A. HEALTH CARE CONSULTANT
The Personnel Committee met to review the proposed agreement for the City's
Health Care Consultant. Staff presented a brief overview of the proposed scope of
work. Staff indicated that the proposed two-year agreement includes the
consultant's basic annual activities such as: benefits planning, renewal
negotiations, miscellaneous consulting for specialized benefit issues, and meetings
with staff, employees and the City Council. The annual fee for this work would be
$33,000 plus up to $1,000 for travel and lodging each year. The Committee
discussed the selection of the Health Care Consultant, and expressed satisfaction
with the work performed by Mr. Kaighan and Godwins Booke and Dickenson on
behalf of the City.
Councilmember Rowles had requested that the Committee review the marketing of
the health plans when this item was referred to Committee. Staff and the
Consultant noted that it has been four years since the plans were marketed. They
expressed some concerns about marketing the plans for 1997 due to the
anticipated changes to the retiree medical rates this July. There is likely to be a
significant shift in enrollment patterns which could affect the marketing effort. In
addition, to possibly change providers in such a short time frame relative to when
other plan changes (such as retirees moving to HMO plans or to the Medicare Risk
plans) are being implemented could be very disruptive and confusing to plan
participants. It was recommended that a strategy and time line be developed to
market the Fee-for-Service, HMO, Prescription Drug and Dental plans starting in
the first quarter of 1997 with an implementation date of January 1998. This work
would be included in the second year of the agreement with the consultant and
would be an additional $57,000. Due to current two-year rate guarantees for mental
health benefits and the limited market of vision plan providers, the decision to
market the mental health and vision plans can be delayed for consideration at a
later time and is not included in this proposal or fee. These plans could be
considered again prior to beginning the marketing effort and included if necessary.
This proposed marketing strategy and time line would provide adequate time to
communicate with the Joint Employee/City Insurance Committee and the Council
to identify desirable plan options to be considered; identify potential providers;
develop specifications; review, analyze and evaluate proposals; make final
recommendations to the City Council for consideration; communicate any plan or
provider changes to employee/retiree groups; and provide review of the process by
the .Personnel Committee.

The Committee voted unanimously to recommend the Council approve the two-year
agreement with Godwins, Booke, and Dickenson to include the basic annual
consulting activities, travel and lodging expense and the marketing of the Fee-for-
Service, HMO, Prescription Drug and Dental plans starting in the first quarter of
1997 with an implementation date of January 1998.

SUBJECT: New and Revised Job Specifications and Reclassifications
1. Resolution amending Resolutions 12-96 and 19-96 Setting Salaries and Related Benefits for
Employees of the White Collar and the General Supervisor), Units.
RECOMMENDATION:
Staff recommends referral to the Personnel Committee.
BACKGROUND: At the request of the Finance Director, classification reviews have been conducted for a number
of positions within the Finance Department: Accounting Clerk ~ Buyer I/II and Real Property Agent.
Accounting, Clerk I/II:
As part of an ongoing streamlining effort, the Human Resources Division has reviewed and concurs with the Finance
Director's Proposal to make the Accounting Clerk I and II positions into a flex series. In other words, similar to
Clerk Typist I/II and Secretary I/II, promotion would be made on a merit basis without examination, subject to
recommendation by the department head, verification of qualifications by the Human Resources Manager and
approval by the City Manager. Minimum qualifications for the II level would require an additional two years of
financial, statistical, fiscal or related recordkeeping work at the Accounting Clerk I level. Employees would be
eligible to be considered for promotion one year al~er appointment to the fii~h salary step in the Accounting Clerk
I salary range.
City department heads who currently have Accounting Clerk positions have been notified of this proposal. The
proposed job specification has been distributed for their review, and we have not received any adverse feedback.
This change will increase the efficiency of the promotional process by giving departments the ability to appoint
Accounting Clerk I's to the II level based on merit.
There is no immediate budgetary impact. As the respective department heads submit proposals to promote
;mployees to the II level, they will have to identif3r current salary savings or plan for the increases in future budgets,
as they do now for other flex classifications.

Real Property_ Agent
During 1995-96, an additional position was approved for the Property Management Section of the Finance
Department. It is currently filled with a temporary employee. The intent was to create an entry-level Real Property
Agent classification and reclassify the current Real Property Agent into a supervisory position.
A classification and compensation salary survey was conducted with the City's survey cities as well as Kern County.
Job specifications were collaboratively developed by the Human Resources Division and the Finance Department
and the following is proposed:
Real Property Agent I - entry-level flex position with salary range equal to
Telecommunicator II ($2231-$2713 per month)
Real Property Agent II - experienced working level position within the flex series
with salary range equal to Law Office Administrator
($2588-$3146 per month)
Senior Real Property Agent - supervisory position with salary range equal to
Building Inspector rll ($3687-$4482 per month)
The Human Resources Division recommends the current Real Properly Agent be reclassified to a Senior Real
· operty Agent with appointment to the fffih salary step of the new salary range (7.2% increase). Since the Senior
l~osition will be responsible for supervising the Property Management stall the Senior Real Property Agent
classification will be placed within the General Supervisory Unit and report directly to the Finance Director. The
additional position, which has never been filled, would be classified as a Real Property Agent I and report to the
Senior Real Property Agent. Accordingly, Real Property Agent I/II classifications will be assigned to the White
Collar Unit.
Due to existing vacancies, the Finance Department has adequate monies in the department budget to fund these
position increases in the current year.
Buyer I/II
Current job specifications for Buyer I and II are very outdated. Therefore, a classification and compensation study
was conducted by the Human Resources Division. In collaboration with the Finance Department, revised job
specifications have been prepared to reflect current responsibilities and assignments. The series has been designed
with the Buyer I as the trainee level responsible for some phases of purchasing work and the Buyer II as the journey
level performing the full range of purchasing duties.
As part of the ongoing streamlining efforts, a provision has been. included to make the Buyer Ifil a flex series so that
promotion may be without examination, subject to the recommendation of the department and approval of the
Human Resources Manager and City Manager. This would allow the Finance Department, in the case of a future
vacancy, to hire an employee as a trainee at the I level and promote them to the II level after meeting minimum
t~roficiency and time requirements. Employees would be eligible to be considered for promotion one year ~er
)pointment to the fifth salary step.

Updating the job specifications will require a commensurate updating of compensation levels. It is recommended
that both the current Buyer I and ri' salary levels be adjusted downward as follows:
Buyer I - current salary range of $2404-$2923 per month will be reduced
approximately 15% to $2048-$2491 equivalent to Police Service Technician
Buyer II. current salary range of $2961-$3598 per month will be reduced
approximately 15% to $2524-$3069 equivalent to Accountant I
Aside fi.om benchmarking with Kern County, these adjusted salary levels would establish an appropriate differential
between the I and II levels for a flex position. An employee at step 5 of the new Buyer I salary range would then
promote to step 2 of Buyer Il, thereby enhancing the career path. Readjusting the salary levels of Buyer I/ii is
consistent with past classification changes in the Purchasing Division. Since the City's Buyer II classification is no
longer used for the Purchasing Division lead position, it may appropriately be adjusted downward.
It is apparent that the incumbent in the current Buyer I classification functions in a journey-level capacity. This
position reports to the Purchasing Officer and performs purchasing activities for a wide variety of supplies, equipment
and services while exercising independent judgement within established guidelines. The incumbent handles all
purchases under $20,000 by contacting vendors, awarding bids and processing purchasing orders. Purchase order
signature authority, however, is reserved for the Purchasing Officer for amounts less than $500 and the Finance
'3irector for amounts greater than $500.
Therefore, the Human Resources Division proposes that the current Buyer I be reclassified to the revised Buyer Il
classification. Despite, the downward adjustment of salary ranges, the current Buyer I would receive an approximate
5% salary increase if reclassified to.the revised Buyer II salary level (step 5 at $3069 per month).
Due to existing vacancies, the Finance Department has adequate monies in the department budget to fund this
reclassification in the current year.
The Miscellaneous Civil Service Commission met on August 20, 1996 and approved the new and revised job
specifications and reclassification proposals. The Police Civil Service Commission met on August 7, 1996 and
approved the revised Accounting Clerk I/II job specifications.
Staff recommends that the resolution become effective the beginning of the first full pay period following Council
action.

DISTINGUISHING CHARACTERISTICS;
Accounting Clerk I is the entry-level class within the Accounting Clerk series. Under close
supervision, incumbents learn and perform a variety of. office and accounting clerical support
duties. This class is alternately staffed with Accounting Clerk II and incumbents may advance to
the higher level after gaining substantial program knowledge, demonstrating progressive
development in the scope of.duties, and functioning with minimal supervision.
Accounting Clerk I1 is the journey-level class within the Accounting Clerk series. Under general
supervision, incumbents perform the full range of.assigned duties. Adequate performance at this
level requires a general knowledge of' the functions pertaining to area of' assignment. Incumbents
solve routing problems based on knowledge gained through experience. This class is
distinguished fi.om Accountant I in that the latter performs significant technical or professional
accounting work.
