6. NEW BUSINESS
A. GENERAL SERVICES DIVISION ORGANIZATIONAL ISSUES
The Public Works Director gave a brief overview of the proposed changes. The
original request for elimination of the Supervisor position in the General Services
Division was amended due to the recent vacancy in the Assistant Superintendent
Position. Staff is recommending filling the Supervisor position, which would be
consistent with the other divisions in the Public Works Department. Staff is also
recommending adding a Clerk Typist I for the graffiti program to allow the Graffiti
program coordinator to ensure educational outreach to the entire community. Due
to increased workload a Trades Assistant position is also requested to work with
graffiti and building maintenance. By utilizing savings in eliminating the Assistant
Superintendent position, the two new positions will require no increase in cost.
Committee member Sullivan made a motion to approve the changes as requested
above. Approved by the Committee.
B. 1998 PERSONNEL COMMITTEE MEETING CALENDAR
A motion was made by Committee member Salvaggio to approve the calendar as
submitted. Approved by the Committee.
7. ADJOURNMENT
The meeting was adjourned at 4:15 p.m.

SUBJECT: Reclassification: Light Equipment Operator to Heavy Equipment Operator - Water
RECOMMENDATION:
Staff recommends referral to the Personnel Committee.
BACKGROUND:
Water Resources has requested a classification review of the Light Equipment Operator position in their department.
Effective February 1995, the responsibility for sump maintenance was transferred from the Streets Division to the
Water Resources Department. A Heavy Equipment Operator was utilized to perform sump maintenance in Streets.
For the last year, the Light Equipment Operator has been performing sump maintenance in the Water Resources
Department in addition to the higher level responsibilities of canal/river maintenance assigned to a Heavy Equipment
Operator. The incumbent has been receiving premium pay for such over this time period.
A job audit was conducted on November 3, 1997 by the Human Resources Division to determine the appropriate
classification of the Light Equipment Operator position. As a benchmark, the current Heavy Equipment Operator
in the Water Resources Department was also interviewed. Both positions are assigned essentially the same
functions. In addition, if the Light Equipment Operator position was vacated, the department would appoint a Heavy
Equipment Operator- Water.
Summary
The incumbent has been performing Heavy Equipment Operator duties for the last year and meets the minimum
qualifications for this class. Therefore, the Human Resources Division recommends reclassification to Heavy
Equipment Operator - Water.
There will be no budgetary impact as the 1997-98 Water Resources Department budget was approved with funding
for the Heavy Equipment Operator salary for this position.
S.E.I.U. has been advised of and concurs with the proposed reclassification. This issue will be presented to the
Miscellaneous Civil Service Board at their regular meeting on November 18, 1997.
Staff also recommends that the reclassification become effective the beginning of the first full pay period following
Council action.
