5.1 Vesting Tentative Tract Map 7093 (Stantec Consulting Inc.)
Staff report given, Commissioner Johnson inquired as to the separation of grade district at the
intersection of Allen and Hageman and if this project would be required to participate in that
separation of grade district. Staff responded they will respond to this on Thursday.

Staff report given, Commissioner McGinnis inquired if this project was similar to Rosewood
Garden, to which Staff responded it is most like the one on Calloway.
Commissioner Johnson inquired if the little out parcel was on the circulation element to which
staff responded in the affirmative. He also inquired what the status of the R-1 zoning site is to the
south. Staff responded that the owner still does not know what he wants to do, however they
think when Masterson swings east that everything to the west will become part of the commercial
stuff, everything on the other side will be residential. Commissioner Johnson inquired if
Masterson will stay along the original alignment until all that happens, to which Staff responded
that it will stay as it is until it is constructed, pointing out that the City has a right-of-way for it to
go down to Highway 178. Commissioner Johnson inquired what would initiate construction of
Masterson through the R-1 parcel to the south. Staff responded that they will find out about the
R-1 parcel. Commissioner Johnson stated that he was concerned with the timing and what
Masterson will look like.
Commissioner Johnson inquired if Staff knew what the applicant is considering since they pulled
off the PUD. Staff responded the applicant will provide that information at Thursday’s meeting.
Commissioner Blockley inquired if the R-1 curved wedge is being done strictly to facilitate
realignment of Masterson, to which Staff responded in the affirmative.
6.3a General Plan Amendment 07-1135 (David Dmohowski)

Staff report given, Commissioner McGinnis inquired if the parcel between the two 20-acre
parcels is owned by a different individual, to which Staff responded in the affirmative. He
inquired if the southern most parcel with the proposed industrial zoning is within the quarter-mile
radius, to which Staff responded in the affirmative. Commissioner McGinnis inquired if Staff
knew how far that quarter of mile would extend into the center parcel. Staff responded that it is

the north line and if anyone were to develop the center parcel it would have to be developed as a
non-onerous sensitive use.
6.4a General Plan Amendment 08-0151 (Bakersfield Memorial Hospital)
6.4b Zone Change 08-0151 (Bakersfield Memorial Hospital)
Staff report given. No Commissioner comments, other than Commissioner Blockley commented
as to the demolished building which was the former K-Mart garage and smog shop. Staff
responded that it is part of the hospital’s plan.
