Re: Failed Monitor Certification Report
Dear Mr. Sandhu:
This office has received notificcltion from Rich Environmental of a failed monitor
certification dated, 11-20-06.
Part of your leak detection device is not working properly. In addition, your
system has to be able to run (me monthly leak test report. The required leak test
minimum, per code, is once a month. . You must make sure that your tanks have
enough fuel to perform and pass a leak test
I spoke with Mr. Steve Obert, the technician who tried to conduct this test. I also
have a copy of Monitor Certification Failure Report, dated 04-20-06, and signed
by you that states you underslahd the condition of your equipment. (See
enclosure.)
Having your monitor certified yearly and in working order is a condition of your
Permit to Operate. Therefore; prior to June 1, 2006, you must make the
necessary repairs to your system. Failure to comply may result in revocation of
your Permit to Operate, I spoke with you on Tuesday, May 16, at 9:00 a.m. and
provided you with names of repair technicians.
Should you need additional cohtractors who perform these types of repairs,
please feel free to call me at 661-326-3190.
Sincerely,
Ralph E. Huey,

FINAL REMINDER NOTICE
RE: Necessary Secondary Containment Testing Requirements by
December 31,2005 of Underground Storage Tank (s) Located at
the Above Stated Address
Dear Valued Customer,
Over the last six months this office has continued to send reminder notices regarding
secondary containment testing.
Code requires that all secondary containment systems must be tested 6 months post
construction and every 36 months there after.
Senate Bill 989 became effective January 1, 2002, section 25284.1 (California
Health & Safety Code) of the new law mandates testing of secondary containment
components upon installation and every 36 months, thereafter, to insure that the
systems are capable of containing releases from the primary containment until they
are detected and removed.
Our records indicate that your facility is due prior to December 31, 2005.
Those sites that have not been tested and have not pulled a permit prior to December 31,
2005, will have their permit to operate revoked.
This office does not wish to take such action, which is why we will continue to send monthly
reminders.
Contractors are already booked several weeks in advance. I urge you to schedule your
testing date as soon as possible to avoid possible revocation of your permit to operate.
Should you have any questions, please feel free to call me at (661) 326-3190.
Sincerely,
RALh~. HUEY, Director of Prevention Services
