A. HEALTH PLAN MARKETING
Assistant City Manager John Stinson gave an update on the status of the Health
Plan marketing. The Committee at its last meeting on February 3, requested further
information from local brokers who were in attendance. They have provided the
additional information, and submitted quotes for health plans which appeared to be
different from the city's current plans. This is a concern because the city did not
solicit these quotes and the city is required to maintain current health benefits
pursuant to the memorandums of understanding with the different bargaining units.
Any changes to benefits must be negotiated with the bargaining units and be
reviewed by the Insurance Committee. Based on the material that has been
submitted, staff recommended that our health care consultant, Mr. Kaighan,
proceed with the Request for Proposals (RFP) and marketing of the health plans.
Staff has shared the information that was submitted by the local brokers with the
Insurance Committee for their review. The Insurance Committee at its meeting on
Friday, March 7, reviewed the materials submitted by the brokers and reconfirmed
their prior recommendation to proceed with the RFP and marketing of the health
plans directly with the health care companies.
It was clarified that we are in the second year of a two-year contract with our current
health care consultant, Herb Kaighan, and he has done what he was mandated to
do by the Council. Mr. Kaighan had been chosen by Council based on an RFP and
local brokers were included in that process. It was noted, that before the current
health care consultant contract ends in March of '98, the City would be in a position
to, again, send out an RFP for health care consultant services if the Council
desires.
The health care companies that the brokers are working with are on the list of
health providers to be sent the RFP. It was discussed and Mr. Kaighan agreed that
if it would expedite the process for health plan marketing, local brokers could be
allowed to submit proposals in response to the RFP. Staff indicated that if brokers
were included, the RFP should include language that requires identifying any
broker's commissions or fees.
Mr. Koerner requested that as he had brought three carriers to the table, and if
these three carriers become the best three carriers after Mr. Kaighan does an
analysis and an evaluation, that those carriers be issued and his company be
compensated. Staff clarified that they would not want to eliminate these or any

carriers from dealing directly with the city. The City Attorney indicated that there
would not be any additional fees depending on which vendor was chosen, and that
the figures for all quotes would have to be comparable and include any broker's
commission.
After discussion, Committee member Jacquie Sullivan made a motion to proceed
with the RFP as presented by Mr. Kaighan with the exception that it be amended
to allow the brokers to compete just as any other vendor for that business and
include language that says that any broker's commissions or fees be identified as
part of the quote so we would know what those amounts are. The Personnel
Committee unanimously approved the motion. Staff will proceed with the
distribution of the RFP with the above changes.

BACKGROUND: ~ -
Impending retirements have prompted the need to plan for succession, Therefore, the Public Works Director
has requested revision of the General Services Superintendent and Streets Superintendent job specifications. The
educational requirement has been increased to require a Bachelor's Degree. It is imperative that replacements
recruited for these positions possess the requisite technical and managerial skills normally obtained through the
higher education process. This is consistent with existing Superintendent job specifications in the Convention
Center, Fleet, Recreation, Solid Waste and Water. In addition, updates have been made where appropriate to
reflect current assignments and requirements. Current incumbents who do not have the degree will be
grandfathered in; however, new employees appointed to these positions will be required to possess the degree.
Summary
The revised job specifications will be presented to the Miscellaneous Civil Service Board at their regular meeting
on March 18, 1997. There is no budgetary impact as the salary grade for both positions will remain the same.
Staff recommends approval of the revised job specifications.

from the supervisory category in that the supervisors are responsible for direct supervision of an
operational section, whereas the Superintendent is responsible for all the sections within the division.

RECO1V~IENDATION:
Staff recommends referral to the Personnel Committee.
BACKGROUND:
As part of an ongoing effort to streamline Human Resources processes, a number of supervisory classifications
are being combined into two existing multi-divisional job specifications for Supervisor I and II. Specifically,
the classifications to be combined with the existing SUPervisor I are Supervisor I - Trees and Water Supervisor
I. The classifications to be included in the existing Supervisor II are Supervisor II - Wastewater and Water
Supervisor II. The existing Supervisor I/II specifications already include the following operational areas:
Convention Center, Fleet Services, General Services, Parks, Solid Waste and Streets.
This action will furu~er eliminate specialized classes and standardize supervisory classifications used in all
departments. There is currently a wide range of education and experience requirements for the different
classifications. Combining these classes will make the minimum qualifications more consistent across
~partments. All of the existing job classifications are in the General Supervisory Up. it and are compensated at
me same salary grade within the I and Ii levels. '

The current Supervisor I/ii specifications are dated~ For instance, Supervisor I was last revised in 1974. So we
have taken advantage of this opportunity to update assignments and minimum qualifications for these positions.
Increased administrative responsibility has been assigned to the Supervisor II positions throughout the City. A
number of factors have contributed to this trend, the most noteworthy being the continuing phaseout of the
Assistant Superintendent classification. It has become essential that employees at this level possess the requisite
writing, verbal, analytical and computer skills. Therefore, the educational requirement for this classification has
been increased to include college. Requiring at least two years of full-time college coursework will better prepare
prospective employees to meet the rigors of the Supervisor II responsibilities.
The minimum qualifications for Supervisor I are currently very outdated. In addition to a high school diploma,
the requirements include four years of general work experience, including one year in a position of lead
responsibility. Four years of general work experience is inadequate preparation for the various operational
specialties. Therefore, the job specification has been revised to require high school and three years of journey-
level experience in the appropriate program or related technical area.
Both Supervisor I and II specifications have been updated concurrently to clearly reflect the difference between
the I and II levels as well as reflect current assignments. The focus of the Supervisor I is that of a "working
supervisor" who oversees field operations. Supervisor II is intended to function both as an "operations" and
"administrative" supervisor requiring previous lead/supervisory experience, college education and administrative,
mlytical, computer and report writing skills. Neither college coursework nor previous lead/supervisory
experience is being required at the I level because it is considered a "supervisor-in-training" position.
Structuring the specifications this way will give the operating departments the latitude to develop current
employees on a supervisory track by appointing at the I level, while at the same time having the ability to hire
at the advanced level when necessary. Employees who do not possess the required college education would have
the opportunity to compete for Supervisor I positions while at the same time preparing themselves for
advancement by taking advantage of the City's tuition reimbursement program.
Current incumbents who do not meet the educational requirements will be grandfathered in; however, new
employees appointed to Supervisor II will be required to Possess the requisite two years of college.
Summary_
Supervisor I and II are multi-divisional classifications used in Community Services, Public Works, Water
Resources or other related depam'nents. All affected departments have been involved in the development of the
revised specifications and their input has been incorporated.
S.E.I.U. has been advised of and concurs with the proposed revisions. The revised job specifications will be
presented to the Miscellaneous Civil Service Board at their regular meeting on March 18,1997. There is no
budgetary impact as the salary grade for all supervisory positions will remain the same. Staff recommends
approval of the revised job specifications, associated reclassifications and the resolution deleting the obsolete
'assifications from the salary schedule. Staff also recommends that the resolution and reclassifications become
,~ffective the beginning of the first full pay period following Council action.

skilled and unskilled employees; oversees assignment of equipment; evaluates employee performance;
recommends progressive discipline; maintains records; identifies and resolves problems; responds to
emergencies and public inquires; performs special projects or other work as required.

Convention Center:
Supervises Convention Center maintenance activities and the preparation for events; communicates
with Convention Center clients in interpreting event requirements; ensures safety of the public as well
as stafl~ maintains specialized seating and staging equipment.
Fleet Services:
Supervises daily fleet maintenance operations; provides technical assistance to staff] ensures current
registration and licensing of fleet vehicles and compliance with relevant codes; recommends the
purchase, sale or disposal of new and used vehicles and equipment; coordinates the scheduling of
equipment and vehicle maintenance and repairs with all City departments and divisions.

Possession of a valid Class "C" California Driver's License for all positions. A higher level driver's
license, Class "A" or "B", may be required in depending on the assignmem. If a higher level license
is required, applicants may be required to obtain the appropriate permit prior to appointment and the
actual driver's license within the six-month probationary period. Driver's license requirements are
subject to change based on business necessity.
Possession of a Grade III or higher Wastewater Treatment Plant Operator Certificate issued by the
State Water Resources Control Board is required in Wastewater.
Physical Conditions or Special Working Conditions:
May involve: standard office and/or shop environment; unpleasant and potentially hazardous
conditions; outdoor work in all weather conditions; work in confined areas and heights. May be
required to work nights, weekends, holidays and multiple shills.

CLASS TITLE: SUPERVISOR
CLASS SUMMARy:
This is a multi-divisional classification for use in the Community Services, Public Works, Water
Resources or other related departments.
Under general direction, performs supervision and technical work in the operation, maintenance or
repair of municipal facilities and equipment; participates in staff selection, training and development;
organizes, assigns and reviews the work of skilled, semi-skilled and unskilled employees; oversees
assignment of equipment; evaluates employee performance; recommends progressive discipline;
prepares technical reports, correspondence and other written materials; maintains records; identifies
and resolves problems; performs administrative analyses in support of department or division
activities; responds to emergencies and public inquires; participates in budget preparation; participates
in the development and implementation of goals, objectives, policies, procedures and work standards;
performs special projects or other' work as required.
REPRESENTATIVE DUTIES:
In addition to the above, the following typical tasks and responsibilities are representative of the
position's essential duties. They are descriptive, not limiting..
Essential Duties:
Convention Center:
Directs Convention Center maintenance activities and the preparation for events; communicates
extensively with Convention Center clients in interpreting event requirements; ensures safety of the
public as well as staff; coordinates ongoing projects completed 'by other City divisions; implements
program for efficient transition of events; coordinates scheduling of outside service providers;
maintains specialized seating and staging equipment; monitors public assembly facility trends in
building operations and maintenance systems and techniques.
Fleet Services:
Supervises daily fleet maintenance operations; provides technical assistance to staff~ evaluates
assigned vehicle and fleet equipment purchase requests and develops specifications to ensure
purchases meet City and user needs; researches new operational methods, techniques and equipment;
directs the inventory of necessary tools, supplies and equipment; prepares plans, specifications and
bids for contract work; develops written maintenance instructions and schedules; ensures current
registration and licensing of fleet vehicles and compliance with relevant codes; recommends the
purchase, sale or disposal of new and used vehicles and equipment; coordinates the scheduling of
equipment and vehicle maintenance and repairs with all City departments and divisions.
General Services:
Supervises the minor construction, erection, painting and maintenance of all City-owned facilities;
supervises traffic marking and signage; supervises maintenance of the municipal airport; supervises
painting, carpentry and plumbing repairs on City buildings; supervises heating and air conditioning
employees in the complete maintenance of specialized equipment; supervises .electricians in electrical
maintenance on all city-owned facilities, traffic signals and street lighting; supervises custodial staff
at various City facilities; supervises the graffiti eradication program.

OUALIFICATIONS GUIDE:
The basic requirements are common to all divisions with the provision that the education, experience,
knowledge, skills and abilities may be specified in the appropriate technical program area.
Knowledge of: Public administration principles and methods including goal setting, policy and
procedure development and implementation; budget development and administration; employee
supervision, training and evaluation; principles, practices and procedures related to the technical
program area assigned; types and uses of related tools and equipment; safety practices, safe work
methods and safety regulations related to work; computer applications related to work.
Ability tO: Plan, organize, coordinate, direct, assign, review and evaluate the work of a diverse
group of employees engaged in a variety of tasks; analyze complex technical and administrative
problems, evaluate alternatives and recommend or adopt effective solutions; coordinate multiple
complex projects and meet critical deadlines; exercise independent judgment and initiative within
established guidelines; develop and implement goals, objectives, policies, procedures, work standards
and internal controls; prepare clear and concise records, reports, correspondence and other written
materials; maintain effective working relationships; interpret laws and regulations; utilize a computer

Training and Experience:
Graduation from an accredited college or university with an Associate's Degree in the appropriate
program or related technical area (Convention Center, Fleet, General Services, Parks, Trees, Solid
Waste, Streets, Water, Wastewater, etc.) and three (3) years experience in the appropriate program
or related technical area of which two years have been at a lead/supervisory level. Two years of full-
time college coursework at an accredited college or university in the appropriate program or related
technical area will be considered equivalent to the Associate's Degree.
Licenses. Certifications or Special Requiremen~,~:
Possession ora valid Class "C" California Driver's License for all positions. A higher level driver's
license, Class "A" or "B", may be required in depending on the assignment. Ifa higher level license
is required, applicants may be required to obtain the appropriate permit prior to appointment and the
actual driver's license within the six-month probationary period. Driver's license requirements are
subject to change based on business necessity.
Possession of a Grade III or higher Wastewater Treatment Plant Operator Certificate issued by the
State Water Resources Control Board is required in Wastewater.
Physical Conditions or Special Working Conditions:
May involve: standard office and/or shop environment; unpleasant and potentially hazardous
conditions; outdoor work in all weather conditions; work in confined areas and heights. May be
required to work nights, weekends, holidays and multiple shii~s.

CLASS CHARACTERISTICS:
Under general supervision, performs supervisory work in the custodial
care and general maintenance and repair of municipal buildings; direc-
ting the operations of street cleaning crews and sewer, parks, and
street maintenance, or refuse collection; and performs other work as
required.
EXAMPLES OF DUTIES:
Supervises a staff engaged in building cleaning work; assigns and
supervises the work of crews engaged in the planting and care of. trees,
shrubs, and turf; inspects and checks trees to be pruned, sprayed, or
felled; assigns men and equipment and inspects results; supervises the
development, maintenance, cleaning,-and protection of park grounds,
facilities, buildings, and courts; prepares work schedules for irriga-
tion, mowing, trimming, fertilizing and cleaning of turf, care of
plantings, and service of public restrooms; supervises and assigns
the work of crews engaged ig__s, treet maintenance and street cleaning;

CLASS CHARACTERISTICS:
Under general supervision, performs supervisory work in the care
and maintenance of trees, including topping, trimming, felling,
planting and removal of trees; and performs other work as
required.

Supervises and assigns the work of crews engaged in tree trimming,
maintenance and care of trees; inspects and checks trees to be
pruned, sprayed, or felled; prepares work schedules for trimming,
spraying and care of trees; transfers workers from one project to
another as work load changes; inspects the quality of work
performed by tree maintenance crew; provides assistance and advice
to tree maintenance crew; assists in preparation of budget';
coordinates the use of available personnel and equipment to obtain
maximum utility; enforces safety and other regulations established
by the department; receives, investigates, and resolves complaints
from the public; assists in training personnel; evaluates and
recommends changes in work loads and procedures; checks equipment
going out on assigned schedules; prepares performance evaluations;

DESIRABLE MINIMUM QUALIFICATIONS;
Traininq and Experience: Graduation from high school or

including two (2) years in a position of lead responsibility.
Knowledqe, Abilities, and Skills: Considerable knowledge of the
identification, growing characteristics, methods, practices,
tools, and materials used in tree maintenance; considerable
knowledge of occupational hazards and safety regulations and
practices.
Ability to plan, coordinate, and supervise the work of
subordinates in a manner conducive to full performance and good
morale; ability to deal with emergencies; ability to train
employees; ability to maintain records and to prepare reports;
ability to deal courteously and tactfully with the general public;

CLASS CHARACTERISTICS:
Under general supervision, performs supervisory work and participates
in the operation, maintenance, and repair of equipment and facilities
of the municipal sewage treatment plants; and performs other work as
required.
EXAMPLES OF DUTIES:
Makes regular inspections of sewage treatment plants to determine that
equipment is functioning properly and operations are meeting estab._
lished standards; discusses with immediate supervisor reports of plan-
ned operations during each shift and receives instructions concerning
changes in procedure or special situations; supervises the. repair and
overhaul of engines, pumps, and other plant machinery; supervises the
maintenance and repair of buildings, installations, and grounds; main-
tains operating and time reports; maintains records of materials and
equipment used; makes routine purchases as required; inspects and
supervises maintenance of pumping stations throughout the sewer system;
maintains time sheets and work records, and draws up periodical reports.
DESIRABLE MINIMUM QUALIFICATIONS:
Training and Experience: Graduation from high school or vocational
school, or attainment of a satisfactory score on a G.E.D. test, sup-
plemented by training in sewage treatment plant operation, and experi-
ence in the operation and maintenance of sewage treatment plant equip-
ment, including some supervisory experience; or an equivalent combina-
tion of training and experience which will provide the capabilities
to perform the described duties.
Knowledge, Abilities, and Skills: Considerable knowledge of the prin-
ciples and practices involved in the treatment and disposal of sewage;-
considerable knowledge of the functions and operating characteristics
of sewage treatment machinery and equipment, and of its servicing and
maintenance requirements.
Ability to plan and supervise the work of treatment plant operators
engaged in the operation, maintenance, and repair of sewage disposal
machinery and equipment; ability to supervise the maintenance and re-
pair of buildings, machinery, equipment, and grounds; ability to main-
tain a variety of records and to prepare reports on plant operation.
Licenses or Certificates: Possession of a valid Class 3 California
driver's license; possession of a Grade III Waste Water Plant Operator
Certificate issued by the State Water Resources Control Board.

CLASS CHARACTERISTICS:
Under general supervision, is responsible for the daily distribution of water
to specified headgates and consumers. Provides direct field supervision of
canal tenders, heavy equipment operators, maintenance and weed control personnel'
and other related duties. '
EXAMPLES OF DUTIES:
Under direction, supervises field activities relating to river operations,
canal capacities and consumer deliveries, Coordinates the use of available
equipment to obtain maximum utility; checks projects for conformance to work
plans; inspects work sites and gives advice and assistance to crews, responds
to field emergencies and makes arrangements for appropriate action and follow-
up; maintains job reports; makes employee evaluations and other employee
related reports. Supervises weed control personnel and weed control contractors
in field to insure proper chemical applications. Responsible for administration
of safety rules and equipment to field personnel; reports daily the condition
of river and canal weirs, headgates and delivery gates; responsible for locating
and abating rodent activity, aquatic and surface weed gTowth in and around canal
banks; insures that heavy equipment, water pumps, generators, etc. are serviced
and ready for routine or emergency use; is responsible to maintain inventories
of weir lumber, weed control chemicals, soil sealants., security locks and fencing
materials; must be able to estimate materials and manpower required to complete
routine maintenance jobs; responsible to secure proper burning permits from
local agencies.

Training and Experience: Graduation from high school with supervisory background
and five years experience in water operations; experience with heavy equipment
helpful; or an equivalent combination of training and experience which provides

maintenance practices, operation and maintenance of river weirs and system
capacities; knowledge of accepted water measuring methods; ability to maintain
varied work and equipment records.
