streetscape improvements along faker Street frarn Sumner Sheet to Truxtun Avenue, Can behalf of the
Association of {Jld Town Kern, I am writing .his letter to urge your support of this project.
The City construction prof ect is an extension of the streetscape recently completed north of the Railroad
tracks north to Niles Street. Although the City rill be building the streetscape, the costs of the an-goin

maintenance will be up to the property Qwner~ through the formation of a maintenance district.
The letter you wi11 receive from the City expl~~ins the proposed maintenance district. I have seen the
annual costs and I think you will be pleasantl'r surprised at the affordability afthe maintenance district.
If after you receive the City's letter you w~oulcl like to further discuss this project, City representatives
and I would be glad t~ meet with you. I know that the property owners far the previously completed
str+~tscape were very supportive of their district}s formation.
As Chairman of the Assocciation of old Town Kern, and business and property owner of the Noriega
Hc~u~~e, I have been extremely involved in the efforts to revitalize the Baker street corridor and its
surrounding neigkibo~rhoads aver the last several years, I have seen businesses Close and buildin
abandoned, and watched long-established entcrrprises struggling to secure a future in the area. Clearly
individual efforts are not enough to turn things around.

Kern urges you to support these proposed im~~ravements. ~we believe that you will share our enthusiasm
far the streetscape that is a continuation of a new beginning for the Baker Street area.

Time for another maintenance district this time Baker Street between Jackson Stand Niles St. The
project is as follows:
At the meeting with Public Works we decided to spend the EDI monies north of the tracks from Jackson
to Niles. This is the section north of the tracks on Baker St that was submitted as part of the EDI grant.
The plan is the following, as stated in the admin report I prepared for the May 22 Council meeting
requesting approval to submit the EDI application:
The project is proposed to be streetscape improvements on the west and east sides of Baker Street,
Jackson Street to the south and Niles Street to the north. streetscape elements are to include the
installation of trees, tree grates, automatic irrigation, lights with banners, and. trash cans. This location
was designated by staff as the best suited site for the use of these monies since staff is targeting the
blocks between Jackson and Lake streets for redevelopment. Additionally, the railroad tracks act as a
natural divider of Baker Street. Should additional future monies be secured, street improvements to Baker
Street south of the tracks maybe considered. The project will be designed based on a budget of
$490,000.

Over the last several weeks, you have been sent letters about the Baker Street Streetscape
Improvement Project which covers four blocks from Jackson Street to Niles Street. Project fundin

is ~n place and construction ~s scheduled to start. after the new year. The next step is to add the
Baker Street Area to the consolidated Bakersfield maintenance district which enables the city to
distribute cost savings city-wide.
Procedures to establish the proposed assessment are enclosed. Please read and follow the
attached instructions. On page one, the amount listed as your proposed assessment is $00.00.
This is because, at this time, there are no improvements installed and, therefore, there is nothin to

maintain.
So until improvements are made to Baker Street, you will not be assessed for these improvements.
Only when improvements are made will you be assessed; that amount for your property listed
above right is estimated to be $86.32 per year.
Street improvements will include the installation of street trees with cast iron tree grates .meeting
American with Disabilities Ac# Handicapped (ADA) requirements. All trees will be connected to an
automatic irrigation system which will be operated and maintained by the City of .Bakersfield. New
decorative single acorn street lights will. lighten up Baker Street at night, and give a quaint
appearance during the day. New trash receptacles will replace the existing concrete types now on
the street.

Pursuant to Government Code § 53753, the following procedure will be followed
by the City Council to determine whether a "majority protest" exists at the close of the
public hearing of protests. An "Official Property Owner Assessment Ballot" the
"Assessment Ballot") has been enclosed with this Notice.
3. IMPORTANT -OFFICIAL PROPERTY OINNERASSESSMENT BALLOT
This Ballot is for the use of the property owner of the parcel identified below,
which parcel is located within Area 4-24, (Baker Street) and which is being proposed to
be added to the Consolidated Maintenance District and assessed an amount for
maintenance of street landscaping.
This Ballot may be used to express either support for or opposition to the
proposed assessment. In order to be counted, this Ballot must be signed below by an
owner or, if the. owner is not an individual, by an authorized representative of the owner.
The Ballot must then be delivered to the City Clerk, either by mail or in person as
follows:
Mail Delivery: If by mail, place in the return envelope provided, provide
stamps for first class postage, and place in the mail not later than one (1)
calendar week prior to January 15, 2003. Mailing later than this deadline
creates the risk that the Ballot may not be received in time to be counted.
Personal Delivery: If in person, to the City Clerk at any time up to 12:00 noon on
January 15, 2003, at the City Clerk's Office at 1501 Truxtun Avenue,
Bakersfield, California, or at the protest hearing itself at 7:00 p.m. on that
date at the City Council Chambers at the same address.
However delivered, the Ballot must be received by the City Clerk prior to the close of the
public hearing (whether on January 17 or a later continuation date) to be counted.
