HomeMy WebLinkAboutRES NO 028-01RESOLUTION NO.--0~ 0 1' RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAKERSFIELD IN SUPPORT OF PURSUIT OF THE DEVELOPMENT OF THE KERN BLUFFS CORRIDOR OPEN SPACE PLAN. WHEREAS, northeast Bakersfield contains unique biological resources and topography in close proximity to the urban core of metropolitan Bakersfield; and WHEREAS, these natural lands are in the beginning stages of experiencing pressure from pending development; and WHEREAS, a coalition of community groups desires to develop a plan to protect existing open space, biological resources, and preserve existing wildlife habitat along with passive public use in the form of multi-use trails; and WHEREAS, there is a wide variety of open space uses in the bluffs and hills of northeast Bakersfield, including hiking, bird watching, horseback riding, bicycling, hang gliding, off-road vehicle riding, model plan flying and other pursuits; and WHEREAS, many have expressed an interest in providing for continuation of their activities, and WHEREAS, involving the above mentioned interests and others who have property interests in the area in a collaborative planning program is encouraged by the City Council; and WHEREAS, the City Council through adopted policies in the Metropolitan Bakersfield 2010 General Plan does support the preservation of open space, protection of biological resources and existing wildlife habitat. NOW, THEREFORE, BE IT RESOLVED and found by the Council of the City of Bakersfield as follows: 1. The City Council supports an open and all inclusive planning process. 2. Supporting goals and policies of the general plan include the following: A. Biological Resources: Goals (1) To conserve and enhance habitat areas for designated "sensitive" animal and plant species. (2) Investigate the feasibility of including natural areas selected for the plan as a component of the regional p~l~c'~_.~--" habitat conservation system. ~. ~ 0~IGINA[ Policies Capitalize on the Kern River, parks, steep hills, and canal as organizational elements for the Bakersfield area, creating activity corridors around which development and recreational uses can be focused. (2) Conserve and enhance Bakersfield's biological resources in a manner which facilitates orderly development and reflects the sensitivities and constraints of these resources. B. Open space: Policies (1) Conserve and enhance the unique aspects of open space within the planning area. (2) Create an integrated system of open space amenities in the planning area. (3) Locate and site development to minimize the disruption of open space areas. (4) Acquire new lands for open space. C. Trails: Policies (1) Encourage the development of a trail system for hiking, equestrian and bicycling purposes. (2) Design equestrian trails, hiking and bicycling rights-of-way to minimize user conflicts between them. The City Council hereby extends its support to the efforts of the Kern Bluffs Corridor Citizens Coalition and the many other residents who have interests in the future of the northeast to pursue public and private assistance in the development of the Kern Bluffs Corridor Open Space Plan. ......... 000 ........
