NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield that effective immediately following Council action, the Salary Schedule, a part of the Resolution No. 049-06 is hereby amended as follows: 1. CLASS SPECIFICA nON: 14430 UNIT: BLUE COLLAR EE04: SKILLED CRAFTWORKER CLASS TITLE: WASTEWATER TREATMENT PLANT OPERATORID CLASS CHARACTERISTICS: U~der minimal s.up~rvision, may plan, assign, inspect and lead the work of others; in addition, performs ~kllled. and semIs~I!l~d work in the operation of a wastewater treatment plant on an assigned shift InvolvIng responsIb~hty for the operation, maintenance, servicing, and care of a variety of wastewater treatment. plant equIpment, such as, pumps, electric motors, gas engines, valves, vacuum pumps, and other eqUIpment; performs related duties and responsibilities as required. REPRESENTATIVE DUTIES: The following typical tasks and responsibilities are representative of this class. They are descriptive, not limiting. Essential Duties: May work as a Shift Supervisor per California State Water Resources Control Board (CSWRCB) and may lead the work of others during the absence of a Plant Supervisor; creates and assigns work orders; generates requisitions; tracks and inputs plant employee time records; performs other lead responsibilities as required; operates a wastewater treatment plant during a shift; checks gas meters, flow meters, and blower meters; adjusts equipment and increases or decreases pumping capacity for proper pumping flow; inspects and lubricates engines and pumps; checks clarifiers, skimmers, grit collection systems; makes frequent inspections to assure ongoing proper treatment; makes adjustments as necessary to resolve general operational problems; takes periodic clarifier sludge depth readings; adjusts sludge pumping equipment; obtains wastewater and sludge samples for the plant laboratory or the health authorities; operates septage receiving station; reads meters, takes temperatures, completes daily logs, records meter readings; completes standard operations reports; performs routine maintenance and cleaning work on buildings and equipment as assigned; may assist in training new operators in wastewater treatment principles and practices; may perform the duties of an Operator I or Operator II as required. May perform laboratory analysis during the absence of the lab technician. DISTINGUISHING CHARACTERISTICS: A Grade III Operator's Certificate allows a WWTPO III to work as a Shift Supervisor and supervise plant operations during the absence of the Plant Supervisor. The CSWRCB does not allow employees with Grade I or II Operator's Certificates to perform this function. MINIMUM QUALIFICATIONS: Knowledl!e of: Operation and servicing requirements of wastewater treatment plant machinery and equipment including, but not limited to, pumps, motors, valves, engines, piping and blowers, and screens; safety equipment, practices and procedures; processes involved in the treatment and disposal of wastewater; hazards inherent to wastewater plants and processes; related computer applications including spreadsheet and word processing software. Abilitv to: Lead and train employees in a variety of wastewater operations and maintenance; schedule and assign equipment maintenance; identify and procure parts necessary for repair of wastewater equipment; detect operating deficiencies in wastewater plant machinery, equipment, and processes; make routine maintenance and repairs to wastewater equipment, machinery and buildings; read and record meters and gauges correctly; use safety equipment and practices necessary to conduct job duties; effectively work with others; work without continuous supervision using independent judgment. (:) ORIGINAL Traininl! and Experience: Graduation from high school or GED equivalent and required experience in the operation and maintenance of wastewater treatment plants necessary to obtain a Grade III Operator's Certificate. Promotion: Promotion to Wastewater Treatment Plant Operator III from Wastewater Treatment Plant Operator I or II is made on a merit basis without City examination upon receipt of a valid Grade III Operator's Certificate issued by the California State Water Resources Control Board. This is subject to recommendation by the Department Head and approval by the City Manager or his designee. Licenses. Certificates. and Special Requirements: Possession of a valid Grade III Operator's Certificate issued by the California State Water Resources Control Board. Must have possession of a valid California Class "B" Driver's License within six months of appointment. Phvsical Conditions or Special Workinl! Conditions: Must be willing to work outdoors in all weather conditions. Must be willing to work in confined areas from heights and with possible exposure to unpleasant and potentially hazardous conditions. Must possess sufficient strength and stamina to lift and carry objects weighing up to 80 pounds.
