FAST SERVICE STATION 600 BRUNDAGE LANE ~~:~ .~~ ~~a ~~ ~~~ ,~ ~~ i ~~~~ ~~ 4 i ~~> ~' *-.~ ~ - - - - - - - 11 January 13, 2006 ,`~ • r----~=----^_ ~_; E2C Remediation Environmental Engineering, Consulting and Remediation, Inc. a - Mr. Fast Service Station ~. ~~~~ S'u2~= ~~ ~~~~ 600 Brundage Lane ,t•- Bakersfield, CA 93304 Subject: Submittal of Workplan Addendum Mr. Fast Service Station 600 Brundage Lane Bakersfield, Kern County Dear Mr. Yi: Pursuant to a State of California Regional Water Quality Control Board -Central Valley Region, Fresno Office (RWQCB) letter, dated May 19, 2006 telephone conversations with the RWQCB on January 12, 2005 and January 13, 2005, E2C Remediation (E2C) will submit a Workplan Addendum that addresses the issues outlined in the RWQCB May 19, 20065 letter. The Workplan will be submitted by February 12, 2006, thirty days from the date of this letter, as .. discussed in the telephone conversation with the RWQCB this date. The Workplan Addendum will include provisions for the following: 1) Assessment for location of and extent of remaining impacted soils. 2) Provisions to monitor free-product on a monthly schedule and for sampling of free-product should free-product reappear at the Site. 3) A Workplan Addendum to further investigate potential contaminant flow pathways beneath the present off-site shallow groundwater monitoring well network via installation of a deep monitoring well network, specifically with a deep well located south of State Highway 58 to serve as a sentinel well. The letter also requested that a summary of free-product removal events be submitted. This data was submitted in tabular form in the October 31, 2005 report that included monitoring data for the Fourth Quarter 2004 through Third Quarter 2005. It must be noted that free-product has not been observed at the Site since May 2004. The scope of services that the RWQCB has requested has been discussed with Mr. Bob. Trommer, P.G. of the State Cleanup Fund. Per Mr. Trommer, services rendered for implementation of work under the Workplan Addendum will be reimbursable by the S e Cleanup Fund on a Time and M~eria~ssbasia, as t work falls outside of the existin Pa r~qF Pe ormance cont~a_cts that are currently in place for the on- and off-site areas.
