FORMATION OF MAINTENANCE DISTRICT N0. 10-
PROJECT DESCRIPTION
Proposed Maintenance District No. 10 is bounded on the North by White Lane,
on the East by South "H" Street, on the South by Pacheco Roacd, on the West
by Hughes Lane, and on-the Northwest by the Southern Pacific Railroad. The
district is designed to provide funding for the maintenance of any neigh-
borhood park, slopes, medians, parkways and street landscaping, including,
but not limited to walls, signs, and recreation and play equipment in the
above described location. Funding would be accomplished through an annual
assessment levied on lots receiving benefits within the project area. The
proposed district includes approximately 127 gross acres consisting of 220
single family residential lots on 54.22 acres (Tentative Tract 4734), an
undetermined number of lots on the 25.65 acres zoned R-3 (Limited Multiple
Family) which have been limited to 570 multi-family dwelliing units (GPA
2-83, Segment Iv); 3.0 acres of A (Agricultural) Zone; 1.8 acres of C-0
(Commercial-Professional Office) Zone; 3.3 acres of C-1 (Limited
Commercial) Zone; 17.7 acres of C-2 (Commercial) Zone; 21.2 acres of M-1-D
(Light Manufacturing Zone). The projected residential population is
approximately 1,809 persons.
ENVIRONMENTAL SETTING
Approximately one-third of the 127- acre project site i s developed as of f i -
ces and industrial storage for Arco, but will be removed to allow for new
development. The remaining two-thirds of~ the site consists of vacant agri-
cultural land. A two-acre sump site and a two-acre oil drill site also
occupy the project area. The topography within the proposed maintenance
district is generally flat.
A 150-foot wide P.G.E. tower and pole line transects the property in an
East-West direction, and a 50-foot wide P.G.E. pole line bisects the pro-
perty in a North-South direction South of the tower line. easement to
Pacheco Road.

parkways, street landscaping, any parks or greenbelts.
4. PLANT LIFE
a. Yes. Street and parkway landscaping, any park or greenbelt
development would replace the existing agricultural crop-
land with diverse plant species characteristic of modern
urban park and street landscape. design.
c. Yes. New species of plants would be introduced through
park and street landscaping.
5. ANIMAL LIFE
a. Maybe. The very limited plant life in the project area
provides habitat to limited numbers of organisms capable
of surviving in a uncultivated agricultural environment.
Street landscaping or any park development will likely
attract an increased variety of birds, rodents and associ-
ated organisms.
c. Maybe. Street landscaping ox any park development may pro-
vide habitat for new species of birds, rodents and insects.
15. PUBLIC SER~IICES
d. Maybe. The proposed Maintenance District 10 would allow
for funds to operate and maintain any park or greenbelt
development if it were to occur within the proposed district
boundaries...

which of f ect percolation and makes the area ineffective. Re-
moving the silt also removes the turf which is very costly to re-

condition imposed upon our Parcel Map 7353., The docu~ru~x~ts we
reviewed .included the City of Bakersfield Resolution 11-84 and
Exhibit "A'' of the Staff Report for the tentative Parcel Map
7353. If we have overlooked .any pertinent documents that con-
