NEW BUSINESS A. NEW AND REVISED JOB SPECIFICATIONS At its meeting of September 11, the City Council referred new and revised job specifications and reclassifications, and a resolution amending Resolutions 12-96 and 19-96 setting salaries and related benefits for employees of the White Collar and General Supervisory Units to the Personnel Committee. The Human Resources Director gave an overview of the proposed new and revised job specifications and reclassifications: Accounting Clerk 1/11, Real Property Agent I, Real Property Agent II, Senior Real Property Agent, and Buyer 1/11. The reclasses are basically in the Finance Department and the Accounting Clerk 1/11 is actually Citywide although primarily in the Finance Department. For the Accounting Clerk 1/11 specification, the Accounting Clerk II position was updated, and we are recommending that this be made a flex class so the department head may recommend promotion to the level II position when all qualifications are met. During 1995-96, an additional position was approved for the Property Management Section of the Finance Department. The intent was to create an entry-level Real Property Agent classification and reclassify the current Real Property Agent into a supervisory position. Staff is recommending the following classifications for the Real Property section: Real Property Agent I as an entry level position, Real Property Agent II, and Senior Real Property Agent which would be a supervisory position. Due to existing vacancies, the Finance Department has adequate monies in the department budget to fill the Real Property Agent I and to reclassify the current Real Property Agent to the supervisory position of Senior Real Property Agent. The current Buyer I and II job specifications were very outdated and have been revised. In a streamlining effort, a provision has been included to make the Buyer 1/11 a flex series. The Buyer I classification has been downgraded and would be an entry-level position. The Buyer II classification is no longer used for the Purchasing Division lead position, and it has appropriately been adjusted downward. Staff is recommending that the current Buyer I be reclassified to the revised Buyer II classification, which allows for a salary increase of approximately 5% in the revised classification. The Finance Department has adequate monies in the department budget to fund this reclassification in the current year. AGENDA SUMMARY :3RT PERSONNEL COMMITTEE Tuesday, September 24, 1996 Page -3- All of the new and revised job specifications and reclassifications have been reviewed and are supported by Chuck Waide representative for the Blue and White Collar workers. The Miscellaneous Civil Service Commission met on August 20, 1996 and approved the new and revised job specification and reclassification proposals. The Police Civil Service Commission met on August 7, 1996 and approved the revised Accounting Clerk 1/11 job specifications. Upon approval by the Committee and the City Council, staff recommends that the resolution become effective the beginning of the first full-pay period following Council action. The Committee unanimously approved staff's recommendatiOn for the new and revised specifications and reclassifications, and recommended forwarding to the full Council for approval and adoption of the resolution. The next Personnel Committee meeting is scheduled for October 1. 7.
