property Agent II, Senior Real Property Agent, and Buyer IIII. The reclasses
'are basically in the Finance Department and the Accounting Clerk IIII is actually
Citywide although primarily in the Finance Department.
For the Accounting Clerk 1/11 specification, the Accounting Clerk II position was
updated, and we are recommending that this be made a flex class so the
department head may recommend promotion to the level II position when all
qualifibations are met.
Dudng 1995-96, an additional position was approved for the Property Management
Section-of the Finance Department. The intent was to create an entry-level Real
Property Agent classification and reclassify the current Real Property Agent into a
supervisory position. Staff is recommending the following classifications for the Real
Property section: Real Property Agent I as an entry level position, Real Property
Agent II, and Senior Real Property Agent which would be a supervisory position.
Due to existinl~ vacancies, the Finance Department has adequate monies in the
department budget to fill the Real Property Agent I and to reclassify the current
Real Property Agent to the supervisory position of Senior Real Property Agent.
The current Buyer I and II job specifications were very outdated and have been
revised. In a streamlining effort, a provision has been included to make the Buyer
1/11 a flex sedes. The Buyer I classification has been downgraded and would be an
entry-level position. The Buyer II classification is no longer used for the Purchasing
Division lead position, and it has appropriately been adjusted downward. Staff is
recommending that the current Buyer I be reclassified to the revised Buyer II
classification, which allows for a salary increase of approximately 5% in the revised
classification. The Finance Department has adequate monies in the department
budget to fund this reclassification in the current year.

All of the new and revised job specifications and reclassifications have been
reviewed and are supported by Chuck Waide representative for the Blue and White
Collar workers.
The Miscellaneous Civil Service Commission met on August 20, 1996 and approved
the new and revised job specification and reclassification proposals. The Police
Civil Service Commission met on August 7, 1996 and approved the revised
Accounting Clerk 1/11 job specifications.
Upon approval by the Committee and the City Council, staff recommends that the
resolution become effective the beginning of the first full-pay period following
Council action.
The Committee unanimously approved staff's recommendation for the new and
revised specifications and reclassifications, and recommended forwarding to the full
Council for approval and adoption of the resolution.
The next Personnel Committee meeting is scheduled for October 1.

BACKGROUND: Two existing job specifi~o~ City Clerk and Public/Fire Safety Education Specialist, have
~ updated. Three job specifications have been developed for the two new MIS positions and Police Supervisuty
position approved in the 1996-97 budget: GIS Coordinator, Senior Office Systems Analyst and Communications
Operations Supervisor.
The retirement of the City ~ has prompted the need to recruit a replacement. Since the job specification has not
been updated since 1985, it was reviewed by the Human Resources Division prior to commencing a recruitment.
Other cities were contacted to obtain benchmark classification and compensation information. Accordingly, the
minimum qunlific~ons have been revised to include a key qualification: designation as a Certified Municipal Clerk
(CMC). Consistent with the majoritY of survey cities, n provision has been included'to allow a substitution of
qualifying experience for up to two years of the required education. In addition, minor updates have been made to
duties, knowledge, ~ etc., and the format has been revised to conform with the current City job specifi~on
standard.
There is no budgetary impact as the salary ~range will rem~ the same.

The Public,~Fire SafeO] ~ Specialist position w~ deleted from the City of Bakersfield Fire DeparUnmt budget
over three years ago. When the previou~ incumbent resigned, the position was never refilled.
In the 1996/97 Budget, the City Council approved funding for this position. In accordance with this action, the job
specification has been updated and approved by the Fire Civil Service Board on August 29, 1996.
There is no budgetary impact as the sal~, range will remain the same.

CLASS S~Y:
Under general direction, is responsible for the development, coordination, implementation, maintenance
and training for all facets of a City Wide Geographic Information System (GIS) including the vector and
atm'bute information and system interfaces. Recommends hardware, software and sta~n~ requirements
for the system; directs the work of others involved with GIS systems; performs related work as required.

Essential Duties:
Supenrises the development, operation, and maintenance of the City's Geographic Information System;
integrates various atm'bute data bases on disparate operating platforms to vector base map; develops
policies and procedures relating to system operations and services; ensures development and maintenance
of city base map and associated layers; evaluates work techniques and methods for confomance with
desired standards; acts as project manager for projects involving land data base development; directs the
work of stafl'involved with GIS systems on a project or day-to-day basis; provides assistance and training
in proper use of GlS data and systems; evaluates hardware and sol,rare for GIS systems; participates in
the development of the budget; writes macros and high level language routines to maintain and access GIS
data and systems; acts as City representative to external agencies; consults with deparunem heads or

This is a position that has responsibility for the day-to-day functioning ofthe City GIS and is differentiated
from Data Processing Manager, who is responsible for Office Systems, and Data Processing Supervisor,

CLASS SUMMARY:
Under general supervision, provides consultation, technical, analytical, operational support,
coordination and training services in the design, implementation and use of office automation
systems and software applications in various City departments; respons~le for installation and
maintenance of City Local and Wide Area Networks and Network Servers; assists in meeting the
City's information systems and services needs; performs other work as required.
REPRESENTATIVE DUTIES:
The following typical tasks and respo~'bilities are representative of the position's essential duties.
They are descriptive, not limiting.
Consults with user departments to idantifyProblems and determine appropriate solutions;
provides training for end users as wen as for Manag~t Information Services staff, prepan~s
recommendations for hardware and software purchase and usage; participates in the evaluation,
selection, installation and implementation of office automation ~1 networking systems hardware
and software; provides technical support to Office Systems Analysts; designs training workshops
and facilitates information services instruction. May assist in the evaluation and implementation

DISTINGUISHING CHARACTERISTICS:
This class is distinguished from the Office Systems Analyst class in thai it has a higher level of
technical competency, and is respo~'ble for providing technical support for the decision making
process and networking of the City's computer systems, including desktop, se~er, and mainframe
computer sYstems. It is a non-supervisory position.
OUALIFICATIONS GUIDE:

Essential Duties:
Supervises police communications center supervisors and oversees the operation of the police
communications center and computer data control unit;
Supewises and schedules staff assigned to the communications center and computer data control

Monitors operational performance of the police communications center and computer data control
system, equipment, and personnel;
Coordinates maintenance of system and equipment with vendors and Management Information

Reviews operational logs to determine efficiency of operations;
Participates in operational crisis management;

public officials regarding police communications operations;

Is notified in the event of major emergencies and may return to the police communications center
to coordinate communications activities;
Administers and supervises contracts for non-computer communications related services;
Assures quality of operation and oversees the maintenance and repair of all communications and
data equipment used in the Police Communications Section;
Performs inspections on a regular basis of system, equipment, and staff;,
Develops short-term and long-term plans in meeting the police communications center's needs in
terms of growth, changes, priorities, and budget constraints;
Parlicipatee in the planning of the porK:e communication center's maintenance program and upgrade
efforts regarding system, equipment, and technology;,
Counsels supervisors in solving problems, and provides training to operation changes, laws,

DISTINGUISHING CHARACTERISTICS,,:
The incumbent is responsible for the day-to-day supervision of the Police Communications Center
and Computer Data Control Unit. This class is distinguished from the Police Captain in that the latter
has full management and administrative responsibility for division operations. Communications
Center Supervisors, on the other hand, provide direct supervision of personnel in a particular shift
functioning in the Police Communications Center.

Training and Experience:

field and three (3) years of progressively responsible experience in a professional superviso~y
capacity in communications for a public agency, preferably in police or fire operations operating
Computer Nded DIspatch system (CAD) and 9-1-1 emergency telephone equipment. Qualifying
experience beyond the required Ihree (3) years can be substituted for the education requirement on
a 2 for 1 basis (2 .years experience for 1 year of college).
