ROLL CALL Present: Absent: Mayor Hall, Vice-Mayor Salvaggio, Councilmembers Carson (seated 5:18 p.m.), Benham, Maggard, Couch Hanson, Sullivan ACTION TAKEN 2. WORKSHOP a. Computer Systems Report. Assistant City Manager Alan Christensen and MIS Director Bob Trammell gave a computer presentation. b. Demonstration of Fire Department Thermal Imaging Search and Rescue Camera. Fire Chief Ron Fraze gave a brief presentation and Council recessed at 5:33 for the demonstration by the Fire Department in front of City Hall. Motion by Salvaggio to adjourn from the Workshop upon completion of the demonstration by the Fire Department, for dinner at 6:00 p.m. APPROVED AB HANSON SULLIVAN 3. CLOSED SESSION None. PRESENTATIONS Councilmember Carson presented a Recognition Plaque to Congressman Bill Thomas. Congressman Thomas accepted and expressed great appreciation. Mayor Hall presented a proclamation to Paul Graham, Urban Forester, Recreation and Parks Department, proclaiming April 21, 2001 as "Arbor Day~'. Mayor Hall presented Certificates of Recognition to the National Junior Basketball 5~ Grade Boys Championship Team, Mayor Hall presented a Proclamation to Angle Trigueiro, Co-Chair, Equal Opportunity Committee, Bakersfield Association of Realtors and to Maribel Reyna, Development Associate, City of Bakersfield, proclaiming the month of Apdl, 2001 as "Fair Housing Month". PUBLIC STATEMENTS The following individuals spoke regarding Public Access T.V.: D. K. Mason and Linda Walker. Jane Prewett spoke regarding blight on Canter Way. Benham referred the issue of blight on Canter Way to Code Enforcement. Salvaggio requested staff contact the real estate broker and developer and provide Council with an update, also to provide Mrs. Prewett with a copy of the update. PUBLIC C. Carson referred to the Legislative and Litigation Committee the issue of standardizing the public notice format for public hearings and requested a recommendation back to Council. 95 APPOINTMENTS None. CONSENT CALENDAR Minutes: a. March 19, 2001 Special Joint Council/Board of Supervisors Meeting and March 28, 2001 Regular and Joint Council/Redevelopment Agency Meeting. Payments: b. Payments from March 16, to March 29, 2001 in the amount of $3,938,922.79; and Self Insurance payments from March 16, to March 29, 2001 in the amount of $163,224.45 Resolutions: c. Amendment No. 1 to Resolution No. 76-00 approving and adopting the City of Bakersfield Operating and Capital Improvement Budgets for Fiscal Year 2000-01 to incorporate previous budget actions approved by the City Council Agreements: d. Ward 7) Agreements for Disclosure Counsel Services. Agreement with Pillsbury Winthrop for disclosure counsel services for Assessment District 01-1. Agreement with Pillsbury Winthrop for disclosure counsel services for selected City of Bakersfield financing projects. Agreement with the Disney Institute to conduct "The Disney Keys to Excellence" training seminar on September 27, 2001 and to share anticipated registration fees not to exceed $59,150. Bids: Accept bid to award Contract to Standard Industries in the amount of $159,396 for the demolition of Turner Motor Inn and Restaurant at 701 Union Avenue. (Ward 1) Accept bid to award Annual Contract to Kern Turf Supply, Incorporated, not to exceed $54,685, for irrigation parts and supplies. Accept bid from Central Valley Truck Center, $469,456.08 for six refuse trucks (1 additional, 5 replacement), Accept bid from Gibbs Truck Centers, $177,418.84 for two replacement dump trucks. Miscellaneous: Easement to Pacific Gas and Electric Co. to supply power to Pacific Bell communication vault in Patriot's Park on the north side of Ming Avenue. Transfer and appropriate $150,000 Refuse Fund beginning balance to the Equipment Management Fund for the replacement of three side loading refuse truck bodies. Approval of Bakersfield Fire Department donation of retired fire engine to Bakersfield College. Motion by Salvaggio to adopt Consent Calendar ltems a. through n. APPROVED AB HANSON SULLIVAN HEARINGS Appeal by Bruce and Elaine Dolgin of denial of Transient Outdoor Permit Application for location at 7701 White Lane (Sno-Shack of Bakersfield). (Ward 6) Hearing opened at 8:00 p.m. No one spoke at hearing. Hearing closed at 8:02 p.m. Motion by Salvaggio to approve appeal APPROVED AB HANSON SULLIVAN REPORTS Budget & Finance Committee Report No. 1-01 regarding the "Clean Green Yard Machines" electric lawn mower incentive program. Transfer $5,000 Council Contingency to the Non-Departmental Operating Budget within the General Fund for a contribution to the San Joaquin Valley Air Pollution Control District for the electric lawn mower incentive program. Motion by Maggard to approve the Budget & Finance Committee recommendations and transfer of $5,000 Council Contingency to the Non-Departmental Operating Budget within the General Fund. Ordinance amending Subsections 15.80.100(A) FR and (B); Subsection 16.12.070(B); Subsection 16.16.010 (G); Subsection 16.16.020(A); Subsection 16.16.030(F); Subsections 16.16.080(A) and (B); Subsection 16.16.080(E); Subsection 16.16.080 (G); Subsections 16.20.110(A) and (B); Subsection 16.22.010 (B); Subsection 16.24.090 (C.4); Subsection 16.32.080(E); Section 16.32.100; Adding Section 16.38; and amending Section 16.52. The proposed amendments are the result of recommendations from a development streamlining task force final report. 13. COUNCIL & MAYOR STATEMENTS Maggard requested staff speak with Benham and himself regarding concentration of halfway houses and board and care facilities in neighborhoods. Motion by Maggard to consider the issue of energy crises, as a matter that arose after the agenda was posted and requires immediate discussion by Council this evening, Maggard referred to the Water Board the issue of energy crises to receive citizen input, analyze alternatives and come up with strategies with recommendations for maintaining the delivery of essential services to the City by coordinating efforts between water service district, and requested a report back to Council in two weeks, Couch asked if staff has received the new address for Fruitvale Properties. Staff responded yes. Couch referred to the Police Department a trahr;c issue at 2100 block of Jewetta, Couch referred to Legislative and Litigation Committee the issue of how Council reports Closed Session Action. Benham referred to Budget and Finance Committee a request from the Kern County Museum Authority Board regarding funding from the City. APPROVED AB HANSON SULLIVAN 13. Bakersfield, California, April 11, 2001 - Page 7 COUNCIL & MAYOR STATEMENTS continued ACTION TAKEN Benham referred to staff a request from the Golden State Mobile Home Owners League that the City of Bakersfield announce support for Senate Bill 691. Benham referred to Code Enforcement the issue of sidewalk clean up at the southeast corner of 19~ and D Streets. Carson thanked Mayor Hall for allowing her to present recognition to Congressman Bill Thomas. Carson announced on April 19~ at 4:00 p.m. at the Martin Luther King Center she will be holding a Community Meeting to solicit recommendation information from the citizens regarding Ward I Charrett Program and CDBG funding. Carson requested staff repair the sidewalks where the trees were removed at the l fO0 block of K Street and requested a report back regarding the next process. Couch requested staff meet with him regarding the action taken at the last meeting capping the tax increment at $317,000 from the City Center Project area and place a report on the next agenda. Carson requested the City Clerk provide her with a copy of tonight's Council meeting video. Mayor Hall expressed appreciation to the City Center Ad Hoc Committee and Councilmembers for their work and energy into this effort. Mayor Hall announced April 16~ will be "Clean Your Files Day" to promote office recycling for the City of Bakersfield. Salvaggio referred to the City Manager a call from a citizen regarding weed abatement, debris, etc. between sidewalks and back yard fences on the west side South H Street, between Fairview Road and Panama Lane. Salvaggio referred to staff the issue of graffiti removal on So. H Street and Custer Avenue; east side of So. H Street adjacent to canal; also requested staff assist convenience store owner at So. H and Wilson, with graffiti on store. 13. Salvaggio referred to the City Clerk a fax from Stephanie Smith regarding "clean green yard machine" funding and requested staff respond. Salvaggio requested staff contact "Sunset Architect" to find out why Councilmember Couch receives maps/information from them. 14. ADJOURNMENT pM.
