RESOLUTION DETERMINING THAT AN INTEGRATED COMPUTERIZED ICE
REFRIGERATION CONTROL SYSTEM
FOR THE BAKERSFIELD CENTENNIAL GARDEN ARENA
CANNOT BE OBTAINED THROUGH THE USUAL BIDDING
PROCEDURES AND AUTHORIZING THE FINANCE DIRECTOR
TO DISPENSE WITH BIDDING THEREFOR,
NOT TO EXCEED $35,000.
WHEREAS, the ice refrigeration system in the Centennial Garden Arena used for making
ice on the arena floor currently is not monitored or controlled by computer; and
WHEREAS, Temperature related problems occurring with the new ice floor must be
identified and corrected quickly which can only be achieved by computer automation; and
WHEREAS, The City has computer monitoring and control over the existing ice floor in
the Convention Center which can be easily interfaced with the new ice refrigeration system in the
Centennial Garden Arena: and
WHEREAS, The City wishes to provide computer control over the ice refrigeration
system in the new arena utilizing the existing Honeywell Energy Management System computer
and software located in the existing Convention Center; and
WHEREAS, The Honeywell Energy Management software is proprietary and therefore
can only be reasonably obtained from one vendor
WHEREAS, the Finance Director has determined and has recommended that this Council
find, an integrated computerized ice refrigeration control system can only be reasonably obtained
from one vendor, Honeywell Incorporated, which manufacturers the XL5000 Energy
Management System software which is currently in use at the existing Convention Center and
recommends that this Council authorize dispensing with bidding therefor in accordance with
Section 3.20060 D of the Bakersfield Municipal Code.
NOW THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as
follows:
1. The above recitals are true and correct and incorporated herein by reference,
The Council hereby finds that an integrated computerized ice refrigeration control
system can only be reasonably obtained from one vendor, Honeywell Incorporated,
because of the necessity to successfully integrate computer monitoring and control
through proprietary software already available in the existing Convention Center.
The Finance Director is authorized to dispense with the bidding therefor and to
negotiate the purchase of same from Honeywell Incorporated, not to exceed
$35,000.
I HEREBY CERTIFY that the foregoing Resolution was passed and adopted by the City
Council of the City of Bakers~eld at a regular meeting thereof held on SIP l S 1~
