RESOLUTION OF THE BAKERSFIELD CITY COUNCIL CALLING
FOR THE FORMATION OF A PROJECT AREA COMMITTEE FOR
THE OLD TOWN KERN-PIONEER REDEVELOPMENT PROJECT
AREA AND ADOPTING A COMPOSITION FOR :SAID COMMITTEE.
WHEREAS, the Bakersfield City Council (the "City Council") has adopted a
redevelopment Survey Area, and requested said area to be studied to determine ifa
redevelopment project within said area is feasible; and
WHEREAS~ the Bakersfield Planning Commission adopted Project Area boundaries for
the Old Town Kern-Pioneer Redevelopment Project (the "Project Area") from within said Survey
Area on September 3~ 1998 by Resolution No. 94-98; and
WHEREAS, the City Council adopted city-wide procedures for the formation of Project
Area Committee (the "Procedures") on October 7, 1998, by Resolution No. _/g, b- ft'; and
WHEREAS, Section 33385 of the California Health and Safety Code and the Procedures
provide for the election of a Project Area Committee if a substantial number of low- and
moderate-income persons may be displaced as a result of the Project; and
WHEREAS, there are many dwelling units in the Project Area that are likely to be
occupied by low- or moderate-income persons; and
WHEREAS, no displacement of residents or businesses is planned; however, it is
possible that some may occur in the future; and
WHEREAS, the City Council desires to form a Project Area Committee, which will
advise and consult with the Central District Development Agency regarding redevelopment
planning and policy for the Old Town Kern - Pioneer Redevelopment Project; and
WHEREAS, the City Council further desires to establish the composition of the Project
Area Committee and its minimum and maximum number of members.
NOW THEREFORE, IT IS HEREBY RESOLVED by the City Council as follows:
SECTION 1: The City Council calls for the formation of a Project Area Committee for
the Old Town Kern-Pioneer Redevelopment Project.
SECTION 2: The City Council hereby establishes the Project Area Committee size as
eleven (11 ) members to be comprised as follows:
Resident Tenants 3
Resident Owner-Occupants 1
Business 5
Community Organizations 2
