A RESOLUTION DETERMINING THAT A
FULLY INTEGRATED POLICE INFORMATION
SYSTEM CANNOT BE REASONABLY
OBTAINED THROUGH THE USUAL BIDDING
PROCEDURES AND AUTHORIZING THE
FINANCE DIRECTOR TO DISPENSE WITH
BIDDING THEREFORE, NOT TO EXCEED
$1,077,212.
WHEREAS, the Bakersfield Police Department wishes to fully automate its records
management system to obtain significant time savings for field officers and clerical
personnel; and
WHEREAS, the Bakersfield Police Department has viewed demonstrations from six
(6) law enforcement records management system vendors; and
WHEREAS, only one vendor, Versaterm, Inc., was able to demonstrate a
operational fully functional records management system allowing field officers to update
functions initiated by command in the field for agencies of our size; and
WHEREAS, the Versaterm, Inc., system was the only system that demonstrated the
ability to eliminate re-entry of data by a clerk before the information goes into the main
database; and
WHEREAS, Versaterm, Inc., was the only system which demonstrated its ability to
inter[ace with the County of Kern CJIS System; and
WHEREAS, other vendors did not meet the City standards for quality of service.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield
as follows:
1. The above recitals are true and correct and incorporated herein by reference.
2. The work, supplies, equipment or materials can only be reasonably obtained
from one vendor because of restricted availability of such work, supplies, equipment or
materials.
3. The Finance Director is authorized to dispense with bidding in accordance
with Section 3.20.060 of the Bakersfield Municipal Code.
4. The expenditure of funds for said work, supplies, equipment or materials shall
not exceed One Million Seventy-Seven Thousand Two Hundred Twelve~l~l~'~,~ v

I HEREBY CERTIFY that the foregoing Resolution was passed and adopted
by the Council of the City of Bakersfield at a regular meeting thereof held on Jl~.-Y-.1J~1
