AMENDMENT NO. I TO RESOLUTION NO. 86-98
SETTING SALARIES AND RELATED BENEFITS
FOR OFFICERS AND EMPLOYEES OF THE GENERAL
SUPERVISORY, POLICE AND MANAGEMENT UNITS
WHEREAS, Resolution No. 86-98 sets salaries and related benefits for
employees of the General Supervisory and Management Units.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield
that effective the beginning of the first full pay period following Council action, the Salary
Schedule, a part of Resolution No. 86-98, is hereby amended as follows:

Job Title: Accounting Clerk !l - Centennial Garden and Convention Center
Description: Reports directly to Finance Director. Responsible for the timely and accurate
processing of cash disbursements using both Ogden and City software.
Essential Tasks:
To process and maintain records for the purchasing system, including verifying internal
consistency, authorization, completeness and mathematical accuracy of associated documents.
2 To process all payroll, include entry for timely transmission.
3 To process and maintain department personnel files and records.
4. To issue purchase orders, requests, invoices and statements.
To verify the accuracy of prescribed accounting distribution codes, enter data into the
appropriate computer software package, and cut checks.
To answer outside inquiries and investigate disputes regarding alleged errors in purchasing
cash disbursements and payroll checks.
7 To file, classify and retrieve information and documents from a file system

Minimum
Qualifications:
Graduation from high school or GED and three years previous experience in
performing financial recordkeeping, Successful completion of two years of college
level accounting courses may substitute for the required experience. Previous
accounting experience in a similar arena type facility environment preferred.
Demonstrated knowledge of: modern accounting principles and practices;
spreadsheet and word processing programs.
Ability to: maintain a computerized payable system; make computations and
tabulations and review fiscal and related documents rapidly and accurately;
make decisions of a limited nature in accordance with laws, rules, regulations and
department procedures; carry out complex oral and written instructions; maintain
a variety of fiscal records and prepare accurate reports; work effectively with the
public, over the telephone and via mail contacts.

Qualifications:

substituted for the college education on a year-for-year basis. Previous box
office experience in a similar arena type environment and/or a degree in
business or a related field preferred.

Responsible for dispersing accurate information to all departments via production notes at
least two weeks in advance and monthly calendars at least four weeks in advance.

fire, medical, parking and other services as required.
Oversees adequate staffing levels tbr all outside security, police, medical, and fire, while
maintaining accurate records of all events and non-event labor.

Acts as Manager on Duty.
Oversees all ADA issues

Qualifications:

combination of training and experience which provides the capabilities to
perform the described duties.
Knowledge of: current management principles and practices including
supervisory skills, budgeting and scheduling of employees; event production
and operations including coordinating events with promoters, pre-event
planning, organizing physical facility, and staffing.
Ability to: communicate with building staff and the general public; work under
difficult conditions; work unusual hours; prepare reports and present them in
an oral and written manner,

Job Title: Director of Operations - Centennial Garden and Convention Center
Description: Reports directly to Executive Director Management position, responsible for daily
administration and operation of Centennial Garden and Convention Center.
Essential Tasks:
In the absence of Executive Director assumes responsibility for operation and administration
of building while acting as Manager on Duty
Liaison with local community organizations.
Oversees adequate staffing level for all outside custodial changeover crews and stagehands
while maintaining accurate records of all events and non-event labor.
Plans, organizes and directs the work o£ supervisory personnel engaged in the operation,
maintenance, repair, cleaning and preventative maintenance of Centennial Garden and
Convention Center, including the heating and air conditioning systems.
Develops and implements procedures at Centennial Garden and Convention Center for
operations and engineering crews
Develops plans to maximize savings and cut costs for the operation of Centennial Garden and
Convention Center
Oversees all capital projects for Centennial Garden and Convention Center including the
overall supervision of projects and purchases to completion with City documentation.
Participates with Executive Director in the researcl' development, implementation and
monitoring of annual budget
Participates with key departments in advancing ticketed events prior to on sale in order to
develop a workable floor plan. This requires knowledge of current life-safety codes, and local
fire prevention bureau guidelines

Qualifications:

entertainment facility, including supervisory experience.
Must have thorough knowledge of~ operational philosophy and practices
pertaining to a major entertainment multi-purpose facility and performing arts
theateri budgeting in analyzing figures and procedures fi)r use in analysis of
cost and operations: preventative maintenance methods and procedures;
methods, techniques and practices of the operation, care, repair and
maintenance of buildings heat and air systems.
Ability to; manage the operations of two facilities, including work procedures
tbr both facilities; prepare and maintain a fiscal budget for all operational
lhcets of a multi-purpose facility; supervise employees in order to ensure the
quality and efficiency of work and service, understanding of their

Description: Reports directly to Operation Manager Responsible for maintaining arena facility in an
efficient, operational manner Control and monitor all building systems.
Essential Tasks:
1. Assists in setup and removal of tables and chairs, platforms, seat risers, choir risers, portable
stages, exhibit booths, portable floors, ice hockey dashers, wrestling rings.
2. Moves office furniture and equipment
Operates various types of motorized equipment.
4. Cleans windows, walls, light fixtures. floors, seat risers, restrooms.
5. Performs routine maintenance of equipment such as cooling towers, plumbing fixtures, tables,
concert hall chairs, arena chairs and regular chairs.
6. Maintains floors by cleaning and waxing.
7. Vacuums~ shampoos and repairs carpets.
8. Subject to lead pay provision, may provide some direction to maintenance crew, including leading
small groups.
Perform other related duties as required.
Qualifications: Two years experience in auditorium/arena maintenance and custodial work.
Knowledge o~ practices, tools, and materials involved in the performance
of semiskilled tasks related to general auditorium/arena maintenance; operation
of motorized equipment required for auditorium/arena maintenance work; modern

Job Title: Secretary II - Centennial Garden and Convention Center
Description:
Reports directly to Executive Director. Responsible for a variety of functions in
support to the Executive Director, including hut not limited to secretarial/clerical,
booking management, contract compliance, office coordination and V.1.P. guest
relations.
Essential Tasks:
Assists the Executive Director in booking events and the coordination and compliance of
contracts and agreements.
Knows and understands information relative to Centennial Garden and Convention Center,
dates available, rates, policies, procedures and general facility facts and communicates this
information to prospective clients and arena users
Oversees and coordinates office support/clerical staff in proper policies, procedures and
systems in support of the execution of sports and entertainment events.
Executes and/o~ delegates to appropriate support staff the duties of dictation, typing, filing,
appointment scheduling, phone answering and other related office business.
Assists in the preparation and coordination of special functions for V.I.P. guests including
promoters, agents, artists, officials and dignitaries.
6. Distributes event information to staff and to required outside authorities.
Maintains data base for Facility Management System (booking software) including updating
client information files and data entry of booked events.
8. Verifies convention requests received from Convention and Visitors Bureau

Qualifications:

responsible clerical experience or an equivalent combination of training and

I. Confers with Director of Operations to determine requirements of forthcoming events
Sets up and operates lighting system and sound system for Centennial Garden Arena and
Convention Center stage events.
3. Sets up and operates stage mechanical facilities.
Performs maintenance and repair of complex sound reinforcement and stage electrical and
mechanical systems as directed by Stage Manager.
Works with visiting stage staff to ensure efficient and sate use of communication and paging
systems and various related systems within Centennial Garden and Convention Center.
6 Performs maintenance and repair of other electronic equipment as directed by Stage Manger.

Minimum
Qualifications:
Graduation from high school and five years of experience in radio, television,
motion pictures, or a related field, including experience with complex sound
reinfbrcement and stage electrical and mechanical systems, along with their
maintenance, operation and repair.
Considerable knowledge of the operation, maintenance and repair of sound
reintbrcement equipment, stage lighting system, stage mechanics and
communication systems of an auditorium. Some knowledge of general stage
techniques.
Ability to: perform maintenance and repair of the various portions of these
systems and related equipment; execute detailed plans for system upgrading and
to operate facilities from general instructiota operate normal stage mechanical
facilities; establish an effective working relationship with other employees and the
public, using tact and good judgement; learn new skills and adapt as necessary to
situations encountered; be decisive and use good judgement in completing
