NEW AND REVISED JOB SPECIFICATIONS At its meeting of September 25, the City Council referred revised job specifications for City Clerk and Public/Fire Safety Education Specialist, and new specifications for Geographic Information Systems (GIS) Coordinator, Senior Office Systems Analyst, and Communications Operations Supervisor; and a resolution amending Resolutions 12-96 and 19-96 setting salaries and related benefits for employees of the White Collar, Police Supervisory and the General Supervisor Units to the Personnel Committee. The Human Resources Director gave an overview. Two existing job specifications City Clerk and Public/Fire Safety Education Specialist have been updated. Job specifications have been developed for GIS Coordinator and Senior Systems Analyst for Management Information Services, and Communications Operations Supervisor for the Police Department as approved in the 1996-97 Budget. City Clerk. The retirement of the City Clerk has prompted the need to recruit a replacement. The job specification has not been updated since 1985. Other cities were contacted to obtain benchmark classification and compensation information. Accordingly, minor changes have been made to duties, knowledge, abilities, and minimum qualifications have been revised to include a key qualification to require a Certified Municipal Clerk (CMC) certificate. Consistent with the majority of survey cities, we are still requiring a bachelors degree, but a provision has been included to allow a substitution of qualifying experience for up to two years of the required education. There is no budgetary impact as the salary range will remain the same. The City Attorney suggested that it is important to include language that the City Clerk is the official custodian of City records, the Committee agreed, and staff will add this responsibility to the specification. Public/Fire Safety Education Specialist. This position was vacated about three years ago, and then reauthorized and included in the 1996-97 Budget. The language in the specification was updated with essentially the same salary range. Graphic Information Systems (GIS) Coordinator. This is a new position in Management Information Services that was approved in the 1996-97 Budget. This is a professional position with functional oversight responsibilities and will be working with City Departments to coordinate all GIS information. Minimum qualifications will include a required B.S. degree and experience will be required. Senior Office Systems Analyst. This is a new position in Management Information Services approved in the 1996-97 Budget and created at a level to provide a career AGENDA SUMMARY REPORT PERSONNEL COMMITTEE Tuesday, October 1, 1996 Page -3- progression from the existing Office Systems Analyst position. The Senior position will be responsible for Networking in the City. This would be a technical position to give direction to the other analysts, and to do training throughout the City as required. Proposed minimum qualifications are consistent with the internal benchmark classes of Benefits Technician or Administrative Analyst II, which will require a B.S. degree and two years of recent experience equivalent to Office Systems Analyst. Additional qualifying experience may be substituted for the required education on a year-for-year basis to a maximum of two years. Also, a Novell NetWare certification or equivalent will be required. ¢ommur~ications Operations Supervisor. Funding for this new nonsafety position is included in the 1996-97 Budget for the Police Department and a new job specification has been developed. This position will supervise the area of the data center and communications center and will be in place of a sworn officer. Minimum qualifications for this position are a B.S. degree and three years of professional supervisory experience and additional qualifying experience may be substituted for the required education. The Fire Civil Service Commission met on August 29, 1996 and approved the revised Public/Fire Safety Education Specialist specification. The Miscellaneous Civil Service Commission met on September 17, 1996 and approved the new and revised job specifications for City Clerk, GIS Coordinator and Senior Office Systems Analyst. The Police Civil Service Commission met on September 18, 1996 and approved the job specification for Communications Operations Supervisor. The Committee approved staff's recommendations for the new and revised job specifications and the resolutions setting these salaries. This item will be placed on the October 9, 1996 City Council agenda for approval by the full Council. 7. BACKGROUND: In response to the 1995 Wastewater Division conversion to a one-shill, 8-hour operation from the prior round-the- clock operation, the job specifications for Wastewater Treatment Plant Operator IflI have been revised. SpecifiC, to meet State requirements and promote flexibility of assignments, employees are now required to obtain the Grade il Operator's Certificate issued by the California State Water Resources Control Board within three years after receiving Grade I certification. Previously, employees were not required to advance beyond the Grade I; however, now due to reduced staffing and the requirement for Wastewater Treatment Plant Operators to perform the full range of assignments, the Grade II Certificate is essential. As before, Wastewater Treatment Plant Operator I's who obtain a valid Grade II Operator's Certificate are elig~'ble for promotion to the ii level subject to the Public Works Director's recommendation and approval by the City Manager or his designee. Currently, there is only one employee at the Wastewater Treatment Plant Operator I level who does not have a Grade II Operator's Certificate. Therefore, this employee will be given three years to obtain such certification from the date the revised specifications are approved. In addition, updates have been made where appropriate to reflect current requirements. Possession ora Class "B' driver's license is now required prior to the expiration of an employee's six-month probationary period. REPRESENTATIVE DUTIES: The following typical tasks and responsibilities are representative of all positions in the class. They are descriptive, not limiting. DISTINGUISHING CHARACTERISTICS: Wastewater Treatment Plant Operator I is the entry level class in wastewater treatment. Under direct and general supervision, incumbents learn and perform a variety of duties in the operation, maintenance and repair of a wastewater treatment plant. Operators in this classification are responsible for the operation of the more routine treatment units and processes within the treatment plant. A fully trained and competent Wastewater Treatment Plant Operator I may be assigned as a "lone" operator during certain shifts. QUALIFICATIONS GUIDE: Knowledge of: Operation and servicing requirements of plant machinery and equipment including pumps, motors, valves, engines, piping and blowers; hazards relative to industrial plants; safety equipment practices and procedures. BACKGROUND: As pan of an ongoing effort to streamline Human Resources processes and prOvide more flexibility in terms of work assignments, six existing job specifications are being broadbanded into one Service Maintenance Worker classification. These classifications are: Canal Tender I, Sanitation Worker I, Sewer Maintainer I, Street Maintainer, Traffic Painter I and Tree Maintainer I. All of the existing job classifications are in the Blue Collar Unit, have similar minimum qualifications and are compensated at the same salary scale. This is the beginning of an effort to eliminate specialized classes and standardize the entry-level maintainer classifcations used in all departments. This action will provide flexfoility within ,he various departments (Water Resources, Community Services and Public Works) to laterally transfer employees, .~vide enhanced career opportunities for employees to gain more experience in different types of areas, and will reduce the time and duplication of testing and certification involved in recruitments for these classifications. Ordy s:\adminrpt\broadbnd.wpd ADMINISTRATIVE REPORT Page 2 one recruitment for entry-level maintenance workers will be conducted rather than the six currently required which will streamline Human Resources processes and benefit operating departments by reducing lead time to fill vacancies. The process of combining these positions has been evolving for quite some time. In December 1994, a recommendation was proposed to the Miscellaneous Civil Service Board to allow Sanitation Worker I employees to transfer laterally to the positions of Street Maintainer, Canal Tender I and Park Maintainer. Due to the downsizing of the Solid Waste Division resulting from automation efforts, a number of Sanitation Worker I employees were being displaced. To avert layoffs and based on the determination that these positions have similar minimum qualifications, the Miscellaneous Civil Service Board approved this request. Employees were allowed to transfer laterally, without examination, subject to the approval of both department heads involved. These classifications were included in the recommendation because of current and projected vacancies at that time. In another effort to streamline current processes and provide more flexibility in terms of work assignments, a subsequent request was presented to and approved by the Miscellaneous Civil Service Board at their January 16, 1996 meeting. This request asked the Board to consider the equivalency of the Park Maintainer and Tree Maintainer I classifications for lateral transfer purposes. Again, employees in these two classifications were allowed to transfer laterally without ex _amination. In a similar action on October 3, 1996, the Miscellaneous Civil Service Board made a determination that Sewer Maintainer I and Street Maintainer are effectively the same class for purposes of appointment from the eligible list and lateral transfers. The Board approved the request to use the existing Street Maintainer eligible list for a current Sewer Maintainer I vacancy. At this time, the current Park Maintainer positions are not being reclassified to Service Maintenance Worker because not all Park Maintainers are required to possess a Class "B" driver's license. This will give the Director of Recreation and Parks the opportunity to evaluate the parks positions in terms of any potential reorganization. Therefore, it is possible only a portion of current Park Maintainer positions will subsequently be included in the Service Maintenance Worker classification. City employees in the affected classifications who do not currently have a Class "B" driver's license will be given the requisite training and assistance to obtain such license. There is no budgetary impact as the salary range for the Service Maintenance Worker classification will remain the same as the salary range for the existing classifications. S.E.I.U. has been advised of and concurs with the proposed change. The Union was also involved with finalizing the job specification for the newly created Service Maintenance Worker. The Miscellaneous Civil Service Commission met on December 13, 1996 and approved broadbanding Canal Tender I, Sanitation Worker I, Sewer Maintainer I, Street Maintainer, Traffic Painter I and Tree Maintainer I into the new Service Maintenance Worker classification and the proposed reclassifications. Staff recommends approval of the new job specification, associated reclassifications and the resolution setting the salary of the new classification. Performs a wide vari~q), of duties related to maintenance and equipment operation. A broad range of equipment may be operated. Employees may be required to work on a 24-hour rotational shift basis including weekends, holidays and declared emcn'gencies. Street Maintenance: Drives a variety of equipment transporting dirt, sand, debris, construction materials, road sweepings and equipment of various kinds; loads and unloads trucks alone or with assistance of an assigned helper; drives and operates a vibrating roller, skip loader, dump truck or other related equipment in moving dirt, sand, debris, road sweepings and other materials; loads trucks; operates patch trucks and other related equipment; assists in maintaining streets; performs hand cleaning and maintenance work. Traffic Painting; Works on a crew which paints curbs to prohibit or restrict parking, paints such things as traffic islands and channelized traffic lanes; assists in the removal of unwanted lines or symbols on pavement; assists in the assembly of street markers, stop signs and other various traffic control signs; prepares, primes and paints various posts and signs; operates related equipment. DISTINGUISHING CHARACTERISTICS: Service Maintenance Worker is an entry-level class. Under direct supervision, incumbents learn and perform a wide variety of duties in the maintenance and operation of City facilities and equipment. Service Maintenance Worker is differentiated from higher-level maintenance classifications in that Service Maintenance Workers have minimal experience and skills and are trained on-the-job whereas the latter classes are journey-level and more specialized to the assignment. QUALIFICATIONS GUIDE: Knowledge of: Common tools, equipment and materials used in maintenance work; operation and maintenance of a wide variety of equipment; safe work methods and safety regulations pertaining to the work. Ability to: Perform a variety of maintenance work; interact effectively with the public and other City staff~ perform basic arithmetic; carry out routine work assignments without close supervision; understand and follow both oral and written instructions; safely operate City equipment. Willingness to perform required manual tasks. Traininl~ and Experience: One year of experience in the operation of light and medium duty vehicles such as: dump trucks, water trucks, commercial delivery vehicles, small tractors, small loaders, light construction equipment, etc. Licenses~ Certificates or Special Requirements: Possession of a valid Class "B" California driver's license or Class "B" permit (in which case aClass "B" California driver's license must be obtained within the six month probationary period.) Physical Conditions or Special Working Conditions: Must possess sufficient strength and stamina to lii~ and remove objects weighing up to 50-80 pounds, depending on job assignment. Must be willing to work outdoors in all weather conditions and to work in confined areas and from heights and with exposure to unpleasant and potentially hazardous conditions.
