HomeMy WebLinkAboutRES NO 113-98RESOLUTION A RESOLUTION AUTHORIZING THE CLOSING OF CERTAIN BLOCKS OF 20TH STREET AND PARTS OF G STREET FOR SPECIFIED HOURS ON SEPTEMBER 19, 1998. WHEREAS, throughout 1998, the City of Bakersfield is celebrating its Centennial; and WHEREAS, the Centennial Celebration Foundation ("CCF") was formed to help plan the centennial celebration and raise funds to help the City celebrate its centennial; and WHEREAS, the CCF and several other sponsors wish to hold a centennial fund- raising event on September 19, 1998; and WHEREAS, the CCF wishes to hold this event on 20th Street between H Street and just west of G Street and parts of G Street; and WHEREAS, the event will consist of dinner, music and other forms of entertainment; and WHEREAS, the CCF wishes to serve alcoholic beverages as well as soft drinks at this event; and WHEREAS, the Bakersfield Municipal Code prohibits possession and consumption of alcoholic beverages on City streets; and WHEREAS, the CCF and other sponsors intend to cordon off the area of 20th Street and G Street with chain link fence and make it inaccessible to anyone who has not purchased a ticket to the event in advance; and WHEREAS, the CCF and other sponsors further intend to post security guards at the only entrances and exits of the chain link fence to ensure that no one enters the event without a ticket and no one leaves the event with any alcoholic beverages; and WHEREAS, the CCF and other sponsors guarantee to return the streets to the condition they were before the event; and WHEREAS, the CCF and other sponsors have contacted the businesses which will be affected by this event and street closure and they have no objections; and -- Page 1 of 3 Pages -- ORK;INAI WHEREAS, the CCF and other sponsors have or will have obtained all other necessary permits to enable them to hold this event at that location; and WHEREAS, the event is expected to start at 5:30 p.m. and end at 11 p.m. September 19, 1998; and WHEREAS, the CCF and other sponsors will need fourteen daylight hours to erect the fencing and set up the booths, tables, chairs and other displays for the event as well as several hours to tear down the fencing and booths and return the streets to their prior condition. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF BAKERSFIELD AS FOLLOWS: 1. On September 18, 1998, from 6 p.m. through 2 a.m. September 20, 1998, 20th Street from the west side of H Street and up to, but not including, 1816 20th Street will be closed to vehicular and pedestrian traffic. 2. On September 18, 1998, from 6 p.m. through 2 a.m September 20, 1998, G Street between 2001 and 2005 to the area just south of 1925 G Street will be closed to vehicular and pedestrian traffic. 3. On September 18, 1998, from 6 p.m. through 2 a.m. September 20, 1998, the alley west of the Fox Theater from 20th Street to a point 100 feet north will be closed to vehicular and pedestrian traffic. 4. During the hours of 5:30 p.m. and 10 p.m. on September 19, 1998, alcoholic beverages may be sold, consumed and possessed only in the areas designated closed to vehicular and pedestrian traffic in paragraphs 1,2 and 3, above. 5. All street closures will be set up to ensure that emergency vehicles have all access necessary to protect the attendees and buildings surrounding the event. 6. Such street closures are necessary for the safety and protection of the persons attending the event. 7.
