6. NEW BUSINESS
A. HEALTH CARE CONSULTANT
The Personnel Committee met to review the proposed agreement for the City's
Health Care Consultant. Staff presented a brief overview of the proposed scope of
work. Staff indicated that the proposed two-year agreement includes the
consultant's basic annual activities such as: benefits planning, renewal
negotiations, miscellaneous consulting for specialized benefit issues, and meetings
with staff, employees and the City Council. The annual fee for this work would be
$33,000 plus up to $1,000 for travel and lodging each year. The Committee
discussed the selection of the Health Care Consultant, and expressed satisfaction
with the work performed by Mr. Kaighan and Godwins Booke and Dickenson on
behalf of the City.
Councilmember Rowles had requested that the Committee review the marketing of
the health plans when this item was referred to Committee. Staff and the
Consultant noted that it has been four years since the plans were marketed. They
expressed some concerns about marketing the plans for 1997 due to the
anticipated changes to the retiree medical rates this July. There is likely to be a
significant shift in enrollment patterns which could affect the marketing effort. In
addition, to possibly change providers in such a short time frame relative to when
other plan changes (such as retirees moving to HMO plans or to the Medicare Risk
plans) are being implemented could be very disruptive and confusing to plan
participants. It was recommended that a strategy and time line be developed to
market the Fee-for-Service, HMO, Prescription Drug and Dental plans starting in
the first quarter of 1997 with an implementation date of January 1998. This work
would be included in the second year of the agreement with the consultant and
would be an additional $57,000. Due to current two-year rate guarantees for mental
health benefits and the limited market of vision plan providers, the decision to
market the mental health and vision plans can be delayed for consideration at a
later time and is not included in this proposal or fee. These plans could be
considered again prior to beginning the marketing effort and included if necessary.
This proposed marketing strategy and time line would provide adequate time to
communicate with the Joint Employee/City Insurance Committee and the Council
to identify desirable plan options to be considered; identify potential providers;
develop specifications; review, analyze and evaluate proposals; make final
recommendations to the City Council for consideration; communicate any plan or
provider changes to employee/retiree groups; and provide review of the process by
the Personnel Committee.

The Committee voted unanimously to recommend the Council approve the two-year
agreement with Godwins, Booke, and Dickenson to include the basic annual
consulting activities, travel and lodging expense and the marketing of the Fee-for-
Service, HMO, Prescription Drug and Dental plans starting in the first quarter of
1997 with an implementation date of January 1998.
