The site is located at the City of Bakersfield Sewer Treatmen~ Plant #3. The applicant has provided proof of appropriate insurance coverage to Risk Management, and has provided. Whitten Jr., Acting Wastewater Manager ~ DATE: February 3, 2003 SUBJECT: Juan Goyeneche encroachment permit Attached are two copies of an encroachment permit for sheep grazing on City property adjacent to Wastewater Treatment Plant 3. Mr. Goyeneche has already submitted his insurance certificates and they have been approved by Risk. The permit says that he is installing fence, which he is, however the purpose of the encroachment permit is to allow him to graze his sheep on the farm property.
